A New York City Sanitation worker who was nearing retirement was allegedly decapitated by his girlfriend\u2019s troubled teenage son inside a Staten Island home Monday, according to cops and sources. <\/p>\n
Police responded to a shocking 911 call of a man stabbed \u2014 and reportedly decapitated \u2014 inside a Cary Avenue home in West Brighton just after 4:20 p.m. and discovered the 45-year-old victim with multiple stab wounds to his head and neck, according to the NYPD.<\/p>\n

The victim \u2014 whose head was chopped off his body, according to sources \u2014 was pronounced dead at the scene, cops said.<\/p>\n
The 19-year-old son of the victim\u2019s girlfriend was arrested at the scene, but has not yet been charged, according to sources and friends. <\/p>\n
The butchered man was a DSNY worker who was forced to go on disability due to severe vision loss, a close friend told The Post outside the taped-off home.<\/p>\n
The teen \u2014 who has a long history of mental health issues \u2014 allegedly told his younger sister that he \u201cdid something bad\u201d when she came home from school, sources said.<\/p>\n
The sister then walked into the home through multiple blood trails and found the 45-year-old decapitated in the bathroom tub with a knife still in his neck, sources added. <\/p>\n
The incident was domestic in nature, and the family has a history of domestic incident reports, according to sources. <\/p>\n

Police officers were still swarming the one-story property on Monday night as a handful of neighbors gathered across the street.<\/p>\n
Longtime close friends of the victim, Louis Ortiz, 47, and\u00a0Donna Ortiz, 46, rushed to the home after seeing the news of the sanitation workers\u2019 killing on TV.<\/p>\n
\u201cIt\u2019s a crime scene. It\u2019s crazy.\u00a0I can\u2019t even believe I was looking at my friend\u2019s house on the TV screen. And I had to get up and run over here because I didn\u2019t want to believe that it was true until I saw it with my eyes,\u201d Louis told The Post.<\/p>\n
\u201cThis didn\u2019t deserve to happen to him. He was just about to retire and live his life as best as he could,\u201d Donna said of their slain friend.<\/p>\n
Louis had seen the victim, who has not been publicly identified, just days before to help him buy a truck for his girlfriend due to his increasing vision loss \u2014 which he said \u201cabsolutely\u201d made him a more vulnerable victim.<\/p>\n
\u201cThis is tough. I just lost a friend\u2026 He was easy-going, man. He was a good person. He did anything for anybody. He\u2019d take his shirt off his back and give it to you if you needed it.\u201d<\/p>\n

He also described the Staten Island man as \u201cthe nicest guy in the world\u201d and a \u201cgood person\u201d who loved fishing.<\/p>\n
The couple had been together nearly six years and \u201calways had their ups and downs with the kids,\u201d he added. <\/p>\n
Louis claimed the teenage person of interest was always \u201csweet as pie\u201d and frequently played video games with Donna\u2019s stepson despite having known mental health issues.<\/p>\n
\u201cThe boy was always going through stuff in school. Mental health issues. The city got to do more with mental health,\u201d he said. <\/p>\n
His wife Donna, a medical worker who used to work at a psych center, echoed the call-out on mental health issues and said the signs were there. <\/p>\n
\u201cHe\u2019d be alive right now if the city dealt with mental health,\u201d she said of their friend. <\/p>\n
Neighbor Mariano Castro, 36, told The Post he never noticed anything amiss between the victim and the girlfriend\u2019s son, noting he recently saw the two in their backyard mowing the lawn and grilling on the barbecue.<\/p>\n
\u201cI never saw them fighting each other, so that\u2019s completely crazy. That\u2019s all I can say,\u201d the shaken construction worker said.<\/p>\n
The incident remains under investigation.<\/p>\n
