{"id":28775,"date":"2025-07-01T03:04:18","date_gmt":"2025-07-01T03:04:18","guid":{"rendered":"https:\/\/www.europesays.com\/us\/28775\/"},"modified":"2025-07-01T03:04:18","modified_gmt":"2025-07-01T03:04:18","slug":"whats-at-risk-for-arctic-wildlife-if-trump-expands-oil-drilling-in-the-fragile-national-petroleum-reserve-alaska","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/28775\/","title":{"rendered":"What\u2019s at risk for Arctic wildlife if Trump expands oil drilling in the fragile National Petroleum Reserve-Alaska"},"content":{"rendered":"<p>The largest tract of public land in the United States is a wild expanse of tundra and wetlands stretching across <a href=\"https:\/\/www.allaboutbirds.org\/news\/americas-arctic-a-remote-patch-of-oil-rich-tundra-that-teems-with-migratory-birds\/\" rel=\"nofollow noopener\" target=\"_blank\">nearly 23 million acres<\/a> of northern Alaska. It\u2019s called the National Petroleum Reserve in Alaska, but despite its industrial-sounding name, the National Petroleum Reserve-Alaska, or NPR-A, is much more than a fuel depot.<\/p>\n<p>Tens of thousands of caribou feed and breed in this area, which is the size of Maine. Migratory birds flock to its lakes in summer, and fish rely on the many rivers that crisscross the region.<\/p>\n<p>The area is also vital for the health of the planet. However, its future is at risk.<\/p>\n<p>The Trump administration announced a plan on June 17, 2025, <a href=\"https:\/\/www.doi.gov\/pressreleases\/department-interior-moves-expand-oil-and-gas-development-alaskas-national-petroleum\" rel=\"nofollow noopener\" target=\"_blank\">to open nearly 82%<\/a> of this fragile landscape to oil and gas development, including some of its most ecologically sensitive areas. The government is <a href=\"https:\/\/eplanning.blm.gov\/eplanning-ui\/project\/2038893\/510\" rel=\"nofollow noopener\" target=\"_blank\">accepting public comments<\/a> on the plan through July 1.<\/p>\n<\/p>\n<p>            Some of the extraordinary wildlife in the wetlands around Teshekpuk Lake, a fragile \u201cspecial area\u201d in the National Petroleum Reserve-Alaska that the Trump administration would open to further drilling.<\/p>\n<p>I am <a href=\"https:\/\/scholar.google.com\/citations?user=-YJIe20AAAAJ&amp;hl=en\" rel=\"nofollow noopener\" target=\"_blank\">an ecologist<\/a>, and I have been studying sensitive ecosystems and the species that depend on them for over 20 years. Disturbing this landscape and its wildlife could lead to consequences that are difficult \u2013 if not impossible \u2013 to reverse.<\/p>\n<p>What is the National Petroleum Reserve-Alaska?<\/p>\n<p>The National Petroleum Reserve-Alaska was originally <a href=\"https:\/\/pubs.usgs.gov\/fs\/2002\/fs045-02\/fs045-02.pdf\" rel=\"nofollow noopener\" target=\"_blank\">designated in 1923<\/a> by President Warren Harding as an emergency oil supply for the U.S. Navy.<\/p>\n<p>In the 1970s, its management was transferred to the Department of Interior under the <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/COMPS-870\/pdf\/COMPS-870.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Naval Petroleum Reserves Production Act<\/a>. This congressional act requires that, in addition to managing the area for energy development, the secretary of the interior must ensure the \u201cmaximum protection\u201d of \u201cany significant subsistence, recreational, fish and wildlife, or historical or scenic value.\u201d<\/p>\n<p>The Bureau of Land Management is responsible for overseeing the reserve and identifying and protecting areas with important ecological or cultural values \u2013 aptly named \u201cspecial areas.\u201d <\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/677217\/original\/file-20250629-56-c22m5p.png?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A map of the NPR-A shows five large areas currently set aside as \" class=\"lazyload\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/file-20250629-56-c22m5p.png\"  \/><\/a><\/p>\n<p>              The Trump administration plans to open parts of the \u2018special areas,\u2019 shown here, that were designated to protect wildlife in the National Petroleum Reserve-Alaska, including in the fragile Colville River and Teshekpuk Lake regions.<br \/>\n              <a class=\"source\" href=\"https:\/\/eplanning.blm.gov\/eplanning-ui\/project\/117408\/510\" rel=\"nofollow noopener\" target=\"_blank\">U.S. Bureau of Land Management<\/a><\/p>\n<p>The Trump administration now plans to expand the amount of land available for drilling in the NPR-A from about <a href=\"https:\/\/www.blm.gov\/programs\/energy-and-minerals\/oil-and-gas\/leasing\/regional-lease-sales\/alaska\" rel=\"nofollow noopener\" target=\"_blank\">11.7 million acres<\/a> to more than 18.5 million acres \u2013 including parts of those \u201cspecial areas\u201d \u2013 as part of its effort to increase U.S. oil drilling and reduce regulations on the industry.<\/p>\n<p>I recently worked with scientists and scholars at The Wilderness Society to write a <a href=\"https:\/\/zenodo.org\/records\/15177945\" rel=\"nofollow noopener\" target=\"_blank\">detailed report<\/a> outlining many of the ecological and cultural values found across the reserve.<\/p>\n<p>A refuge for wildlife<\/p>\n<p>The reserve is a sanctuary for many Arctic wildlife, including caribou populations that have experienced <a href=\"https:\/\/arctic.noaa.gov\/report-card\/report-card-2024\/migratory-tundra-caribou-in-a-warmer-climate\/\" rel=\"nofollow noopener\" target=\"_blank\">sharp global declines<\/a> in recent years.<\/p>\n<p>The reserve\u2019s open tundra provides <a href=\"https:\/\/cdnsciencepub.com\/doi\/abs\/10.1139\/z89-093\" rel=\"nofollow noopener\" target=\"_blank\">critical calving, foraging, migratory and winter habitat<\/a> for three of the four caribou herds on Alaska\u2019s North Slope. These herds undertake <a href=\"https:\/\/www.nature.com\/articles\/s41598-019-51884-5\" rel=\"nofollow noopener\" target=\"_blank\">some of the longest overland migrations<\/a> on Earth. Infrastructure such as roads and industrial activity can disrupt their movement, further harming the populations\u2019 health.<\/p>\n<p>            <img decoding=\"async\" alt=\"An aerial view across wetlands and tundra.\" class=\"lazyload\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/file-20250627-56-dp5fnp.jpg\"  \/><\/p>\n<p>              Much of the National Petroleum Reserve-Alaska is crisscrossed by rivers and wetlands.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.flickr.com\/photos\/blmalaska\/20170899798\" rel=\"nofollow noopener\" target=\"_blank\">Bob Wick\/BLM<\/a><\/p>\n<p>The NPR-A is also globally significant for migratory birds. Situated at the northern end of five major flyways, birds come here from all corners of the Earth, including all 50 states. <a href=\"https:\/\/www.youtube.com\/watch?v=dCHlyd0nZJ0\" rel=\"nofollow noopener\" target=\"_blank\">It hosts some of the highest densities<\/a> of breeding shorebirds anywhere on the planet.<\/p>\n<p>An estimated <a href=\"https:\/\/www.ucpress.edu\/books\/arctic-shorebirds-in-north-america\/hardcover\" rel=\"nofollow noopener\" target=\"_blank\">72% of Arctic Coastal Plain shorebirds<\/a> \u2013 over 4.5 million birds \u2013 <a href=\"https:\/\/conbio.onlinelibrary.wiley.com\/doi\/10.1111\/cobi.12133\" rel=\"nofollow noopener\" target=\"_blank\">nest in the reserve<\/a>. This includes the <a href=\"https:\/\/www.allaboutbirds.org\/guide\/Yellow-billed_Loon\/overview\" rel=\"nofollow noopener\" target=\"_blank\">yellow-billed loon<\/a>, the largest loon species in the world, with most of its U.S. breeding population concentrated in the reserve.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/677135\/original\/file-20250627-62-6qhdq8.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A black and white bird with a yellow bill sits on a nest mostly surrounded by water.\" class=\"lazyload\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/file-20250627-62-6qhdq8.jpg\"  \/><\/a><\/p>\n<p>              A yellow-billed loon sits on a nest in the National Petroleum Reserve-Alaska. These migratory birds, along with many other avian species, summer in the reserve.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.flickr.com\/photos\/blmalaska\/20364969481\" rel=\"nofollow noopener\" target=\"_blank\">Bob Wick\/BLM<\/a>, <a class=\"license\" href=\"http:\/\/creativecommons.org\/licenses\/by\/4.0\/\" rel=\"nofollow noopener\" target=\"_blank\">CC BY<\/a><\/p>\n<p>Expanding oil and gas development in the National Petroleum Reserve-Alaska could <a href=\"https:\/\/nap.nationalacademies.org\/catalog\/10639\/cumulative-environmental-effects-of-oil-and-gas-activities-on-alaskas-north-slope\" rel=\"nofollow noopener\" target=\"_blank\">threaten these birds<\/a> by disrupting their habitat and adding noise to the landscape.<\/p>\n<p>Many other species also depend on intact ecosystems there.<\/p>\n<p>Polar bears <a href=\"https:\/\/doi.org\/10.3133\/ofr20201087\" rel=\"nofollow noopener\" target=\"_blank\">build dens in the area<\/a>, making it <a href=\"https:\/\/doi.org\/10.14430\/arctic4291\" rel=\"nofollow noopener\" target=\"_blank\">critical for cub survival<\/a>. <a href=\"https:\/\/doi.org\/10.1002\/jwmg.21439\" rel=\"nofollow noopener\" target=\"_blank\">Wolverines<\/a>, which follow caribou herds, also rely on large, connected expanses of undisturbed habitat for <a href=\"https:\/\/doi.org\/10.1007\/s00300-022-03079-4\" rel=\"nofollow noopener\" target=\"_blank\">their dens and food<\/a>. Moose browse along the Colville River, the largest river on the North Slope, while peregrine falcons, gyrfalcons and rough-legged hawks nest on the cliffs above. <\/p>\n<p>A large stretch of the Colville River is currently protected as a special area, but the Trump administration\u2019s proposed plan will remove those protections. The <a href=\"https:\/\/alaskawild.org\/reserve\/teshekpuk-lake-special-area\/\" rel=\"nofollow noopener\" target=\"_blank\">Teshekpuk Lake<\/a> special area, critical habitat for caribou and migrating birds, would <a href=\"https:\/\/eplanning.blm.gov\/public_projects\/2038893\/200654572\/20136387\/251036367\/NPRA%20IAP%202025_Draft%20EA.pdf\" rel=\"nofollow noopener\" target=\"_blank\">also lose protection<\/a>.<\/p>\n<p>            <img decoding=\"async\" alt=\"Two brown bears walk through low-level brush. Their <a href=\"https:\/\/www.adfg.alaska.gov\/download\/Technical%20Papers\/TP427.pdf\" rel=\"nofollow noopener\" target=\"_blank\">livelihoods, food security, cultural identity<\/a> and spiritual practices are deeply intertwined with the health of this ecosystem. <\/p>\n<p>Oil and gas drilling\u2019s impact<\/p>\n<p>The National Petroleum Reserve-Alaska is vast, and drilling won\u2019t occur across all of it. But oil and gas operations pose far-reaching risks that extend well beyond the drill sites.<\/p>\n<p>Infrastructure like roads, pipelines, airstrips and gravel pads fragment and degrade the landscape. That can alter water flow and the timing of ice melt. It can also disrupt reproduction and migration routes for wildlife that rely on large, connected habitats.<\/p>\n<p>Networks of winter ice roads and the way exploration equipment compacts the land can delay spring and early summer thawing patterns on the landscape. That can upset the normal pattern of meltwater, <a href=\"https:\/\/pubs.usgs.gov\/publication\/sir20045258\" rel=\"nofollow noopener\" target=\"_blank\">making it harder for shore birds to nest<\/a>.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/677136\/original\/file-20250627-56-xyl294.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Caribou migrating\" class=\"lazyload\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/file-20250627-56-xyl294.jpg\"  \/><\/a><\/p>\n<p>              The Western Arctic Caribou herd population has fallen significantly in recent years. Here, some of the herd cross a river outside the NPR-A.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.nps.gov\/articles\/000\/arcn-caribou-resource-brief.htm\" rel=\"nofollow noopener\" target=\"_blank\">Kyle Joly\/NPS<\/a><\/p>\n<p>ConocoPhillips\u2019 <a href=\"https:\/\/bloximages.newyork1.vip.townnews.com\/newsminer.com\/content\/tncms\/assets\/v3\/editorial\/a\/6d\/a6de6376-c208-11ed-8296-eb5b31d56801\/640fd016a1529.image.jpg\" rel=\"nofollow noopener\" target=\"_blank\">Willow drilling project<\/a>, approved by the Biden administration in 2023 on the eastern side of the reserve, provides some insight into the potential impact: An <a href=\"https:\/\/climatecasechart.com\/wp-content\/uploads\/case-documents\/2021\/20210818_docket-320-cv-00290_order.pdf\" rel=\"nofollow noopener\" target=\"_blank\">initial project plan<\/a>, later scaled back, included up to 575 miles (925 kilometers) of ice roads for construction, an air strip, more than 300 miles (nearly 485 kilometers) of new pipeline, a processing facility, a gravel mine and barge transportation, in addition to five drilling sites.<\/p>\n<p>Many animals will try to steer clear of noise, light and human activity. Roads and industrial operations can force them to alter their behavior, which can affect their health and how well they can reproduce. Research has shown that caribou mothers with new calves <a href=\"https:\/\/www.jstor.org\/stable\/40512660\" rel=\"nofollow noopener\" target=\"_blank\">avoid infrastructure<\/a> and that this impact does not lessen <a href=\"https:\/\/wildlife.onlinelibrary.wiley.com\/doi\/full\/10.1002\/jwmg.21809\" rel=\"nofollow noopener\" target=\"_blank\">over time of exposure<\/a>.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/677215\/original\/file-20250629-56-oxt2oq.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Industrial buildings in the snow have several roads and pipelines running to them and three wells with flares and blackened areas around them.\" class=\"lazyload\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/file-20250629-56-oxt2oq.jpg\"  \/><\/a><\/p>\n<p>              Oil production facilities, like this one in Prudhoe Bay, require miles of road and pipeline, in addition to the wells and facilities.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/aerial-view-of-oil-facilities-in-prudhoe-bay-on-the-north-news-photo\/1477191597?adppopup=true\" rel=\"nofollow noopener\" target=\"_blank\">Simon Bruty\/Anychance\/Getty Images<\/a><\/p>\n<p>At Alaska\u2019s Prudhoe Bay, the largest oilfield in the U.S., decades of oil development have led to pollution, including <a href=\"https:\/\/dec.alaska.gov\/Applications\/SPAR\/PublicMVC\/PERP\/SpillSearch?SPage=12&amp;PageSize=100&amp;Spill_DateFrom=01%2F01%2F0001%2000%3A00%3A00&amp;Spill_DateTo=06%2F15%2F2021%2000%3A00%3A00&amp;Spill_SubstanceType=1&amp;Spill_SearchButton=Search\" rel=\"nofollow noopener\" target=\"_blank\">hundreds of oil spills and leaks<\/a>, and habitat loss, such as flooding and shoreline erosion, extensive permafrost thaw and damage from roads, construction and gravel mining. In short, the footprint of drilling is <a href=\"https:\/\/doi.org\/10.1111\/gcb.12500\" rel=\"nofollow noopener\" target=\"_blank\">not confined to isolated locations<\/a> \u2014 it radiates outward, undermining the ecological integrity of the region. Permafrost thaw now even <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/trouble-alaska-massive-oil-pipeline-threatened-thawing-permafrost-n1273589\" rel=\"nofollow noopener\" target=\"_blank\">threatens the stability of the oil industry\u2019s<\/a> own infrastructure.<\/p>\n<p>Consequences for the climate<\/p>\n<p>The National Petroleum Reserve-Alaska and the surrounding Arctic ecosystem also play an outsized role in regulating the global climate.<\/p>\n<p>Vast amounts of climate-warming carbon is currently locked away in the wetlands and permafrost of the tundra, but the Arctic is warming <a href=\"https:\/\/www.nature.com\/articles\/s41561-024-01441-1\" rel=\"nofollow noopener\" target=\"_blank\">close to three times faster<\/a> than the global average.<\/p>\n<p>Roads, drilling and development can <a href=\"https:\/\/doi.org\/10.1111\/gcb.12500\" rel=\"nofollow noopener\" target=\"_blank\">increase permafrost thaw<\/a> and cause coastlines to erode, releasing carbon long locked in the soil.
