Under the plan, a young person who has been out of work for 18 months would be offered a temporary job, apprenticeship or college place. <\/p>\n<p>The UK has just under a million young people who are not in employment, education or training <a href=\"https:\/\/theconversation.com\/topics\/neet-9185\" rel=\"nofollow noopener\" target=\"_blank\">(Neet)<\/a> \u2013 thought to be <a href=\"https:\/\/feweek.co.uk\/chancellor-to-guarantee-job-or-training-place-to-young-neets\/\" rel=\"nofollow noopener\" target=\"_blank\">around 13%<\/a> of the country\u2019s 16- to 24-year-olds.<\/p>\n<p>Under <a href=\"https:\/\/www.gov.uk\/government\/news\/new-youth-guarantee-for-eligible-young-people-and-funding-for-libraries-in-all-primary-schools#:%7E:text=The%20Youth%20Guarantee%20will%20include,be%20provided%20guaranteed%20paid%20work.\" rel=\"nofollow noopener\" target=\"_blank\">Reeves\u2019 plans<\/a>, those who refuse the offer could face benefit sanctions. The scheme is being positioned as a way to boost growth while keeping to Labour\u2019s fiscal rules ahead of November\u2019s budget.<\/p>\n<p>The idea has some logic. Long-term youth unemployment has consequences that reach far beyond the individual. <a href=\"https:\/\/www.oecd.org\/content\/dam\/oecd\/en\/publications\/reports\/2020\/12\/the-career-effects-of-labour-market-conditions-at-entry_bbed36cd\/29c11c75-en.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Research<\/a> from the Organisation for Economic Co-operation and Development (OECD) and the <a href=\"https:\/\/ifs.org.uk\/sites\/default\/files\/output_url_files\/The-curse-of-graduating-during-a-recession.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Institute for Fiscal Studies<\/a> shows that young people who are out of work for extended periods often face lower earnings for decades afterwards, as well as poorer health and social outcomes. <\/p>\n<p>Economists sometimes describe this as <a href=\"https:\/\/www.sole-jole.org\/assets\/docs\/13267.pdf\" rel=\"nofollow noopener\" target=\"_blank\">\u201cscarring\u201d<\/a> \u2013 that is, lasting negative economic effects. By contrast, job losses that come mid-career tend to have less lasting economic impact because these workers have more experience or skills that they can use to get their next job. <\/p>\n<p>So the argument that tackling youth unemployment offers particularly high returns is, in theory, credible.<\/p>\n<p>Long-term future<\/p>\n<p>The difficulty is whether the guarantee, as outlined by Reeves, can deliver anything more than temporary relief. It is not yet clear where the promised jobs will come from. <\/p>\n<p>If the government pays firms to create placements, they will have been specially created for the scheme, rather than representing real gaps that the firms need to fill to grow their business. When the government subsidy ends, the firms may have no reason to keep the young person on. And a short placement may not provide enough skills development to allow the young person to get a job elsewhere.<\/p>\n<p>What\u2019s more, the government is not proposing to pay the full cost of these placements. If the onus falls on businesses to absorb additional young workers in newly created roles at their own expense, the effect may be negligible. This is because Labour\u2019s wider programme \u2013 from higher <a href=\"https:\/\/theconversation.com\/most-businesses-wont-pay-more-national-insurance-but-the-uks-small-employers-still-need-support-243170\" rel=\"nofollow noopener\" target=\"_blank\">employer national insurance<\/a> contributions to <a href=\"https:\/\/theconversation.com\/after-angela-rayners-exit-from-government-whats-the-future-for-employment-rights-in-the-uk-265141\" rel=\"nofollow noopener\" target=\"_blank\">new employment rights<\/a> \u2013 already imposes extra costs on employers.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/694348\/original\/file-20251003-66-f84u6w.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"uk chancellor rachel reeves at the lectern at the labour party conference\" class=\"lazyload\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/file-20251003-66-f84u6w.jpg\"  \/><\/a><\/p>\n<p>              Reeves outlined the plans in her speech to the Labour conference.<br \/>\n              <a class=\"source\" href=\"https:\/\/epaimages.com\/search.pp?flush=1&amp;multikeyword=rachel%20reeves&amp;startdate=29-09-2025&amp;enddate=03-10-2025&amp;autocomplete_City=&amp;metadatafield5=&amp;autocomplete_Country=&amp;metadatafield44=&amp;autocomplete_Person=&amp;metadatafield39=\" rel=\"nofollow noopener\" target=\"_blank\">EPA\/ADAM VAUGHAN<\/a><\/p>\n<p>That tension points to a broader issue in Reeves\u2019 strategy. She has pledged not to increase <a href=\"https:\/\/theconversation.com\/whats-the-secret-to-fixing-the-uks-public-finances-heres-what-our-panel-of-experts-would-do-263164\" rel=\"nofollow noopener\" target=\"_blank\">headline tax rates<\/a>. Instead she is seeking to expand the overall tax base by growing employment and productivity. <\/p>\n<p>Yet that kind of growth usually requires sustained public investment in skills, infrastructure and industrial policy. A scheme that subsidises wages for 12 months may help individuals back into work, but it is unlikely to shift the productivity dial or generate lasting fiscal dividends without a wide programme of investment.<\/p>\n<p>For Reeves, the challenge is that the guarantee must be large enough to create real career pathways and business growth.
