Here&#8217;s what to know"},"content":{"rendered":"<p>RABAT, Morocco (AP) \u2014 Demonstrations in more than a dozen cities have jolted <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/morocco\" target=\"_blank\" rel=\"noopener\">Morocco<\/a> for a week straight, with the young people behind them showing they can translate digital discontent into a real-world movement that authorities can\u2019t ignore.<\/p>\n<p>The North African nation is <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/photo-gallery\/morocco-protests-corruption-youth-photo-gallery-e746047fc9a811d2ea1a92f2030fc336\" target=\"_blank\" rel=\"noopener\">the latest to be rocked<\/a> by \u201cGen Z\u201d protests against corruption, lack of opportunity and business as usual. <\/p>\n<p>Similar movements have risen in countries such as <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/madagascar-deadly-unrest-22-killed-un-6d7fdc429b089938b97ea044a65b4466\" target=\"_blank\" rel=\"noopener\">Madagascar<\/a>, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/kenya-protests-ruto-youth-police-brutality-gen-z-16020493dad2ba95008d4c33cb48b04e\" target=\"_blank\" rel=\"noopener\">Kenya<\/a>, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/video\/clashes-erupt-outside-peruvian-congress-as-anti-government-protests-by-youth-groups-continue-d6f3197ea8ca4bc7be27eb8c21c087d0\" target=\"_blank\" rel=\"noopener\">Peru<\/a>, and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nepal-genz-protest-social-media-ban-9dc6ecd2c089141cc8c36af5949cfc09\" target=\"_blank\" rel=\"noopener\">Nepal<\/a>. They differ in origin but share in common a refusal to go through institutions like political parties or unions to be heard. <\/p>\n<p>In Morocco, anger has boiled over <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-protests-youth-corruption-912ca1a9dbc42e6d3d2f8a1067eb12f9\" target=\"_blank\" rel=\"noopener\">contrasts between<\/a> government spending on stadiums in the lead-up to the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/2030-world-cup-spain-portugal-south-america-3f400c036694c048b277f0b49796fc4c\" target=\"_blank\" rel=\"noopener\">2030 FIFA World Cup<\/a> and a subpar health system that lags behind countries with similarly sized economies.<\/p>\n<p>Here\u2019s what to know:<\/p>\n<p>Meet the protesters<\/p>\n<p>A leaderless collective called Gen Z 212 \u2014 named after Morocco\u2019s dialing code \u2014 is <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-protests-corruption-8b41a38db7c598e2e1a5b10e86a4d9d3\" target=\"_blank\" rel=\"noopener\">the engine behind the protests<\/a>. Members debate strategy on Discord, a chat app popular with gamers and teens. The core group has about 180,000 members, but spinoffs have also sprouted, organizing demonstrations in towns independently.<\/p>\n<p>Like other nations swept by Gen Z protests, Morocco is experiencing a youth bulge, with more than half of the population under 35. Yet as the country pours billions into infrastructure and tourism, unemployment for Moroccans ages 15-24 has climbed to 36%. And with opportunity lacking, more than half of Moroccans under 35 say they have considered emigrating, according to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.afrobarometer.org\/wp-content\/uploads\/2025\/06\/AD1004-Youth-like-Moroccos-direction-even-as-jobs-remain-scarce-and-interest-in-emigration-grows-Afrobarometer-20june25.pdf\" target=\"_blank\" rel=\"noopener\">a June survey from Afrobarometer<\/a>.<\/p>\n<p>When midweek demonstrations turned violent, officials said most participants were minors and rights groups say many detained were under 18.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"image-bd0000\"\/><\/p>\n<p><img decoding=\"async\" class=\"Image\" alt=\"People protest against corruption and calling for healthcare and education reform, in Casablanca, Morocco, Thursday, Oct. 2, 2025. (AP Photo)<\/p>\n<p>Read More<\/p>\n<p>What they are protesting<\/p>\n<p>Morocco is Africa\u2019s most visited country, appealing to tourists from around the world with its medieval palaces, bustling markets, and sweeping mountain and desert landscapes. But not far from tourist routes, the daily reality for most of Morocco\u2019s 37 million people includes soaring costs of living and stagnating wages.<\/p>\n<p>The North African Kingdom has made significant strides in lifting standards of living, but development has been uneven and critics say it has even exacerbated inequities. <\/p>\n<p>Morocco boasts Africa\u2019s only high-speed rail line and is constructing seven new stadiums and renovating seven others in preparation for the 2030 FIFA World Cup. It plans to spend <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/mipa.institute\/?p=11530&amp;lang=en\" target=\"_blank\" rel=\"noopener\">more than $5 billion<\/a> on infrastructure for the event, some from the private sector. Yet with a monthly minimum wage of around $300, many languish in poverty in areas where roads are unpaved, hospitals lack doctors and classrooms are underfunded and overcrowded.<\/p>\n<p>Morocco has only 7.7 medical professionals per 10,000 inhabitants and far fewer in parts of the south and east where protests have become most heated. The public health system provides more than 80% of care, but accounts for only 40% of spending, with the rest coming from private or out-of-pocket costs.<\/p>\n<p>Before Gen Z 212, localized <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-earthquake-amizmiz-protests-emergency-aid-6f268a35fdf3efd00e0070dec1fcb0e7\" target=\"_blank\" rel=\"noopener\">protests<\/a> against <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-said-ait-mahdi-earthquake-protest-haouz-1e4664e71a49afa73b4a25d29fc1072a\" target=\"_blank\" rel=\"noopener\">regional inequities and government priorities<\/a> erupted, including in <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-earthquake-destruction-mosque-islam-56a224ce9a7a49c8c45fa9037a99bcf9\" target=\"_blank\" rel=\"noopener\">Al Haouz<\/a>, where many remain in tents more than two years after <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-earthquake-anniversary-reconstruction-one-year-later-265968278605054ed80926438eb539ab\" target=\"_blank\" rel=\"noopener\">a deadly 2023 earthquake<\/a>. Anger boiled over in September after eight women died giving birth in a public hospital in the coastal city of Agadir. (AP Photo\/Mosa\u2019ab Elshamy)<\/p>\n<p>Read More<\/p>\n<p>Protesters, angry over corruption, have likened the government to a mafia and targeted <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-protests-corruption-8b41a38db7c598e2e1a5b10e86a4d9d3\" target=\"_blank\" rel=\"noopener\">Prime Minister Aziz Akhannouch<\/a> and Health Minister Amine Tahraoui, his former business associate. Akhannouch, one of Morocco\u2019s richest men, controls most of the country\u2019s gas stations, and one of his companies recently won controversial government contracts for new desalination projects.<\/p>\n<p>Morocco\u2019s business interests, including the royal family\u2019s investment fund Al Mada, have also projected substantial profits from World Cup-related developments, including new stadiums, train lines and hotels, according to the magazine <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.jeuneafrique.com\/1724293\/economie-entreprises\/du-ciment-aux-hotels-le-holding-royal-al-mada-au-coeur-du-dispositif-coupe-du-monde\/\" target=\"_blank\" rel=\"noopener\">Jeune Afrique.<\/a><\/p>\n<p>Gen Z\u2019s key chants<\/p>\n<p>\u201cStadiums are here, but where are the hospitals?\u201d A jab at Morocco\u2019s spending on spectacle projects for the World Cup and what many see as the government\u2019s blindness to everyday hardship.<\/p>\n<p>\u201cFreedom, dignity and social justice\u201d is a slogan carried over from past movements denouncing limited political freedoms and economic exclusion, without offering specific demands for reform.<\/p>\n<p>The protesters\u2019 demands<\/p>\n<p>After officials called on Gen Z 212 to clarify its demands, the group on Thursday published a letter addressed to King Mohammed VI, asking him to dismiss the government and corrupt political parties, release detainees and convene a government forum to hold officials accountable.<\/p>\n<p>The series of political demands diverged from the nebulous calls for dignity and social justice, reflecting a broad sentiment of how Morocco has not made serious strides to overcome what King Mohamed VI <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.mapnews.ma\/en\/discours-messages-sm-le-roi\/full-text-royal-speech-occasion-throne-day\" target=\"_blank\" rel=\"noopener\">described as the \u201cparadoxes\u201d<\/a> of living conditions during the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/general-news-international-news-784a9124ae4b4e8d8badda37e6ccfe45\" target=\"_blank\" rel=\"noopener\">2017 mass demonstrations<\/a>. At the time, he acknowledged development had not adequately trickled down to benefit all and promised progress was underway.<\/p>\n<p>Though the king is the country\u2019s highest authority, Gez Z protesters directed their ire at government officials and called on him to oversee reforms. Police in a small town outside of Agadir fired on demonstrators they claimed were storming one of their posts on Wednesday, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-protests-4dea4a759588d401b78b08952973ce06\" target=\"_blank\" rel=\"noopener\">killing three<\/a>, and a police van rammed into protesters in the eastern city of Oujda, injuring one, the night before.
