But Is The State Ready For Its Close-Up?"},"content":{"rendered":"<p dir=\"ltr\">Hot on the heels of challenging Wall Street with Y&#8217;all Street, Tinseltown Texas could be the Lone Star State&#8217;s next bid at giving an industry town a run for its money.<\/p>\n<p dir=\"ltr\">State legislators seriously upped funding for the Texas Moving Image Industry Incentive Program with the <a href=\"https:\/\/variety.com\/2025\/film\/news\/texas-increases-film-incentive-1236437140\/\" target=\"_blank\" rel=\"nofollow noopener\">passage of Senate Bill 22<\/a> this year. The law guarantees $300M worth of program funding every two years for the next decade \u2014 a huge upgrade from the irregular funding amounts with no renewal guarantees of sessions past, according to industry advocates.<\/p>\n<p dir=\"ltr\">Hopes are high that the funding will spark a flurry of activity, including new studios and production facilities.<\/p>\n<p dir=\"ltr\">But some question whether it will be enough to truly spur a film-fueled cavalcade of real estate rollouts.\u00a0<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      Courtesy of Media for Texas\n    <\/p>\n<p dir=\"ltr\">\u201cIt would make sense that no one would break ground before we had this long-term incentive,\u201d said Chase Musslewhite, a founder of advocacy group Media for Texas. \u201cBecause for real estate to have a boom in the way it needs to have a boom, you have to have that financial security to mitigate risk for the next decade.\u201d\u00a0<\/p>\n<p dir=\"ltr\">The funding is likely to draw more film and television production to Texas, spurring development to the likes of the upcoming Hill Country Studios, Musslewhite said. Hill Country&#8217;s plans to begin vertical construction on its <a href=\"https:\/\/therealdeal.com\/texas\/2022\/07\/08\/the-show-goes-on-for-controversial-austin-film-studio-project\/\" target=\"_blank\" rel=\"nofollow noopener\">$267M, 820K SF San Marcos project<\/a> this year were partially dependent on the bill\u2019s passing.\u00a0<\/p>\n<p dir=\"ltr\">Other studios, including <a href=\"https:\/\/communityimpact.com\/austin\/bastrop-cedar-creek\/development\/2024\/10\/30\/bastrop-552-film-studios-no-longer-waiting-in-the-wings-building-to-begin\/\" target=\"_blank\" rel=\"nofollow noopener\">Bastrop 552 outside of Austin<\/a> and <a href=\"https:\/\/www.wfaa.com\/article\/news\/local\/mansfield-texas-company-headquarters-infinity-sound-film-industry\/287-88fd3215-b2df-4ce1-be75-396b57a91c6b\" target=\"_blank\" rel=\"nofollow noopener\">Super Studios in Mansfield<\/a>, are also preparing to break ground as SB 22 moves the needle, according to Media for Texas.<\/p>\n<p dir=\"ltr\">In addition to new studio projects, producers are expected to target existing industrial space, like <a href=\"https:\/\/www.bisnow.com\/tags\/hillwood\" target=\"_blank\" rel=\"nofollow noopener\">Hillwood<\/a>\u2019s speculative industrial buildings at <a href=\"https:\/\/www.bisnow.com\/tags\/alliancetexas\" target=\"_blank\" rel=\"nofollow noopener\">AllianceTexas<\/a> in Fort Worth, North Texas Film Alliance founder and CEO Brian Whitlock said.<\/p>\n<p dir=\"ltr\">Yellowstone Director Taylor Sheridan\u2019s Bosque Ranch Productions\u00a0<a href=\"https:\/\/www.costar.com\/article\/1857420445\/yellowstone-director-taylor-sheridan-leases-north-texas-production-space\" target=\"_blank\" rel=\"nofollow noopener\">last week leased 450K SF<\/a>\u00a0in the development from <a href=\"https:\/\/www.bisnow.com\/tags\/ross-perot-jr\" target=\"_blank\" rel=\"nofollow noopener\">Ross Perot Jr<\/a>.\u2019s Hillwood.<\/p>\n<p dir=\"ltr\">\u201cWe\u2019re looking at an opportunity where there is a new asset class around this,\u201d Whitlock said.\u00a0<\/p>\n<p dir=\"ltr\">But\u00a0that asset class might not grow quickly or turn immediate profits, and the new funding incentive won\u2019t be a magic wand to turn Texas into the new <a href=\"https:\/\/www.bisnow.com\/tags\/hollywood\" target=\"_blank\" rel=\"nofollow noopener\">Hollywood<\/a>, according to some industry watchers and longtime studio owners.<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      Courtesy of ATX Film Studios\n    <\/p>\n<p dir=\"ltr\">Advocates of the bill,\u00a0<a href=\"https:\/\/www.ltgov.texas.gov\/2025\/01\/22\/lt-gov-dan-patrick-statement-on-the-state-budget-filed-in-the-texas-senate\/\" target=\"_blank\" rel=\"nofollow noopener\">including Lt. Gov. Dan Patrick<\/a>, have touted Texas Film Commission numbers suggesting grant recipients would spend close to $5\u00a0for every $1 they receive. University of Southern California professor\u00a0<a href=\"https:\/\/www.bisnow.com\/tags\/michael-thom\" target=\"_blank\" rel=\"nofollow noopener\">Michael Thom<\/a>\u00a0called\u00a0<a href=\"https:\/\/spectrumlocalnews.com\/tx\/south-texas-el-paso\/news\/2025\/02\/14\/texas-is-poised-to-become-a-film-haven---but-not-without-a-fight\" target=\"_blank\" rel=\"nofollow noopener\">that estimate\u00a0\u201cpreposterous.\u201d<\/a><\/p>\n<p dir=\"ltr\">Thom&#8217;s\u00a0<a href=\"https:\/\/priceschool.usc.edu\/news\/expert-testimony-film-industry-incentives-dont-justify-the-cost\/\" target=\"_blank\" rel=\"nofollow noopener\">own\u00a0research concluded<\/a>\u00a0incentives fail to stimulate enough economic activity to justify their cost and mostly produce temporary, low-paid jobs.<\/p>\n<p dir=\"ltr\">And he isn&#8217;t alone, with other critics arguing that\u00a0return-on-investment <a href=\"https:\/\/www.bizjournals.com\/austin\/news\/2025\/06\/23\/texas-film-incentives-production-studio-austin.html?b=1750682708%5E22552423\" target=\"_blank\" rel=\"nofollow noopener\">estimates are\u00a0far\u00a0overblown<\/a>, while the sector&#8217;s unpredictable, short-term leases make production studios\u00a0among the riskier sectors\u00a0to dabble in.<\/p>\n<p dir=\"ltr\">\u201cIf someone builds a studio, they\u2019ll go bankrupt,\u201d said Stephen Bieneman, principal of Austin&#8217;s ATX Film Studios, where actors Matthew McConaughey and Woody Harrelson are filming their <a href=\"https:\/\/www.vanityfair.com\/hollywood\/story\/woody-harrelson-matthew-mcconaughey-brothers-show?srsltid=AfmBOorjVz_J8ejTiQtv8abQGCGv6i0iUwy4s9eqDNifOeYLf3b_dAVb\" target=\"_blank\" rel=\"nofollow noopener\">(possibly)<\/a> upcoming show,\u00a0Brothers.<\/p>\n<p dir=\"ltr\">\u201cThe [rental] rates aren\u2019t high enough, and they\u2019re too infrequent.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Bieneman didn&#8217;t build his 240K SF studio in South Austin, instead acquiring the building about three decades ago when it was a distribution warehouse for a food company with 14 years left on its lease. The company vacated earlier than expected, leaving him with a big, empty building in 2010.<\/p>\n<p dir=\"ltr\">That\u2019s around the time ABC <a href=\"https:\/\/www.bisnow.com\/tags\/disney\" target=\"_blank\" rel=\"nofollow noopener\">Disney<\/a> came calling, asking about using the space for a year to film a mockumentary drama. Despite doing nothing to turn the building into a studio, more productions approached him. The money earned eventually went\u00a0toward outfitting the property into six studios and about 18K SF of office space.<\/p>\n<p dir=\"ltr\">Bieneman has had no trouble attracting productions to his studios, but he is skeptical about the\u00a0difference new TMIIIP funding will make.<\/p>\n<p dir=\"ltr\">\u201cWill somebody build something? Probably,\u201d he said. \u201cAnd will we get more shows? Probably. But are we going to become the film [capital] of the third coast? No.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Low On The National Roster\u00a0\u00a0<\/p>\n<p dir=\"ltr\">Texas\u2019 program <a href=\"https:\/\/gov.texas.gov\/film\/page\/tmiiip\" target=\"_blank\" rel=\"nofollow noopener\">offers cash grants<\/a>\u00a0based on a percentage of a project\u2019s eligible expenditures, including wages paid to Texas residents, with a 22.5% maximum incentive rate. <a href=\"https:\/\/legiscan.com\/TX\/supplement\/SB22\/id\/599433\" target=\"_blank\" rel=\"nofollow noopener\">SB 22 will raise that to between 25% and 31%<\/a>, depending on the total cost of a production and where and how\u00a0it is filmed.\u00a0<\/p>\n<p dir=\"ltr\">\u201cThat puts us \u2018in the game,\u2019 but towards the bottom,\u201d Bieneman said.\u00a0<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      Courtesy of Media for Texas\n    <\/p>\n<p>\n      Lt. Dan Patrick and actor Dennis Quaid at an event promoting Texas&#8217; film industry.\n    <\/p>\n<p dir=\"ltr\">New TMIIIP funding puts Texas on the same incentive tier as states\u00a0<a href=\"https:\/\/variety.com\/2025\/film\/news\/texas-increases-film-incentive-1236437140\/\" target=\"_blank\" rel=\"nofollow noopener\">like Louisiana and Pennsylvania<\/a>. California, by contrast, is offering incentives of\u00a0<a href=\"https:\/\/deadline.com\/2025\/06\/california-legislators-approve-750m-funding-film-tax-credit-1236441897\/\" target=\"_blank\" rel=\"nofollow noopener\">up to 35% in Los Angeles and up to 40% in other parts of the state<\/a>. Georgia was <a href=\"https:\/\/apnews.com\/article\/georgia-film-movie-tax-credit-break-1fbd0e52337080320f3761a176199a8e\" target=\"_blank\" rel=\"nofollow noopener\">spending about $900M annually<\/a>\u00a0on its program, dwarfing Texas\u2019 $150M a year.\u00a0 \u00a0<\/p>\n<p dir=\"ltr\">Texas does offer filmmakers some special advantages: a business-friendly environment, geographical diversity and relative affordability. That plus funding could help Texas capture productions fleeing California following destructive wildfires earlier this year, said <a href=\"https:\/\/www.bisnow.com\/tags\/john-boyd\" target=\"_blank\" rel=\"nofollow noopener\">John Boyd<\/a> Jr., principal of Florida-based corporate site selection specialist The Boyd Co.<\/p>\n<p dir=\"ltr\">But\u00a0its appeal could be limited by the creative control Texas wants over productions filmed in the state. Lawmakers made it clear they don\u2019t want to give incentives to media that would portray Texas in a negative light, and the bill <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-05-28\/texas-weighs-entertainment-incentive-bill-with-control-over-content?srnd=homepage-americas\" target=\"_blank\" rel=\"nofollow noopener\">allows the Texas Film Commission to offer special grants<\/a> for productions promoting family values.\u00a0<\/p>\n<p dir=\"ltr\">\u201cTexas won&#8217;t be the perfect location choice for every type of production, but it&#8217;ll be a great choice for many, many types of projects,\u201d including faith-based programming, which Boyd\u00a0said is <a href=\"https:\/\/www.ampereanalysis.com\/insight\/faith-based-content-is-resurrected-heading-into-2025\" target=\"_blank\" rel=\"nofollow noopener\">one of the industry&#8217;s fastest-growing sectors<\/a>.<\/p>\n<p dir=\"ltr\">For some filmmakers, a pro-family-values stance is a plus. Actor Zachary Levi said the <a href=\"https:\/\/therealdeal.com\/texas\/austin\/2025\/06\/04\/zachary-levi-plans-100-million-non-woke-texas-film-studio\/\" target=\"_blank\" rel=\"nofollow noopener\">$100M studio he is launching in Bastrop<\/a>, near Austin, will be dedicated to<a href=\"https:\/\/x.com\/ZacharyLevi\/status\/1855340437734842623\" target=\"_blank\" rel=\"nofollow\"> \u201cmaking non woke movies with non woke actors.\u201d <\/a>\u00a0<\/p>\n<p dir=\"ltr\">The new TMIIIP funding can be used in tandem with <a href=\"https:\/\/gov.texas.gov\/film\/page\/mpdz\" target=\"_blank\" rel=\"nofollow noopener\">media production development zones<\/a>, which Texas municipalities have offered since 2009. The Media Production Development Zone Act creates a tax exemption for the construction, maintenance, expansion or renovation of a media production facility at a qualified location for up to two years.<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      Courtesy of Media for Texas\n    <\/p>\n<p>\n      Actor Billy Bob Thornton, center, with Media for Texas co-founders Grant Wood and Chase Musslewhite.\n    <\/p>\n<p dir=\"ltr\">\u201cIt really opens up the opportunity for production facilities, soundstages, preproduction, postproduction, all of those to be built,\u201d said Christie Goodman Duke, director of targeted attraction and state affairs for the Arlington Economic Development Corp.<\/p>\n<p dir=\"ltr\">Creating An Infrastructure\u00a0<\/p>\n<p dir=\"ltr\">Even without new incentives, Texas municipalities were already welcoming major media productions, as evidenced by <a href=\"https:\/\/www.cbsnews.com\/texas\/news\/downtown-fort-worth-roads-close-landman-filming-june-25\/\" target=\"_blank\" rel=\"nofollow noopener\">road closures in Fort Worth<\/a>\u00a0last week for the filming of Sheridan\u2019s Season 2 of Paramount hit\u00a0Landman.<\/p>\n<p dir=\"ltr\">The two programs create\u00a0a framework to attract more production and keep jobs and facilities in-state, Duke said.<\/p>\n<p dir=\"ltr\">\u201cWe don&#8217;t have the infrastructure, so we don&#8217;t have the workforce in place, but we also don&#8217;t have pre- and postproduction,\u201d Duke said. \u201cSo a lot of times things will get filmed here and then shipped back to California for all the postproduction work.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Exportation of media work is what Media for Texas is trying to prevent,\u00a0according to Musslewhite and co-founder Grant Wood, both sixth-generation Texans who briefly left the state to pursue film industry careers. The\u00a0pair have found that most Texas undergraduates\u00a0follow the same plan.\u00a0<\/p>\n<p dir=\"ltr\">\u201cThat really struck a chord with me, because we realized that we&#8217;re using state funding to subsidize the workforce of different states,\u201d Musslewhite said.<\/p>\n<p dir=\"ltr\">There are three pillars needed to set Texas up for filmmaking success: the presence of financial incentives, studios and workforce. Media for Texas is focusing on the latter element,\u00a0promoting the state\u2019s moviemaking potential to college students and others going into the industry.\u00a0<\/p>\n<p dir=\"ltr\">\u201cWhile these studios are being built, we are training people across Texas \u2026 and making sure that the workforce is there so that when the program is running, Texas is ready to go to accommodate any large production that comes to the state,\u201d Musslewhite said.\u00a0<\/p>\n<p dir=\"ltr\">Studio groundbreakings will hopefully start any day now, she said.\u00a0<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      Courtesy of ATX Film Studios\n    <\/p>\n<p>\n      Sets inside ATX Film Studios\n    <\/p>\n<p dir=\"ltr\">Hill Country Studios\u2019 construction timeline didn&#8217;t solely depend on the\u00a0bill, but it engaged with lobbyists and groups like Media for Texas, \u201cfocusing our efforts on securing SB 22 before any kind of construction could begin,\u201d Hill Country Studios CEO Cory McLoud said in a statement to Bisnow.\u00a0<\/p>\n<p dir=\"ltr\">\u201cWithout SB 22, our financiers would have faced challenging decisions: potentially scaling back to a smaller, pole barn or Sprung style development, moving to another site, or relocating out of Texas altogether,\u201d\u00a0he said.<\/p>\n<p dir=\"ltr\">The importance of incentives was brought home for Musslewhite when she wanted to make a movie about her Houston high school, and the project financier insisted on filming in neighboring Louisiana, where incentives were much greater. Refusing to sacrifice authenticity, she bailed on the project.<\/p>\n<p dir=\"ltr\">\u201cIt was very difficult to walk away from that opportunity to make your first feature because you work so hard, and it&#8217;s very difficult to get financing in general,\u201d Musslewhite said, adding that it was a learning experience about the power of state incentives, which she once believed applied more to Marvel-scale movies.<\/p>\n<p dir=\"ltr\">\u201cIt really became apparent that it actually affects the independent filmmakers even more than it affects the studios, because we need that money so much more.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Incentives or not, movies are made in different places for all kinds of reasons, ATX Film Studios\u2019 Bieneman said.
