{"id":282107,"date":"2025-10-06T16:55:14","date_gmt":"2025-10-06T16:55:14","guid":{"rendered":"https:\/\/www.europesays.com\/us\/282107\/"},"modified":"2025-10-06T16:55:14","modified_gmt":"2025-10-06T16:55:14","slug":"what-to-know-about-bexar-countys-nov-4-election","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/282107\/","title":{"rendered":"What to know about Bexar County&#8217;s Nov. 4 election"},"content":{"rendered":"<p><img loading=\"lazy\" data-perfmatters-preload=\"\" data-recalc-dims=\"1\" decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/Voter-Guide-Page-1.png\" alt=\"\" class=\"wp-image-5417212\"  \/><\/p>\n<p>Bexar County voters are barreling toward an unusually significant off-year election. <\/p>\n<p>While you won\u2019t see many names on the ballot, this Nov. 4 election offers voters their first \u2014 and perhaps only \u2014 opportunity to weigh in on a <a href=\"https:\/\/sanantonioreport.org\/what-is-prop-a-prop-b-bexar-county-venue-tax-election-ballot-language-explainer\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$1.3 billion NBA arena<\/a> and Eastside revitalization that were long negotiated behind closed doors. <\/p>\n<p>Other big taxing and spending considerations on the ballot include whether to <a href=\"https:\/\/sanantonioreport.org\/texas-gave-public-education-8-2-billion-why-4-san-antonio-school-districts-are-asking-voters-for-more-money\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">raise taxes for cash-strapped school districts<\/a>, and whether to <a href=\"https:\/\/www.texastribune.org\/2025\/09\/22\/texas-statewide-propositions-november-ballot-election\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">enshrine tax cuts<\/a> into the Texas constitution.<\/p>\n<p id=\"how-to-vote\">This is the San Antonio Report\u2019s comprehensive Voter Guide, with everything you need to navigate a very money-centric election.<\/p>\n<p>Voter Guide: Nov. 4 election<\/p>\n<p>Bexar County\u2019s $503M venue tax election<\/p>\n<p>The county is asking voters to approve venue tax dollars for its contribution to the new Spurs arena, known as Prop. B, and to create a year-round stock show and rodeo district in the team\u2019s old home, known as Prop. A. <\/p>\n<p>The money comes from taxes on hotels and rental cars, which would repay bonds issued to build the arena over the next 30 years. <\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"1000\" height=\"750\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/Hemisfair_Tower-of-Americas-Image-09.jpg\" alt=\"\" class=\"wp-image-5413678\" style=\"width:296px;height:auto\"  \/>Credit: Cooper Mock for the San Antonio Report<\/p>\n<p id=\"prop-b\">Big-picture, local leaders hope both the arena and rodeo grounds are just the starting point for much larger redevelopment projects.<\/p>\n<p>The City of San Antonio expects the new Spurs arena to anchor a new sports and entertainment district near Hemisfair, <a href=\"https:\/\/sanantonioreport.org\/downtown-san-antonio-entertainment-district-unveiled-with-new-spurs-arena\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">known as Project Marve<\/a>l, which would include housing and mixed-use development.<\/p>\n<p>Proposition B<\/p>\n<p><a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/10\/prop-b-language.png\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">On Prop. B<\/a>, voters are only saying yes or no to the county\u2019s portion, or about a quarter of the funding for the arena \u2014 which also leans on money from the city and the team\u2019s owners.<\/p>\n<p id=\"prop-a\">But the city doesn\u2019t need permission to spend its $489 million arena contribution, so the success of Prop. B will be one of the only barometers of the public\u2019s support. If it fails, the team, city and county will have to decide whether they still want to pursue the new arena.<\/p>\n<p>Proposition A<\/p>\n<p>Meanwhile, <a href=\"https:\/\/sanantonioreport.org\/bexar-county-leaders-spurs-entertainment-district-will-help-fund-east-side-redevelopment\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Bexar County leaders hope<\/a> that Prop. A\u2019s transformations to the Frost Bank Center and Freeman Coliseum will create year-round Eastside visitors, helping draw new development like restaurants and a hotel to revitalize an industrial part of downtown.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"896\" height=\"584\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/Screenshot-2025-09-12-at-1.04.46-PM.png\" alt=\"\" class=\"wp-image-5415465\" style=\"width:400px;height:auto\"  \/><\/p>\n<p><a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/10\/prop-A-language.png\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Prop. A<\/a> only funds the first piece, <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/bexar-county-plans-for-east-side-venues-may-27.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">shown in these renderings<\/a>, but more hints about the bigger vision <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/BCCA_RFQ_06-24-2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">can be found here<\/a>.<\/p>\n<p>School funding measures on Nov. 4 ballot<\/p>\n<p>Texas lawmakers approved $8.2 billion for public education this year, but schools are required to use most of those funds on teacher raises, and local superintendents <a href=\"https:\/\/sanantonioreport.org\/texas-gave-public-education-8-2-billion-why-4-san-antonio-school-districts-are-asking-voters-for-more-money\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">say it wasn\u2019t nearly enough<\/a> to make up for flattening revenue sources and money they were promised but didn\u2019t receive from the state the previous session. <\/p>\n<p id=\"small-town-mayors\">Judson, East Central and Schertz-Cibolo ISDs are all asking voters to approve tax rate increases. Meanwhile, North East ISD is pursuing its first bond election in a decade.<\/p>\n<p>Here\u2019s what each district is asking for and how the money would be used. <\/p>\n<p>Three small-town mayors face challengers<\/p>\n<p>A handful of smaller municipalities elect their mayor and council members in off-year November elections.<\/p>\n<p id=\"Texas-constitutional-amendments\">On the Nov. 4 ballot, Converse Mayor Al Suarez faces three opponents, Schertz Mayor Ralph Gutierrez drew a challenge from a local fire chief, and Windcrest Mayor Dan Reese has two opponents. <\/p>\n<p>All three cities have council positions on the ballot as well, and Schertz is voting on <a href=\"https:\/\/schertz.com\/CivicAlerts.aspx?AID=1152\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a proposal involving annexation<\/a> of land near Randolph Air Force Base.<\/p>\n<p>17 Texas constitutional amendments<\/p>\n<p>Texas lawmakers have been using budget surpluses to approve big property tax relief in recent years. Now that the budget is getting tighter, they want to enshrine those cuts in the state constitution, making them much harder to undo.<\/p>\n<p>Many of the <a href=\"https:\/\/www.sos.state.tx.us\/elections\/forms\/november-2025-ballot-language-17.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">proposed constitutional amendments<\/a> involve tax cuts for homeowners, veterans, people who are disabled, and people who earned money from investments or inheritance. <\/p>\n<p>Others make political statements, like elevating parents\u2019 rights.
