{"id":288550,"date":"2025-10-09T06:25:35","date_gmt":"2025-10-09T06:25:35","guid":{"rendered":"https:\/\/www.europesays.com\/us\/288550\/"},"modified":"2025-10-09T06:25:35","modified_gmt":"2025-10-09T06:25:35","slug":"nycha-makes-it-easier-for-outside-partners-to-bring-renovations-to-apartments","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/288550\/","title":{"rendered":"NYCHA makes it easier for outside partners to bring renovations to apartments"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"B72V7NGPZRFTBHSEJDY6IPYQKM\">STATEN ISLAND, N.Y. &#8212; The New York City Housing Authority is making it easier for developers, general contractors and property managers to apply for projects that improve the lives of the hundreds of thousands of New Yorkers.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GKVBFPJW55DR5JBZS3DAKKLOCA\">On Wednesday, NYCHA released a <a href=\"https:\/\/campaign.nycha.nyc.gov\/lt.php?x=4lZy~GE6JILK6pB-0QxFheFx~3UmkNLvwhpljnbFIFfKE8F6_Uy7wudt1-3m-NFfx2Y4YncWInWZ5Y3Ay.xGUeNt1E\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/campaign.nycha.nyc.gov\/lt.php?x=4lZy~GE6JILK6pB-0QxFheFx~3UmkNLvwhpljnbFIFfKE8F6_Uy7wudt1-3m-NFfx2Y4YncWInWZ5Y3Ay.xGUeNt1E\"><b>Request for Qualifications (RFQ)<\/b><\/a> to solicit partners for the <a href=\"https:\/\/campaign.nycha.nyc.gov\/lt.php?x=4lZy~GE6JILK6pB-0QxFheFx~3UmkNLvwhpljnbFIFfKE8F6_Uy7wudt1-3m-NFfx2Y4YncWInWZ5Y3Ay.xGUeNt1U\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/campaign.nycha.nyc.gov\/lt.php?x=4lZy~GE6JILK6pB-0QxFheFx~3UmkNLvwhpljnbFIFfKE8F6_Uy7wudt1-3m-NFfx2Y4YncWInWZ5Y3Ay.xGUeNt1U\"><b>Permanent Affordability Commitment Together (PACT)<\/b><\/a> program, which is the agency\u2019s version of the Rental Assistance Demonstration (RAD), a U.S. Dept. of Housing and Urban Development (HUD) program created for housing authorities to access federal capital to improve developments and ensure their affordability.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XTZA27BRNBGVLBSE3ZYBXHCBZU\">Under PACT, NYCHA establishes public-private partnerships with private developers, property management companies and social service providers to carry out much-needed overhaul renovations of its developments. The program also converts the properties from Section 9 (public housing) to project-based Section 8, the Housing Choice Voucher program.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2RX3SHMMRZFN7LFAO6MVWXW2I4\">Outside entities looking to partner with NYCHA on these projects can apply through the RFQ, with submissions now being accepted on a rolling basis, as opposed to past years when they were considered annually.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PNJTYYIQP5EFDCCE2HW7K3ESZM\">Through the applications, NYCHA will create a list of pre-qualified developers, property managers and general contractors who will then be eligible to partner on future PACT projects.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NL3GGKB3UFEMFFFIUBDTPHRUMI\">\u201cWe\u2019ve seen incredible transformations through PACT, largely in part to the partnerships we\u2019ve forged since the program began in 2016,\u201d said NYCHA Chief Executive Officer Lisa Bova-Hiatt. \u201cBy opening a rolling RFQ process, NYCHA is able to continuously diversify and deepen the bench of quality, trusted PACT partners, whose core mission aligns with our own: providing residents with comprehensive renovations and enhanced property management, and ultimately, improving the quality of their day-to-day lives.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VB46F32EMBDP3APF2EIYRDBYPY\">The PACT program is already working to improve the lives of more than a thousand Staten Islanders living on the borough\u2019s North Shore.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LGRGN7LQINDBZOZ2X2HALG4IS4\">Last July, NYCHA and BFC Partners <a href=\"https:\/\/www.silive.com\/news\/2024\/07\/nyc-breaks-ground-on-332m-renovation-at-this-staten-island-nycha-complex.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2024\/07\/nyc-breaks-ground-on-332m-renovation-at-this-staten-island-nycha-complex.html\">broke ground on a $332.3 million PACT renovation of the NYCHA West Brighton I and II complex<\/a> that includes a complete overhaul of its apartments, building infrastructure and common areas.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NUW73VJ6MBHMPB2CDFYM2DVKVQ\">All apartments will receive free Wi-Fi, new kitchens, bathrooms, flooring, windows, paint, doors and more, while infrastructure upgrades include enhancements to building security, heating and cooling, water and plumbing and ventilation. The project will also improve public spaces, community safety, landscaping and building entryways, according to NYCHA.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PP7KVTZGJVERBENYBMNAQRD47Q\">According to the agency\u2019s <a href=\"https:\/\/www.nyc.gov\/site\/nycha\/about\/pact\/pact-projects-news.page\" target=\"_blank\" rel=\"nofollow noopener\">website<\/a>, more than 21,000 apartment units have received repairs or are in progress under the PACT program.
