{"id":299728,"date":"2025-10-13T10:55:14","date_gmt":"2025-10-13T10:55:14","guid":{"rendered":"https:\/\/www.europesays.com\/us\/299728\/"},"modified":"2025-10-13T10:55:14","modified_gmt":"2025-10-13T10:55:14","slug":"editorial-penn-must-not-sign-the-compact","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/299728\/","title":{"rendered":"Editorial | Penn must not sign the compact"},"content":{"rendered":"<p>\t\t\t\t\t<a href=\"https:\/\/www.thedp.com\/multimedia\/2f3d2f75-8ead-4a2f-9393-45de0869965a\" target=\"_blank\" rel=\"noopener\"><br \/>\n\t\t\t\t\t\t<img decoding=\"async\" class=\"img img-responsive img-fill\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/be3e1378-83a5-4e81-a212-7bf00e345798.sized-1000x1000.jpg\" alt=\"09-23-25-ben-franklin-ellie-pirtle\"\/><br \/>\n\t\t\t\t\t<\/a><\/p>\n<p>The Daily Pennsylvanian Editorial Board calls for the University to reject the Trump administration\u2019s compact of operational principles.\u00a0<\/p>\n<p>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCredit: <a href=\"https:\/\/www.thedp.com\/staff\/ellie-pirtle\" target=\"_blank\" rel=\"noopener\">Ellie Pirtle<\/a> \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>Nearly two weeks ago, the White House <a href=\"https:\/\/www.thedp.com\/article\/2025\/10\/penn-white-house-compact-funding-agreement-university-standards\" target=\"_blank\" rel=\"noopener\">invited<\/a> Penn and eight other universities to sign the \u201c<a href=\"https:\/\/drive.google.com\/file\/d\/1qICHYknJ0THN_SQr1jjydnFeOVfY-NoY\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">Compact for Academic Excellence in Higher Education<\/a>,\u201d a memo that \u201crepresents the priorities of the U.S. government\u201d and invites universities to <a href=\"https:\/\/www.thedp.com\/article\/2025\/10\/penn-marc-rowan-questions-trustees-compact\" target=\"_blank\" rel=\"noopener\">agree to its terms<\/a> in exchange for \u201cfederal benefits.\u201d\n<\/p>\n<p>The government <a href=\"https:\/\/www.thedp.com\/article\/2025\/10\/penn-white-house-compact-jameson-announcement\" target=\"_blank\" rel=\"noopener\">is promising<\/a> priority access to \u201csubstantial and meaningful federal grants\u201d and other benefits to universities that sign \u2014\u00a0including preferential treatment in federal research awards, invitations to White House events, and closer consultation with federal officials. Although the administration insists that it will not deny funds to non-signatories, it makes clear that those who sign would be first in line for these advantages. While this may seem tempting, Penn would face significant risks and moral qualms if our administrators chose to sign the compact.\n\t\t<\/p>\n<p>Many of the compact\u2019s demands directly contradict <a href=\"https:\/\/www.upenn.edu\/about\/university-values\" target=\"_blank\" rel=\"noopener\">Penn\u2019s commitment<\/a> to its core values, including \u201cfree expression and inquiry.\u201d The compact would require an unnecessarily strict definition of gender, a cap on international student enrollment, complete institutional neutrality, and the protection of \u201cconservative ideas.\u201d These positions lie plainly at odds with the principles of academic freedom and represent a deep government intrusion into higher education. We can\u2019t let <a href=\"https:\/\/www.thedp.com\/article\/2025\/07\/editorial-penn-descends-into-fascism\" target=\"_blank\" rel=\"noopener\">Penn descend into further fascism<\/a>.\n<\/p>\n<p>This compact isn\u2019t just bad policy. It\u2019s illegal \u2014 and Penn\u2019s own faculty <a href=\"https:\/\/www.thedp.com\/article\/2025\/10\/penn-professors-react-compact-trump-settlement\" target=\"_blank\" rel=\"noopener\">agrees<\/a>. The Trump administration is trying to wrap censorship under the guise of reform: Demanding that universities \u201cprotect conservative ideas\u201d in exchange for federal funding is a clear violation of free speech. A university that signs away its rights to think freely is no longer a university \u2014\u00a0it\u2019s a puppet of the state. If Penn signs this deal, we won\u2019t simply be giving in to the White House, we\u2019d be inviting the administration for dinner at College Hall. We also must ask ourselves: If Penn signs the compact, what other requirements could trickle down from the administration later on?\u00a0\n\t\t\t\t<\/p>\n<p>Harvard University\u2019s <a href=\"https:\/\/www.nytimes.com\/2025\/09\/03\/us\/harvard-trump-funding-ruling.html\" target=\"_blank\" rel=\"noopener\">legal victory<\/a> against the administration\u2019s research funding freeze demonstrates that Penn does, in fact, have the option to combat these demands instead of blindly caving to them. Earlier this summer, <a href=\"https:\/\/www.thedp.com\/article\/2025\/07\/penn-complies-education-department-demands-title-ix-resolution-trump\" target=\"_blank\" rel=\"noopener\">Penn agreed<\/a> to strip a former transgender athlete of her records in exchange for the restoration of $175 million of its funding. In doing so, the University failed to stand up for its values, instead prioritizing political appeasement. We cannot act with this same negligence moving forward.\n<\/p>\n<p>Some might argue that Penn should sign the compact \u2014 after all, it capitulated earlier this year, so why not do the same now? Given that Penn has already <a href=\"https:\/\/www.thedp.com\/article\/2024\/09\/penn-institutional-neutrality-statement-protests-announcement\" target=\"_blank\" rel=\"noopener\">committed to institutional neutrality<\/a>, is required by law to <a href=\"https:\/\/www.thedp.com\/article\/2023\/06\/penn-supreme-court-overturns-affirmative-action\" target=\"_blank\" rel=\"noopener\">reject affirmative action<\/a>, and admitted <a href=\"https:\/\/admissions.upenn.edu\/how-to-apply\/resources-programs\/incoming-class-profile\" target=\"_blank\" rel=\"noopener\">about 15% international students<\/a> to the Class of 2029, we already seem to align with many of the compact\u2019s demands. Would it really burden us to shift our definition of gender and freeze tuition for a few years? But the problem is simple: While we may already adhere to some tenets of 1968 Wharton graduate and President Donald Trump\u2019s agreement, it\u2019s never the government\u2019s place to tell our university how to run itself.\n\t<\/p>\n<p>If Penn resists, it runs the risk of positioning itself in an unfavorable spot with the government, which could affect future <a href=\"https:\/\/www.thedp.com\/article\/2025\/03\/penn-federal-funding-data-analysis-2024\" target=\"_blank\" rel=\"noopener\">federal funding that we depend on<\/a> for success. However, two wrongs do not make a right, and the University cannot continue bending the knee to this administration. We risk so much more by agreeing to the compact than by rejecting it.\n<\/p>\n<p>Penn was handpicked to consider this agreement because the Trump administration considers it one of the \u201c<a href=\"https:\/\/www.thedp.com\/article\/2025\/10\/penn-white-house-compact-funding-agreement-university-standards\" target=\"_blank\" rel=\"noopener\">good actors<\/a>\u201d among universities. But <a href=\"https:\/\/www.nytimes.com\/2025\/10\/10\/us\/mit-rejects-white-house-compact.html\" target=\"_blank\" rel=\"noopener\">our decision could set the tone<\/a> for our peer institutions. If we concede our power and sign the university and its views over to the government, we take another step towards a totalitarian regime and make it harder for other universities to stand up in protest when called on. We must defer to our founding values, not become a university beholden to Trump.\n<\/p>\n<p>By signing the compact, Penn would normalize conditional funding for ideological compliance, allowing future political administrations to impose new demands at will.\n<\/p>\n<p>As Penn President Larry Jameson acknowledged in an <a href=\"https:\/\/penntoday.upenn.edu\/announcements\/message-penn-community-0\" target=\"_blank\" rel=\"noopener\">email<\/a> to the Penn community, the University\u2019s response to the White House will \u201crely on a set of principles drawn from Penn\u2019s values and mission.\u201d Those values include <a href=\"https:\/\/catalog.upenn.edu\/faculty-handbook\/ii\/ii-a\/\" target=\"_blank\" rel=\"noopener\">academic freedom<\/a>, <a href=\"https:\/\/belonging.upenn.edu\/\" target=\"_blank\" rel=\"noopener\">inclusion<\/a>, and <a href=\"https:\/\/almanac.upenn.edu\/articles\/from-the-senate-office-resolution-on-academic-freedom-and-open-expression\" target=\"_blank\" rel=\"noopener\">scholarly autonomy<\/a>, all of which stand entirely at odds with the compact \u2014\u00a0and are values we must protect.\n<\/p>\n<p><strong>THE DAILY PENNSYLVANIAN EDITORIAL BOARD<\/strong> consists of senior staffers in the Opinion Department led by the DP\u2019s Editorial Board Chair Sangitha Aiyer.
