They shot an additional two people during interactions during that period.<\/p>\n<p>It\u2019s not clear whether the half-year of non-violence or the recent surge has anything to do with policy changes, but the latter does happen to coincide with the beginning of new Chief Matt Giordano\u2019s tenure leading the beleaguered department.<\/p>\n<p>In light of the increase in \u201cofficer-involved shootings,\u201d and following a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.phoenixnewtimes.com\/news\/phoenix-police-have-shot-killed-four-people-last-month-plus-40609170\/\">Phoenix New Times story<\/a> about it, Giordano <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.phoenix.gov\/newsroom\/police-department-news\/message-from-chief-matt-giordano.html\">issued a press release on Wednesday<\/a> outlining actions he and top brass are taking to better ensure officers de-escalate dangerous situations.<\/p>\n<p>\u201cWe understand how deeply concerning this is to our community and we share your concern,\u201d Giordano said in the statement. \u201cWe remain committed to continuous improvement. Policing demands courage, split-second decision making, and compassion in the toughest moments. While every situation is different, and often rapidly evolving, we continue to place a focus on de-escalation strategies and the use of less-lethal options whenever possible.\u201d<\/p>\n<p>Giordano\u2019s response to this string of shootings reflects a far more outspoken public relations strategy than was undertaken by his predecessor. Former interim Chief Michael Sullivan tended to keep quiet even as police killings rose from 10 in 2022 to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.phoenixnewtimes.com\/news\/phoenix-police-turn-foot-chase-into-target-practice-kill-12th-man-17909434\/\">12 in 2023<\/a> and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.phoenixnewtimes.com\/news\/fatal-phoenix-police-shootings-list-19200386\/\">14 in 2024<\/a>. Communication with both concerned community members <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.phoenixnewtimes.com\/news\/phoenix-introduces-its-new-police-chief-takeaways-22357283\/\">has been among Giordano\u2019s expressed priorities<\/a> as he has taken on the new role.<\/p>\n<p>\u201cEven if I come out to deliver a message that the officers might not want to hear,\u201d Giordano said during a press conference on Aug. 13, \u201cthe fact that I\u2019m willing to come out, explain what we\u2019re doing, why we\u2019re doing it and listen to them \u2014 that\u2019s half the battle.\u201d<\/p>\n<p>Among the new policies Giordano enacted are launching are a department-wide \u201crefresher\u201d on use of force, as well as a new training review process for officers involved in shootings that will focus on de-escalation, communication and tactics.<\/p>\n<p>Giordano also said he wants to incentivize more officers to become certified in the department\u2019s \u201cCrisis Intervention Training\u201d program, which is designed to prepare officers to interact with people experiencing behavioral and mental health crises, and expand the use of less-lethal tools like Tasers and pepper ball launchers. (Though, it is worth noting, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.phoenixnewtimes.com\/news\/phoenix-police-killed-man-with-less-lethal-weapons-autopsy-22426353\/\">first person killed by Phoenix police<\/a> this year died after being hit in the heart by a less-lethal stun baton.)<\/p>\n<p>\u201cThese efforts reflect our commitment to learning from every incident, refining our practices, and strengthening community trust,\u201d Giordano said. \u201cI am proud of the dedication and professionalism our officers regularly show in serving this community and will continue to support them with the training and tools they need to protect and serve effectively.\u201d<\/p>\n<p>The Phoenix Law Enforcement Association \u2014 the union that represents Phoenix cops \u2014 did not respond to a Phoenix New Times inquiry about its response to Giordano\u2019s pledge to implement the new policies.
