Moore with AI now has a PAC"},"content":{"rendered":"<p data-testid=\"text-container\">For months, an anonymous set of social media accounts has been relentlessly blasting Maryland Gov. Wes Moore, frustrating Democratic leaders and clearly getting under their skin.<\/p>\n<p data-testid=\"text-container\">Dubbed \u201cNo Moore,\u201d the accounts have evolved into an official political organization, soliciting donations and recently registering with federal elections officials. But campaign finance laws allow the organizers of No Moore to stay anonymous as they zing the governor with aggressive criticism and artificial intelligence-generated images.<\/p>\n<p data-testid=\"text-container\">\u201cWhat we\u2019re seeing from No Moore is what people hate about politics,\u201d Moore told The Baltimore Banner. \u201cIt\u2019s this dark money, shadowy, racist platform that doesn\u2019t disclose who their people are, that doesn\u2019t disclose who\u2019s giving them money.\u201d<\/p>\n<p data-testid=\"text-container\">The No Moore accounts appeared early in 2025, skewering Moore, a Democrat and the <a href=\"https:\/\/www.thebanner.com\/politics-power\/state-government\/maryland-black-political-power-voters-PKWN6CSNXJFWDN7XPJBPP2DXAE\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.thebanner.com\/politics-power\/state-government\/maryland-black-political-power-voters-PKWN6CSNXJFWDN7XPJBPP2DXAE\/\">nation\u2019s only Black governor<\/a>, who is seeking <a href=\"https:\/\/www.thebanner.com\/politics-power\/state-government\/wes-moore-campaign-launch-maryland-SMEOOT2ERVBPVP56EEGH3QYQMU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.thebanner.com\/politics-power\/state-government\/wes-moore-campaign-launch-maryland-SMEOOT2ERVBPVP56EEGH3QYQMU\/\">reelection in 2026<\/a>.<\/p>\n<p data-testid=\"text-container\">The accounts have repeatedly posted images and videos of <a href=\"https:\/\/x.com\/NoMooreMD\/status\/1958981451803721850\" target=\"_self\" rel=\"nofollow\" title=\"https:\/\/x.com\/NoMooreMD\/status\/1958981451803721850\">Moore dressed as a clown<\/a>, saying things like: \u201cWhat\u2019s in your wallet? Nothing after I\u2019m done!\u201d \u2014 images that have all the hallmarks of content created with artificial intelligence.<\/p>\n<p data-testid=\"text-container\">The accounts have posed additional faked images and videos of Moore coloring with a crayon and mispronouncing \u201cWicomico,\u201d taking a tumble while skiing, laughing while cash rains down around him, dressed as a cheerleader and <a href=\"https:\/\/x.com\/NoMooreMD\/status\/1901598926244847867\" target=\"_self\" rel=\"nofollow\" title=\"https:\/\/x.com\/NoMooreMD\/status\/1901598926244847867\">depicted as a leprechaun<\/a> declaring, \u201cI\u2019ll take your pot of gold,\u201d among others.<\/p>\n<p data-testid=\"text-container\">It all amounts to racism, according to the governor and his backers. <\/p>\n<p data-testid=\"text-container\">The Democratic Governors Association, for example, has called No Moore \u201cshady\u201d for \u201csinking to new lows\u201d as they go after Moore.<\/p>\n<p data-testid=\"text-container\">Moore uses words like \u201cracist\u201d and \u201cwhite supremacist\u201d to describe the campaign against him.<\/p>\n<p data-testid=\"text-container\">The fact that No Moore hasn\u2019t registered as a campaign entity in Maryland is concerning to Joanne Antoine, director of the good-government group Common Cause Maryland.<\/p>\n<p data-testid=\"text-container\">A Marylander seeking more information about No Moore after seeing the posts might end up at the state campaign finance website \u2014 and there is nothing there for them to find, even though No Moore\u2019s messaging is focused on a declared candidate for governor, she said.<\/p>\n<p data-testid=\"text-container\">\u201cThe PAC\u2019s name is even confusing, having the governor\u2019s name in there,\u201d Antoine said. \u201c\u2019No\u2019 makes it clear it\u2019s against him. Maryland Democrats allege the anonymous accounts violate campaign finance laws. <\/p>\n<p data-testid=\"text-container\">The Maryland Democratic Party <a href=\"https:\/\/www.thebanner.com\/politics-power\/state-government\/maryland-democrats-no-moore-TYQP23LPLNGDHE7ETLSBVIDR7I\/\" rel=\"nofollow noopener\" target=\"_blank\">filed a complaint<\/a> about No Moore with the Maryland State Board of Elections in March, alleging that the social media posts amount to political campaign activity that falls under state laws \u2014 including a requirement that they be attributed to a registered political committee. <\/p>\n<p data-testid=\"text-container\">The Democratic Party\u2019s complaint was forwarded to the Office of the State Prosecutor, said Allen Norfleet, the state election board\u2019s director of candidacy and campaign finance.<\/p>\n<p data-testid=\"text-container\">Norfleet said he\u2019s been in contact with No Moore and advised them of the parameters of state election law.<\/p>\n<p data-testid=\"text-container\">State Prosecutor Charlton T. Howard III declined to comment, citing his office\u2019s policy not to discuss the existence or status of any investigations.<\/p>\n<p data-testid=\"text-container\">No Moore <a href=\"https:\/\/www.fec.gov\/data\/committee\/C00917757\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.fec.gov\/data\/committee\/C00917757\/\">registered as a political action committee<\/a> with the Federal Elections Commission last month, but not with the Maryland State Board of Elections.<\/p>\n<p data-testid=\"text-container\">The person or people behind No Moore remain publicly unknown, declining requests from The Baltimore Banner for anything but an anonymous interview.<\/p>\n<p data-testid=\"text-container\">In an email exchange with The Banner, someone using No Moore\u2019s account wrote that the group registered as a federal entity, and not as a state entity, because \u201cit\u2019s clear from <a href=\"https:\/\/www.thebanner.com\/politics-power\/state-government\/wes-moore-president-2028-AJN3MM7OK5A53DXQRPCOG6PXSU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.thebanner.com\/politics-power\/state-government\/wes-moore-president-2028-AJN3MM7OK5A53DXQRPCOG6PXSU\/\">Wes Moore\u2019s travel schedule<\/a> that he\u2019s more focused on running for President of the United States than on governing Maryland.\u201d<\/p>\n<p data-testid=\"text-container\">The Maryland Democratic Party has also attempted to tie No Moore to former Republican Gov. Larry Hogan. Though Hogan occasionally posts on social media, he has generally not granted interviews in recent months and has not made any statements about No Moore.<\/p>\n<p data-testid=\"text-container\">On paper, No Moore exists now as a hybrid political action committee regulated by the Federal Election Commission. <\/p>\n<p data-testid=\"text-container\">But even registering as a federal committee didn\u2019t reveal who is behind the effort: The committee registered under the name of a compliance consultant in Virginia. The consulting firm did not respond to email messages seeking comment.<\/p>\n<p data-testid=\"text-container\">As a hybrid political action committee, No Moore can act as both a traditional PAC that can raise and give limited amounts of money to candidates and as a super PAC that acts independently to influence elections with no financial limits. Hybrid PACs must set up two separate bank accounts for the different streams of activities, and both pieces of the PAC must report donors.<\/p>\n<p data-testid=\"text-container\">Eric Petry, a campaign finance expert and lawyer with the Brennan Center for Justice at New York University, said No Moore will eventually be required to file campaign finance reports, but the fact that they could register anonymously is one of many flaws in campaign finance law.<\/p>\n<p data-testid=\"text-container\">\u201cThat\u2019s unfortunately how federal reporting requirements are. &#8230; There is not a requirement that there be more information,\u201d Petry said.<\/p>\n<p data-testid=\"text-container\">Even when groups like No Moore report their donors, sometimes it\u2019s difficult to tell who is behind the groups writing checks to the PAC, Petry said. And though the super PAC portion of hybrid groups like No Moore aren\u2019t legally allowed to coordinate with candidates, that\u2019s not how it works in reality, he said.<\/p>\n<p data-testid=\"text-container\">\u201cThere are very easy ways for these groups to <a href=\"https:\/\/www.thebanner.com\/politics-power\/national-politics\/influential-pro-israel-group-enters-maryland-congressional-race-4P4OAKWKCNBPFLYF25PCWZHTP4\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.thebanner.com\/politics-power\/national-politics\/influential-pro-israel-group-enters-maryland-congressional-race-4P4OAKWKCNBPFLYF25PCWZHTP4\/\">get around the technical, legal independence requirements<\/a> that they don\u2019t have teeth any more,\u201d he said.<\/p>\n<p data-testid=\"text-container\">Despite clearly targeting Moore and advocating against \u201c<a href=\"https:\/\/x.com\/NoMooreMD\/status\/1965386001544814808\" target=\"_self\" rel=\"nofollow\" title=\"https:\/\/x.com\/NoMooreMD\/status\/1965386001544814808\">four more years<\/a>\u201d of his leadership, the person \u2014 or people \u2014 behind No Moore say they\u2019re not for or against any candidate in Maryland\u2019s 2026 election.<\/p>\n<p data-testid=\"text-container\">That\u2019s why they haven\u2019t registered as a state entity, they say.<\/p>\n<p data-testid=\"text-container\">\u201cIf we ever decide to engage in an election and reach the required thresholds,\u201d the No Moore email account wrote, \u201cwe will fully comply with Maryland election laws.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"For months, an anonymous set of social media accounts has been relentlessly blasting Maryland Gov.
