(Supplied: 350 Pacific)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Even worse than being let down at COP would be skipping it altogether, Mr Sikulu said.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;If we&#8217;re not part of this, we&#8217;re invisible,&#8221;<\/p><\/blockquote>\n<p>  he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For the Pacific Islands, where the threat of climate change is existential, COP has come to feel like an annual date with conflict and disappointment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">They have grown frustrated with the level of ambition among high-emitting nations in curbing carbon emissions \u2014 including Australia&#8217;s \u2014 and they blame the influence of powerful fossil fuel interests.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Papua New Guinea&#8217;s government even <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/pacific\/programs\/pacificbeat\/png-climate\/104556872\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">withdrew from the talks altogether<\/a> last year, calling them &#8220;a total waste of time&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The hardest thing about COP is having to celebrate incrementalism,&#8221; said Mr Sikulu, who is based in Sydney and works frequently in Fiji.<\/p>\n<p><img decoding=\"async\" alt=\"COP29 male and female delegates standing or sitting at desks while applauding\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/d7a4fb2279b914b2274da0db491588e4\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">COP29 in Baku was billed as the &#8220;finance COP&#8221; where funding for climate affected-nations would be agreed. (Supplied: 350 Pacific)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Sikulu said for all its faults, COP was still indispensable to Pacific Island nations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And he said hosting it in the Pacific would help their cause.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We know that we&#8217;ve only got five years left to do everything that we need in order to stave off the worst effects of climate [change],&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;[COP is] the only mechanism available for the Pacific to advocate for everything we need to ensure our survival.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">So how would the Pacific Islands benefit from a COP co-hosted with Australia, and what do they want from the talks?<\/p>\n<p>Off the back foot<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia would <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-10-02\/adelaide-confident-cop31-despite-delays\/105841520\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105843748\" target=\"_blank\" rel=\"noopener\">hold COP31 in Adelaide<\/a>, and it&#8217;s unclear whether the Pacific Islands would host any side events in their countries.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But a COP in Australia would help the region overcome arguably its greatest obstacle at the summit \u2014 sheer distance.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The toll of long-haul journeys to previous talks \u2014 usually thousands of kilometres \u2014 has previously put Pacific nations on the back foot once they arrive, former Pacific Island delegates said.<\/p>\n<p><img decoding=\"async\" alt=\"Four men in dark suits sit in lounge chairs watching TV and talking under signage saying 'The Climate Funds'.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/32f9dbc7b9ea03b4bd2d4bff9f22d061\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Pacific Island leaders want to see greater ambition at COP meetings. (United Nations: Eskinder Debebe)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Tong, an elder statesman of the climate movement, said it happened to Ban Ki-Moon when he invited the then-UN secretary-general to see the harm climate change was inflicting on his country.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;His very words were this: I&#8217;ve listened to you speak year after year at the [UN] General Assembly, but I must admit, I never, ever truly understood until now,&#8221; Mr Tong said.<\/p>\n<p>Agenda-setters &#8216;owed a COP&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Tong is one of many Pacific Islanders warning Australia against giving the Pacific only a token role in COP31.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He is also sceptical about whether Australia and its fossil fuel interests will align with the ambitions of Pacific Island nations at the talks.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;The question is, will Australia come in, with and for the Pacific, or will it come in with its own political agenda?&#8221;<\/p><\/blockquote>\n<p>  Mr Tong said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He has seen the fossil fuel lobby&#8217;s influence on large carbon-emitting nations during previous climate negotiations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;[Those countries] come to these discussions from an economic perspective, whereas we come to these discussions from an issue of survival,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Sikulu fears that fossil fuel companies at COP31 could once again weaken ambitions to decarbonise.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We know the influence the fossil fuel industry has within Australia and the impact that it&#8217;s had on the COP negotiations throughout time,&#8221; he said.<\/p>\n<p><img decoding=\"async\" alt=\"A man in an island shirt and a woman wearing a flower above her ear stand behind a banner at a march.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/bf8571bde8fe377ea65e93eb375c4c08\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Pacific activists have long pushed for stronger climate change action at COP talks. (AFP: Alban Grosdidier\/Hans Lucas)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Heading into last year&#8217;s COP29 conference in Baku, Azerbaijan, the event&#8217;s CEO was recorded apparently offering to facilitate talks about fossil fuel deals.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia&#8217;s recent decision to <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-09-11\/vanuatu-warns-australia-about-expansion-of-woodside-gas-project\/105759934\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105843820\" target=\"_blank\" rel=\"noopener\">greenlight Woodside&#8217;s North West Shelf gas project<\/a> until 2070 has also drawn ire in the Pacific.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While the federal government insists the decision is consistent with Australia&#8217;s Paris Agreement obligations, Mr Sikulu said this fact summed up the lack of ambition in COP-negotiated agreements.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Australian government did not respond directly to questions from the ABC.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-09-14\/whats-next-after-pacific-icj-climate-victory\/105747794\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">Will Australia get sued after the World Court&#8217;s climate ruling?<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Pacific Island nations are weighing up how to use a historic international court ruling in their fight to bring about stronger emissions reductions and climate justice.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Climate Change Minister Chris Bowen told journalists last week the government wanted to host a COP focused &#8220;on investing in Australia&#8217;s renewable energy superpower&#8221; and &#8220;lifting the agenda of the Pacific&#8221; where the &#8220;existence of several countries is at stake&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Sikulu hopes the Australian government will use the chance to co-host COP31 to scale up its climate commitments, like the United Kingdom did after hosting COP talks in 2021.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Analysis after the Glasgow conference showed investment in the UK more than doubled the cost of hosting COP, and much of that cash went to climate initiatives.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But Mr Sikulu sees the opportunity to host COP as a question of fairness as well as money.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For years, it has been the travel-worn Pacific Island delegates who have pushed the world&#8217;s ambitions higher in climate negotiations.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;If anybody is owed a COP in this world, it&#8217;s the Pacific,&#8221; he said.<\/p>\n","protected":false},"excerpt":{"rendered":"Joseph Sikulu&#8217;s long-haul journey home to the Pacific has felt fruitless after the recent world climate talks.
