A nine-day-old snippet of testimony in front of Oregon lawmakers is rocketing around social media as Portland awaits word <\/a>from the U.S. Court of Appeals for the Ninth Circuit on President Trump\u2019s troop deployment plans.<\/a><\/p>\n

Oregon\u2019s top military leader offered some reassuring \u2014 or infuriating, depending on one\u2019s political perspective \u2014 comments about the role of National Guard soldiers<\/a> during a proposed federal troop deployment to Portland.\u00a0<\/p>\n

Speaking before a state Senate subcommittee, Brigadier General Alan R. Gronewold told legislators that before deployment, the two companies of soldiers would be trained in \u201cprotective crowd control.\u201d That training is now up in the air as Gov. Tina Kotek on Tuesday ordered troops to go home<\/a> after a federal judge ruled<\/a> over the weekend that Trump had no authority to call them up.<\/p>\n

Gronewold said Guard soldiers serve two purposes: \u201cOne, to defend America, and two, to protect Oregonians. And so by serving in this mission, they will be protecting any protesters at the ICE facility.\u201d\u00a0<\/p>\n

The general\u2019s comments Sept. 30 resurfaced online this week and drew both praise and scrutiny in equal measure. It\u2019s an open question <\/a>whether soldiers from the guard \u2014 from Oregon or any other state \u2014 will actually deploy outside the U.S. Immigration and Customs Enforcement field office in South Portland.\u00a0<\/p>\n

A federal judge<\/a> paused President Donald Trump\u2019s mobilization on Saturday, and expanded her order Sunday<\/a> to block units of the guard from any state after Trump said he would muster troops from California<\/a> and Texas<\/a>.\u00a0<\/p>\n

The administration has now appealed the ruling to the 9th U.S. Circuit Court of Appeals, which has set a hearing on the matter for Thursday. There\u2019s no definite timeline for the appellate court to issue a ruling.\u00a0<\/p>\n

Gronewold, for his part, noted that the president\u2019s federalization meant the soldiers would be taken out of his chain of command and placed under the control of the U.S. Northern Command.\u00a0<\/p>\n

He said Trump\u2019s social media post authorizing \u201cfull force\u201d by the soldiers was unclear, as the term is \u201cnot a doctrinal term that the Army uses.\u201d\u00a0<\/p>\n

Gronewold closed out his remarks by asking lawmakers to spread a message about the difference between local troops and federal law enforcement agents.\u00a0<\/p>\n

\u201cWe\u2019re the home team, and our job is to protect and serve Oregonians, and we follow lawful orders, and that\u2019s what we\u2019re doing,\u201d he said. \u201cPlease treat them with dignity and respect.\u201d\u00a0\u00a0<\/p>\n

Gronewold echoed that sentiment <\/a>in a Sept. 29 letter to troops.<\/p>\n

\u201cI know some of you may have strong feelings about this mission. That\u2019s Okay. You are citizens first, but you\u2019re also service members who took an oath to support and defend the Constitution and follow the orders of the President and the Governor,\u201d Gronewold wrote. \u201cThat oath doesn\u2019t come with an asterisk that says, \u2018Only when I agree with the mission.\u2019\u201d<\/p>\n
