{"id":295206,"date":"2025-10-11T17:33:27","date_gmt":"2025-10-11T17:33:27","guid":{"rendered":"https:\/\/www.europesays.com\/us\/295206\/"},"modified":"2025-10-11T17:33:27","modified_gmt":"2025-10-11T17:33:27","slug":"some-raise-concern-about-chester-receivers-outside-work","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/295206\/","title":{"rendered":"Some raise concern about Chester receiver&#8217;s outside work"},"content":{"rendered":"<p>The Delaware County police union has concerns about the Chester Receiver\u2019s work for Upper Darby but Vijay Kapoor emphasized that everything is kosher and his outside work is winding down.<\/p>\n<p>On X, known formerly as Twitter, an account linked with the FOP Lodge 27, a Tweet dated Sept. 29 read: \u201cHow does State Appointed Receiver in Chester City Veejay (CQ) Kapoor represent @UpperDarbyPA in Act 111 Arbitration Hearings for the Township against our @FopLodge27 police officers? Is @GovernorShapiro against the police? Our officers deserve a fair contract. Is Kapor (CQ) double dipping?\u201d<\/p>\n<p>\u201cHis company \u2026 was a witness for the arbitration to speak about the economics of the township about what they can or cannot pay our officers,\u201d Chris Eiserman, president of the Delaware County Fraternal Order of Police Lodge 27, said.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"Delco FOP Lodge 27 President Christopher Eiserman in 2021. (DAILY TIMES)<\/p>\n<p>Eiserman noted that Kapoor billed Upper Darby through his company, The Kapoor Co., for professional services in May 2021 for $21,680.<\/p>\n<p>The FOP president said this was the first time Kapoor has testified in the Upper Darby case, although he said Kapoor has been providing professional services for other municipalities in Pennsylvania.<\/p>\n<p>\u201cYou have a state receiver appointed by the state and he has a side business talking about these towns,\u201d Eiserman said. \u201cIt\u2019s not right \u2026 God forbid if a police officer did that.\u201d<\/p>\n<p>He said police officers would receive criticism if they had a side business testifying at civil hearings.<\/p>\n<p>\u201cThe optics don\u2019t look right, especially when you\u2019re supposed to be getting a municipality out of Act 47,\u201d Eiserman said. \u201cAnd in the interim, they want to take our police officers\u2019 health care away.\u201d<\/p>\n<p>The FOP president said there are 135 members from Upper Darby and negotiations between them and the township started months ago with the most recent arbitration at the end of September. Their contract expired in December.<\/p>\n<p>\u201cI think the taxpayers of Upper Darby have to see what the township is spending on legal fees,\u201d he said, adding that those costs could cover the <a href=\"https:\/\/www.delcotimes.com\/2025\/10\/02\/newest-upper-darby-controversy-involves-potential-change-of-health-care-brokers\/\" rel=\"nofollow noopener\" target=\"_blank\">officers\u2019 health care<\/a>. \u201cIf they took the fees away from those people, they\u2019d easily be able to afford it.\u201d<\/p>\n<p>It\u2019s not the only question surrounding Kapoor\u2019s compensation.<\/p>\n<p>The Chester Water Authority, long at odds with the receiver\u2019s office largely over the potential monetization of the water system, <a href=\"https:\/\/savecwa.org\/receiver\" rel=\"nofollow noopener\" target=\"_blank\">has posted on its website<\/a> statements about financials.<\/p>\n<p>They claim that \u201cChester\u2019s financial disaster has become a full-time employment project for consultants and lawyers, all on the backs of PA taxpayers.\u201d<\/p>\n<p>They claim that these consultants have received almost $16 million in the five years of receivership.<\/p>\n<p>Of Kapoor\u2019s company, The Kapoor Company, the CWA website said that \u201c(c)ontract is now up to $1.68 million. (PETE BANNAN-DAILY TIMES)<\/p>\n<p>Kapoor\u2019s response was an emphatic no.<\/p>\n<p>\u201cAt no point did I both serve as an employee and as a consultant to the Commonwealth,\u201d he said. \u201cMy contract as a consultant with The Kapoor Co. terminated effective June 30, 2025.\u201d<\/p>\n<p>Kapoor had served as chief of staff for Chester\u2019s former Receiver Michael T. Doweary since 2020. Upon Doweary\u2019s exit, <a href=\"https:\/\/www.delcotimes.com\/2025\/07\/09\/changing-of-the-guard-kapoor-takes-chester-receivership-as-doweary-leaves\/\" rel=\"nofollow noopener\" target=\"_blank\">Kapoor was appointed receiver and began serving in that position in July<\/a>.<\/p>\n<p>According to the receiver, the commonwealth compounds annual contract amounts to reach a total. So, Kapoor explained, that $1.67 million is the sum of all the contracts that The Kapoor Co. had over five years, equating to approximately $334,000 a year.<\/p>\n<p>\u201cI didn\u2019t have a one year contract of $1.67 million,\u201d Kapoor said.<\/p>\n<p>\u201cI took a pretty big compensation cut to become receiver,\u201d he noted. \u201cI\u2019ve committed to Chester \u2026 My current salary for the Commonwealth is $179,146.50, which was the same as Mike\u2019s (Doweary).\u201d<\/p>\n<p>Kapoor spoke about his company work.<\/p>\n<p>\u201cAs part of the discussions I had with the Commonwealth, I did specifically ask and was granted the ability to continue to do some of this arbitration work that I\u2019ve done for years,\u201d he said. \u201cThat was granted to me on April 28 \u2026 Wasn\u2019t double dipping, I got the approval specifically to do this type of work.\u201d<\/p>\n<p>He also performed this work while serving as Doweary\u2019s chief of staff.<\/p>\n<p>He spoke about testifying at the recent Upper Darby arbitration with the FOP.<\/p>\n<p>\u201cI am an expert witness,\u201d Kapoor said. \u201cI\u2019m not an attorney for Upper Darby. I\u2019m not an advocate for Upper Darby. I am brought in to basically look at financial and compensation data and so, that is what I did.\u201d<\/p>\n<p>In his Sept. 29 testimony, Kapoor presented an 89-page economic and comparator analysis, which looked at Upper Darby\u2019s revenue deficit, police officer compensation with a median $133,965 salary, police officers\u2019 benefits, the township\u2019s bond rating decrease, pension liabilities, the need for an earned income tax in the township and comparisons to similarly sized municipalities.<\/p>\n<p>Kapoor said he was retained by Upper Darby Township in January to be an expert witness, months before he became Chester\u2019s receiver.<\/p>\n<p>\u201cIn fact the hearing that we were supposed to have was supposed to be on June 25 before I became receiver,\u201d he said. \u201cThe problem was, there was a scheduling issue.\u201d<\/p>\n<p>So, then the hearing was rescheduled for Sept. 29.<\/p>\n<p>\u201cI was honoring my commitment to do that,\u201d Kapoor said. \u201cI didn\u2019t want to be like, \u2018Hey, I\u2019m out.\u2019 \u201c<\/p>\n<p>Kapoor said he had been doing this work on behalf of his company while serving as the receiver\u2019s chief of staff.<\/p>\n<p>\u201cI work a lot,\u201d Kapoor said. \u201cI work a lot of nights. I work a lot of weekends. I do it because I\u2019m committed to my work. I really am. I\u2019m committed to Chester \u2026 I\u2019m doing fewer as receiver, which is fine.\u201d<\/p>\n<p>He affirmed that he also does comparable work for other municipalities.<\/p>\n<p>\u201cI do similar work as an expert witness for other municipalities and always have,\u201d Kapoor said. \u201cI am not actively soliciting these clients.
