House Speaker Mike Johnson said \u201cthere\u2019s nothing for us to negotiate\u201d while House Democratic leader Hakeem Jeffries declared the \u201ctime is now\u201d to work out a deal on health care.<\/p>\n<p>Johnson, R-La., told reporters on Monday that they could stop asking why he wasn\u2019t negotiating an end to the impasse and that it was up to a handful of Democrats to \u201cstop the madness\u201d and pass a stopgap spending bill that had earlier passed the House.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"ap-audio-speaker-johnson-says-its-up-to-democrats-to-stop-the-madness-on-government-shutdowns-sixth-day\"\/><\/p>\n<p>\n                    AP AUDIO: Speaker Johnson says it\u2019s up to Democrats to \u2018stop the madness\u2019 on government shutdown\u2019s sixth day\n                <\/p>\n<p class=\"AudioEnhancement-description\">AP Washington correspondent Sagar Meghani reports on day six of the federal government shutdown.<\/p>\n<p>\u201cWe did the job to keep the government open, and now it\u2019s on the Senate Democrats,\u201d Johnson said.<\/p>\n<p>The House is not expected to be in session this week, focusing attention on the Senate to take the lead on any deal in the Republican-led Congress. Yet even with House lawmakers away, the Republican and Democratic leaders have been holding almost daily briefings as they frame their arguments and seek to shift blame for the shutdown.<\/p>\n<p>Democrats are insisting on renewing subsidies to cover <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/shutdown-tax-credits-health-insurance-trump-poll-obamacare-dab7b10bf13dec33a884df5f9fe343f6\" target=\"_blank\" rel=\"noopener\">health insurance costs<\/a> for millions of households, while President Donald Trump wants to preserve existing spending levels for now as he believes that Democrats will have to fold because of the jobs and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-clean-energy-hydrogen-hub-newsom-0223cb4469508bcea4f689c18c9ab65d\" target=\"_blank\" rel=\"noopener\">federal infrastructure and energy projects<\/a> being put at risk.<\/p>\n<p>Jeffries said in an NBC \u201cThe Today Show\u201d interview Monday that notices have already started to go out to Americans enrolled in health insurance exchanges established through the Affordable Care Act, with those notices showing dramatic increases in premiums next year.<\/p>\n<p>\u201cThat\u2019s what people are facing right now, which is why we need to address it,\u201d Jeffries said.<\/p>\n<p>Turmoil for the economy<\/p>\n<p>The stalemate comes at a moment of troubling economic uncertainty. While <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/government-shutdown-economy-impact-workers-5635da22356dd57949ffcd19e6863c28\" target=\"_blank\" rel=\"noopener\">the U.S. economy<\/a> has continued to grow this year, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/jobs-economy-shutdown-trump-77afb7e7a6ef75c564f81cd611664271\" target=\"_blank\" rel=\"noopener\">hiring has slowed<\/a> and inflation remains elevated as the Republican president\u2019s <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-taxes-furniture-imports-trucks-cabinets-30e0ca1409747e92f374b436e9fef64d\" target=\"_blank\" rel=\"noopener\">import taxes<\/a> have created a series of disruptions for businesses and hurt confidence in his leadership. At the same time, there is a recognition that the nearly <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/cbo-deficits-tax-cuts-trumps-big-beautiful-bill-64d7de49aef62ba07b7f6f45c1ca73d1\" target=\"_blank\" rel=\"noopener\">$2 trillion annual budget deficit<\/a> is financially unsustainable.<\/p>\n<p>The Trump administration sees the shutdown as an opening to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/government-shutdown-chicago-infrastructure-funding-9ef6c7829fc85553bf8d3dbaa759611e\" target=\"_blank\" rel=\"noopener\">wield greater power over the budget<\/a>, with multiple officials saying they will save money as workers are furloughed by imposing permanent job cuts on thousands of government workers, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/government-shutdown-elections-republicans-democrats-campaign-ads-a264af20a7e626e7fe2861d2cbf413b5\" target=\"_blank\" rel=\"noopener\">a tactic that has never been used before<\/a>.<\/p>\n<p>Trump had seemingly suggested Sunday night that layoffs were already taking place, but White House press secretary Karoline Leavitt said Trump was talking about furloughs. Under a furlough, workers cannot report to work, but they will return to their job and get paid retroactively after the shutdown ends. She said layoffs were still planned if the shutdown continues.<\/p>\n<p>The talk of layoffs has escalated an already tense situation in which Washington lawmakers have struggled to find common ground and build mutual trust. Leaders in both parties are betting that <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/republicans-trump-vought-shutdown-congress-democrats-transportation-0dff71ebe4f115feb8649a045646cb5c\" target=\"_blank\" rel=\"noopener\">public sentiment<\/a> has swung their way, putting pressure on the other side to cave. <\/p>\n<p>Democrats say a promise is not enough<\/p>\n<p>Even though it would be Trump\u2019s choice to cut jobs, Republicans are putting the blame on the Democrats because of the shutdown.<\/p>\n<p>Democratic Sen. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-comey-justice-department-james-schiff-309c573c2d9d16839afabb3af56ef2f8\" target=\"_blank\" rel=\"noopener\">Adam Schiff<\/a> of California defended his party\u2019s stance on the shutdown, saying the possible increase in health care costs for millions of Americans would make insurance unaffordable. He called it a \u201ccrisis.\u201d<\/p>\n<p>But Schiff also noted that the Trump administration has <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/supreme-court-trump-foreign-aid-funding-freeze-cbf34e243ab5080a3eb8e4968effbf49\" target=\"_blank\" rel=\"noopener\">stopped congressionally approved spending<\/a>. That essentially undermines the value of Democrats trying to seek compromises on the budget since the administration could block the spending of money from any deal. The Trump administration sent Congress roughly $4.9 billion in what are called <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-foreign-aid-pocket-rescission-374c63e6b4004e819a657e33b76f502e\" target=\"_blank\" rel=\"noopener\">pocket rescissions<\/a> on foreign aid, a process that meant the money was withheld without time for Congress to weigh in before the previous fiscal year ended last month.<\/p>\n<p>\u201cWe need both to address the health care crisis, and we need some written assurance in the law \u2014 I won\u2019t take a promise \u2014 that they\u2019re not going to renege on any deal we make,\u201d Schiff said.<\/p>\n<p>But a deal appears a long way off.
