With gas prices nationally at a four-year low, state policies and taxes are pushing our prices to all-time highs.<\/p>\n<p>Locally, the city is raising parking rates and fines, while adding paid parking to Balboa Park.<\/p>\n<p>In addition, we now have the garbage levy as part of our property tax bills.<\/p>\n<p>And who gets hurt the most? As usual, the needy \u2014 fixed-income and low-income residents.<\/p>\n<p>Where is the outrage?
