Kathy Hochul announced Monday. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">It\u2019s the third year the state has waived fees during application season to help remove financial barriers for families and boost college enrollment after a pandemic-era slump. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Nationally, spring 2025 data shows that undergraduate enrollment increased by 3.5% from the year before but remains below pre-pandemic levels, according to <a href=\"https:\/\/nscresearchcenter.org\/current-term-enrollment-estimates\/\" rel=\"nofollow noopener\" target=\"_blank\">National Student Clearinghouse<\/a>, which collects enrollment data. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\"><a href=\"https:\/\/hesc.ny.gov\/school-counselors\/college-application-month\/site-coordinators\/2025-nys-colleges-waiving-application\" rel=\"nofollow noopener\" target=\"_blank\">Twenty<\/a> <a href=\"https:\/\/hesc.ny.gov\/school-counselors\/college-application-month\/site-coordinators\/2025-nys-colleges-waiving-application\" rel=\"nofollow noopener\" target=\"_blank\">City University of New York campuses<\/a> will waive application fees from Oct. 27 to Nov. 21 for all New York City high school students. CUNY will waive application fees for students living outside of the city from Nov. 10 to 21. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWaiving application fees is a simple but powerful way to encourage all students to apply to college, especially those who face logistical or financial challenges,\u201d F\u00e9lix Matos Rodr\u00edguez, City University of New York chancellor, said in a statement. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">CUNY\u2019s enrollment fell <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2023\/3\/3\/23623841\/ny-cuny-application-fee-waiver-high-school-seniors\/\" rel=\"nofollow noopener\" target=\"_blank\">by roughly 10%<\/a> in fall 2022 compared to 2021. Statewide, undergraduate college enrollment was <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2023\/3\/3\/23623841\/ny-cuny-application-fee-waiver-high-school-seniors\/\" rel=\"nofollow noopener\" target=\"_blank\">down by 2% during that same time<\/a>, according to <a href=\"https:\/\/nscresearchcenter.org\/current-term-enrollment-estimates\/\" rel=\"nofollow noopener\" target=\"_blank\">Clearinghouse<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">But CUNY saw successful enrollment numbers for the 2024 fall application season after it waived application fees for all New York City public high school seniors during the spring of 2023. High school seniors also received <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2023\/11\/20\/cuny-application-spike\/\" rel=\"nofollow noopener\" target=\"_blank\">personalized acceptance letters<\/a> mentioning waived fees, an initiative led by CUNY and the city\u2019s Education Department.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Last year, CUNY\u2019s four-week fee-waived application period brought in<a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/11\/21\/cuny-chancellor-felix-matos-rodriguez-boasts-enrollment-growth\/\" rel=\"nofollow noopener\" target=\"_blank\"> 60,000 freshman applications<\/a>, Matos Rodr\u00edguez said at his November \u201cState of the University.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Students can also apply to up to five <a href=\"https:\/\/hesc.ny.gov\/school-counselors\/college-application-month\/site-coordinators\/2025-nys-colleges-waiving-application\" rel=\"nofollow noopener\" target=\"_blank\">State University of New York campuses<\/a> for free from Oct. 20 through Nov. 3. Other private New York City-based schools, including the Fashion Institute of Technology, Fordham University, and Pace University, will also waive application fees. (Some of the city\u2019s top private institutions, such as New York University and Columbia University, were not on the list.)<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Fees can discourage students from applying to colleges, Philip Oreopoulos, an economics professor at the University of Toronto, previously told <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2023\/11\/20\/cuny-application-spike\/\" rel=\"nofollow noopener\" target=\"_blank\">Chalkbeat<\/a>. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cEven a small fee, where you have to whip out your credit card or you have to get your parents to do that, can cause delays, can cause like, \u2018Oh, I\u2019m going to do this later,\u2019\u201d he said. \u201cAnd then it just never happens.\u201d <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Ananya Chetia is a reporting intern for Chalkbeat New York, covering NYC public schools.
