JACKSONVILLE, Fla.<\/strong> \u2013 For weeks, the News4JAX I-TEAM has been reporting on ongoing problems at housing owned and linked to Peoples Choice Apartments, where residents have said they face maintenance issues and deteriorating conditions.<\/p>\n

Now, residents say there\u2019s new management, an LLC that was created less than a month ago, shortly after we started looking into the owner.<\/p>\n

Although there is a new name, some things still look the same.<\/p>\n

A tenant on Thursday sent News4JAX an email from Arbor Oaks Apartments. It says Legacy Family Communities is the new manager of the property, but it\u2019s the same building where People\u2019s Choice operated, with the same phone number.<\/p>\n

Almost a month after we reported water was cut off at Arbor Oaks<\/a>, tenants received an email introducing Legacy Family Communities as the new management.<\/p>\n

Residents went days without water until we contacted JEA, who turned it back on. The problem then? An unpaid water bill that was eventually paid.<\/p>\n

This week, trash pickup was put on hold. News4JAX saw trash piled up with flies, maggots, and rotting food pouring out of dumpsters on Wednesday. <\/p>\n

According to property records, Arbor Oaks is owned by Jacksonville Rental Properties LLC, which is owned by Andrew Sallee, a real estate investor with over a million Instagram followers.<\/p>\n

Sallee denied ownership when contacted weeks ago, but JEA told me his company was the one that paid the thousands of dollars to resolve the water bill.\u00a0<\/p>\n

Arbor Oaks is right next door to an apartment complex linked to Peoples Choice. The phone number and address on the new memo are the same ones residents at Arbor Oaks have been calling for help.<\/p>\n

News4JAX has been there several times and have never gotten any answers to residents\u2019 concerns.<\/p>\n

Arbor Oaks is linked to Jarek Tadla, the man behind the People\u2019s Choice LLC and 23 other Jacksonville properties. Tadla\u2019s company sold Arbor Oaks to Jacksonville Rental Properties LLC, but residents say Peoples Choice still handles their requests.<\/p>\n

I-Team Investigator Tiffany Salameh previously reported on Tadla\u2019s properties, which had multiple code violations\u00a0and deteriorating conditions.<\/p>\n

Legacy Family Communities, the new management company, was formed about a month ago and is owned by a man who had previous ties to Peoples Choice, records and his LinkedIn page shows.<\/p>\n

News4JAX reached out to the emails listed in the tenant\u2019s email to ask about the management change, but we did not immediately hear back.<\/p>\n
