{"id":283214,"date":"2025-10-07T04:36:25","date_gmt":"2025-10-07T04:36:25","guid":{"rendered":"https:\/\/www.europesays.com\/us\/283214\/"},"modified":"2025-10-07T04:36:25","modified_gmt":"2025-10-07T04:36:25","slug":"the-mtas-real-estate-play-to-fix-the-subway","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/283214\/","title":{"rendered":"The MTA&#8217;s Real Estate Play To Fix The Subway"},"content":{"rendered":"<p>Facing a multibillion-dollar budget gap, the <a class=\"tag tag-63557\" href=\"https:\/\/www.bisnow.com\/tags\/metropolitan-transportation-authority\" target=\"_blank\" data-tag-id=\"63557\" rel=\"noopener\">Metropolitan Transportation Authority<\/a> is seeking unconventional partners to save its century-old and rapidly aging subway system. Chief among them: well-capitalized developers splurging on new office and residential towers.<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      Grubb Properties&#8217; Lauren Cahill joins MTA officials and advocates for a ribbon-cutting ceremony at a new elevator to the Queensboro Plaza station April 10. It&#8217;s the first project under the Zoning for Accessibility initiative to open.\n    <\/p>\n<p dir=\"ltr\">The MTA expanded its Zoning for Accessibility program in 2021, offering floor area bonuses in exchange for much-needed subway entrance and circulation upgrades. Developers can now opt in to the program, which has been simplified and extended to high-density districts outside of Midtown.\u00a0<\/p>\n<p dir=\"ltr\">\u201cIf a developer comes in and makes an improvement, that is money saved that we could put elsewhere in another station or anywhere else in the system,\u201d said Munsun Park, the senior director of zoning and development for the\u00a0<a class=\"tag tag-92140\" href=\"https:\/\/www.bisnow.com\/tags\/mta\" target=\"_blank\" data-tag-id=\"92140\" rel=\"noopener\">MTA<\/a>\u2019s transit-oriented development group.\u00a0<\/p>\n<p>Transit easements still exist, under which upgrades are thrust upon those building within 50 feet of stations \u2014 a requirement that has previously held developers back from certain lots. Expanding ZFA is an attempt to reduce those easements and, as a result, has opened a greater, friendlier line of communication, both sides of the table said.<\/p>\n<p dir=\"ltr\">\u201cThe fact that now you are getting a benefit, aside from the improvement in the subway entrance, that&#8217;s something that will definitely be attractive to other developers,\u201d <a class=\"tag tag-42449\" href=\"https:\/\/www.bisnow.com\/tags\/grubb-properties\" target=\"_blank\" data-tag-id=\"42449\" rel=\"noopener\">Grubb Properties<\/a> Senior Vice President of Multifamily Development <a class=\"tag tag-66747\" href=\"https:\/\/www.bisnow.com\/tags\/lauren-cahill\" target=\"_blank\" data-tag-id=\"66747\" rel=\"noopener\">Lauren Cahill<\/a> said.<\/p>\n<p dir=\"ltr\">Eight projects are in the pipeline, and the TOD team is discussing additional opportunities with potential participants. The MTA says hundreds of lawyers, consultants, architects and engineers have tuned in to recent webinars on the project.<\/p>\n<p dir=\"ltr\">This type of education is necessary, as the program can add a plethora of additional costs and complexities\u00a0to the building process.<\/p>\n<p dir=\"ltr\">\u201cDoing any construction in New York is challenging, but subsurface subways, it&#8217;s not easy. We try to make it as streamlined as possible and, quite frankly, help [developers] in other ways,\u201d TOD team Senior Vice President Miriam Harris said. \u201cThey get a little more attention. We make sure that their process is being taken care of because this accessibility work, it&#8217;s our mission, it&#8217;s a requirement, and we could never do it fast enough.\u201d<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      A diagram of the zoning floor area bonus provided for transit improvements at the Queensboro Plaza stations\n    <\/p>\n<p dir=\"ltr\">After the pandemic-era plummet in subway ridership, the MTA received federal aid to cover deficits through 2024. Then,\u00a0<a href=\"https:\/\/www.mta.info\/budget\/MTA-operating-budget-basics\" target=\"_blank\" rel=\"noopener\">starting this year,<\/a>\u00a0the agency forecast a $3B recurring budget shortfall.<\/p>\n<p dir=\"ltr\">The MTA\u2019s budget took another hit Wednesday when the Trump administration announced it would\u00a0<a href=\"https:\/\/www.nytimes.com\/2025\/10\/01\/nyregion\/trump-nyc-subway-gateway-infrastructure-funding.html\" target=\"_blank\" rel=\"noopener\">withhold $18B<\/a>\u00a0in federal funds for two ongoing infrastructure projects: an expansion of the Second Avenue subway and\u00a0construction of new tunnels under the Hudson River for commuter rails.\u00a0<\/p>\n<p dir=\"ltr\">Although New York City has the most robust public transit system in the country, other cities like\u00a0<a href=\"https:\/\/www.nbcphiladelphia.com\/news\/transportation-and-transit\/philadelphia-septa-service-cuts-students-schools-pennsylvania\/4259137\/\" target=\"_blank\" rel=\"noopener\">Philadelphia<\/a>,\u00a0<a href=\"https:\/\/www.miamiherald.com\/news\/local\/community\/miami-dade\/article309737480.html\" target=\"_blank\" rel=\"noopener\">Miami<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.nytimes.com\/2025\/10\/03\/us\/trump-chicago-transit-funding.html\" target=\"_blank\" rel=\"noopener\">Chicago<\/a>\u00a0are also facing budget cuts, jeopardizing the future of their bus and rail systems.\u00a0<\/p>\n<p dir=\"ltr\" style=\"text-align: justify;\">The MTA has begun tackling the issue in other ways too. In January, the nation\u2019s first <a class=\"tag tag-188460\" href=\"https:\/\/www.bisnow.com\/tags\/congestion-pricing\" target=\"_blank\" data-tag-id=\"188460\" rel=\"noopener\">congestion pricing<\/a> program was introduced, placing a toll on drivers entering Manhattan south of 60th Street. Tolls are expected to collect\u00a0<a href=\"https:\/\/www.governor.ny.gov\/news\/six-months-governor-hochul-highlights-success-congestion-pricing-traffic-down-business-and\" target=\"_blank\" rel=\"noopener\">$500M this year<\/a>.\u00a0<\/p>\n<p dir=\"ltr\">That\u2019s just a drop in the bucket. Despite various capital plans implemented over the years, much of the subway\u2019s underlying infrastructure is deteriorating. The first underground subway line opened in 1904, charging riders a nickel per ride.<\/p>\n<p dir=\"ltr\">The network is reliant on signal systems installed in the 1930s, based upon technology from the 1890s. It causes an average of 285 delays per month. Railcars break down approximately 292 times per month. Aging substations can result in long-lasting power failures, delaying 34 trains per incident, <a href=\"https:\/\/rpa.org\/work\/reports\/how-mtas-2025-2029-capital-plan-will-benefit-all-new-yorkers\" target=\"_blank\" rel=\"noopener\">according to the\u00a0Regional Plan Association<\/a>.<\/p>\n<p dir=\"ltr\">When the MTA expanded the ZFA program, 140 of New York City\u2019s 493 subway stations were accessible,\u00a0<a href=\"https:\/\/www.mta.info\/agency\/construction-and-development\/tod\/improving-stations-with-zoning\" target=\"_blank\" rel=\"noopener\">the agency said<\/a>.\u00a0Today, that number is up to 153. The goal is to make 95% of stations accessible by 2055.<\/p>\n<p dir=\"ltr\">In its\u00a0<a href=\"https:\/\/www.mta.info\/agency\/construction-and-development\/2020-capital-program\" target=\"_blank\" rel=\"noopener\">2020-2024 capital plan<\/a>, the MTA committed\u00a0more than $5B to funding accessibility projects. With that funding, 46 stations were made accessible under the <a class=\"tag tag-113566\" href=\"https:\/\/www.bisnow.com\/tags\/americans-with-disabilities-act\" target=\"_blank\" data-tag-id=\"113566\" rel=\"noopener\">Americans with Disabilities Act<\/a>, and another 43 stations were under construction as of\u00a0June.<\/p>\n<p dir=\"ltr\">The agency\u2019s\u00a0<a href=\"https:\/\/future.mta.info\/capitalplan\/\" target=\"_blank\" rel=\"noopener\">2025-2029 capital plan<\/a>\u00a0budgeted another $7.1B for accessibility improvements for 60 more subway stops and six railroad stations.\u00a0<\/p>\n<p dir=\"ltr\">Hitting its accessibility goal\u00a0may\u00a0require getting more developers of all sizes on board.<\/p>\n<p dir=\"ltr\">Incentivizing Builders<\/p>\n<p dir=\"ltr\">In April, the MTA celebrated a\u00a0<a href=\"https:\/\/www.mta.info\/press-release\/mta-announces-new-elevator-north-side-of-queensboro-plaza-subway-station\" target=\"_blank\" rel=\"noopener\">new accessible entrance<\/a>\u00a0to the 7, N and W lines at Queensboro Plaza \u2014 at no cost to taxpayers.<\/p>\n<p dir=\"ltr\">The project, the first to open under the new ZFA, was financed and constructed by Grubb Properties. The firm will also maintain the entrance to the <a class=\"tag tag-34323\" href=\"https:\/\/www.bisnow.com\/tags\/long-island-city\" target=\"_blank\" data-tag-id=\"34323\" rel=\"noopener\">Long Island City<\/a> station.<\/p>\n<p dir=\"ltr\">ZFA allowed Grubb to add nearly 49K SF to its adjacent development, Link Apartments QPN at 25-01 Queens Plaza North. The 371K SF, 417-unit mixed-use building was <a href=\"https:\/\/newyorkyimby.com\/2025\/07\/link-apartments-qpn-completes-construction-at-25-01-queens-plaza-north-in-long-island-city-queens.html\" target=\"_blank\" rel=\"noopener\">completed\u00a0this summer<\/a>.<\/p>\n<p>\u201cThis is public-private partnership at its best,\u201d Cahill said. \u201cHopefully, other developers see the value. Transit is what makes the city run.\u201d<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      A rendering of a street elevator provided by Sedesco under Zoning for Accessibility\n    <\/p>\n<p dir=\"ltr\">Among the other projects in the works is the 57th Street station, where Sedesco is adding two elevators, set to open in the spring. The upgrades will make it the first accessible station in the 60-square-block area bounded by Central Park South, 49th Street, Eighth Avenue and Lexington Avenue, according to planning filings. The next closest accessible station on any line is seven stations away.\u00a0<\/p>\n<p dir=\"ltr\">In return, the developer requested a 20% bonus \u2014 the maximum possible under the program \u2014 for its residential project at 41 W. 57th St.<\/p>\n<p dir=\"ltr\">The Lenox Hill Hospital was approved for a ZFA bonus tied to the 77th Street station in July. Specifics on construction haven&#8217;t yet been determined, according to the MTA.\u00a0<\/p>\n<p dir=\"ltr\">ZFA is also becoming more common in public project filings.<\/p>\n<p dir=\"ltr\">For his proposed 154-unit mixed-use tower at 655 Madison Ave., <a class=\"tag tag-169\" href=\"https:\/\/www.bisnow.com\/tags\/gary-barnett\" target=\"_blank\" data-tag-id=\"169\" rel=\"noopener\">Gary Barnett<\/a> is\u00a0<a href=\"https:\/\/www.crainsnewyork.com\/real-estate\/extell-development-tries-massive-expansion-655-madison-project\" target=\"_blank\" rel=\"noopener\">offering upgrades<\/a>\u00a0to the Fifth Avenue-59th Street subway station, including building a new ADA-compliant entrance. If approved, he would construct a 765K SF, 74-story skyscraper. If not, a slimmer\u00a0600K SF, 84-story supertall would rise.\u00a0<\/p>\n<p dir=\"ltr\">Nearby, <a class=\"tag tag-101112\" href=\"https:\/\/www.bisnow.com\/tags\/lvmh\" target=\"_blank\" data-tag-id=\"101112\" rel=\"noopener\">LVMH<\/a> is seeking to <a href=\"https:\/\/www.crainsnewyork.com\/real-estate\/lvmh-submits-plans-build-25-story-plaza-district-manhattan-flagship?utm-content=article3-headline&amp;utm_source=Afternoon10&amp;utm_medium=email&amp;utm_campaign=20250911\" target=\"_blank\" rel=\"noopener\">add approximately\u00a025K SF<\/a>\u00a0to the development of its 25-story flagship. In exchange, the luxury goods company would improve the Lexington Avenue-59th Street subway station, including creating an ADA-compliant entrance.<\/p>\n<p dir=\"ltr\">\u201cThings typically have a better chance of working if you create incentives for all parties, and this is really incentive-driven,\u201d <a class=\"tag tag-522\" href=\"https:\/\/www.bisnow.com\/tags\/allen-matkins\" target=\"_blank\" data-tag-id=\"522\" rel=\"noopener\">Allen Matkins<\/a>\u00a0partner Marshall Brozost said. \u201cIt&#8217;s become more a part of the development vocabulary in the last few years.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Brozost added that the process has become more institutionalized and \u201crelatively user-friendly\u201d for applicants.<\/p>\n<p dir=\"ltr\">That\u2019s music to the MTA\u2019s ears. Since 2021, TOD has standardized the process and added more stations to the program. Additionally, developers seeking bonuses of less than 200K SF can now access ZFA without a special permit.<\/p>\n<p dir=\"ltr\">\u201cWe&#8217;re starting to demystify how we work here at the MTA, TOD in particular,\u201d Park said.<\/p>\n<p dir=\"ltr\">&#8216;Headache&#8217;<\/p>\n<p>Renovating the city\u2019s infrastructure, much of which runs underground, remains extremely complicated \u2014 and costly.\u00a0<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      The deal for new entrances to Grand Central from One Vanderbilt Ave. was completed before ZFA but serves as a blueprint from the program.\n    <\/p>\n<p>The increased\u00a0floor area ratio\u00a0under ZFA can create more revenue in the long run, along with an amenity for buildings with commuters. But the process of getting there adds to the hard costs of station renovations and the soft costs of MTA supervision and review, according to Rosenberg &amp; Estis counsel David Rosenberg.\u00a0<\/p>\n<p dir=\"ltr\">\u201cYou theoretically get a bigger building, but it&#8217;s a lot more headache in the calculation,\u201d Rosenberg said. \u201cIn my experience with developers, the thinking is, \u2018Well, is this the site that we want to build on, or do we just keep what we have, collect rent and move on?\u2019\u201d<\/p>\n<p dir=\"ltr\">The costs and complexities can lock smaller developers that aren&#8217;t as well capitalized or experienced out of the program.<\/p>\n<p dir=\"ltr\">\u201cThere are probably more resources now than [what the MTA] had before. So there&#8217;s a little bit more leniency on and care to what the developer wants,\u201d said Duane Burress, who specializes in land and air rights valuations. \u201cBut I know the overall consensus is: If you can afford it, then fine. If you can&#8217;t, then give me someone who can afford it.\u201d<\/p>\n<p dir=\"ltr\">For those who have been able to afford it, the program has been described as a \u201cwin-win.\u201d<\/p>\n<p>Despite being completed before the new ZFA, <a class=\"tag tag-45288\" href=\"https:\/\/www.bisnow.com\/tags\/one-vanderbilt\" target=\"_blank\" data-tag-id=\"45288\" rel=\"noopener\">One Vanderbilt<\/a> is referred to by the MTA and others as creating a blueprint for such partnerships.\u00a0<a href=\"https:\/\/www.bisnow.com\/tags\/sl-green\" target=\"_blank\" rel=\"noopener\">SL Green<\/a> committed\u00a0$220M\u00a0<a href=\"https:\/\/slgreen.com\/sl-green-celebrates-the-historic-opening-of-one-vanderbilt-avenue\/\" target=\"_blank\" rel=\"noopener\">to construct<\/a>\u00a0public open space, new subway entrances and a massive concourse below <a class=\"tag tag-41606\" href=\"https:\/\/www.bisnow.com\/tags\/grand-central-terminal\" target=\"_blank\" data-tag-id=\"41606\" rel=\"noopener\">Grand Central Terminal<\/a>. The developer also built a 4K SF public transit hall inside the tower, allowing office employees to enter the 1.7M SF building without ever having to step foot outside.\u00a0<\/p>\n<p dir=\"ltr\">\u201cWhat happened with One Vanderbilt is what&#8217;s leading my clients to go before the MTA and at least have the discussion,\u201d Brozost said. \u201cDo you need an easement in this location? Would it be useful in the future?
