The move passed by a 5-2 vote.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>RELATED | <\/b><a href=\"https:\/\/www.news4jax.com\/news\/local\/2025\/08\/06\/we-should-at-least-look-duval-county-school-board-votes-to-seek-its-own-general-counsel-independent-from-coj\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.news4jax.com\/news\/local\/2025\/08\/06\/we-should-at-least-look-duval-county-school-board-votes-to-seek-its-own-general-counsel-independent-from-coj\/\"><b>\u2018We should at least look\u2019: Duval County School Board votes to seek its own general counsel independent from COJ<\/b><\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">It\u2019s called <a href=\"https:\/\/jaxcityc.legistar.com\/LegislationDetail.aspx?ID=7647490&amp;GUID=D8C3FB3D-54E4-46A1-B154-00BBE8BD2484\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/jaxcityc.legistar.com\/LegislationDetail.aspx?ID=7647490&amp;GUID=D8C3FB3D-54E4-46A1-B154-00BBE8BD2484\">Resolution 2025-0695<\/a>, and it supports Local Bill J-1. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A J-bill would allow the city charter to be changed at the state level instead of approval by Duval County voters.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Currently, the city\u2019s Office of General Counsel handles legal matters for all city agencies, including the school board. One of its responsibilities is hiring legal representation for the school board.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But back in August, Board Chair Charlotte Joyce said this arrangement is limiting the district\u2019s options.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cLooking at the quality of applicants and the number of applicants, we just didn\u2019t really have the depth that I felt like was needed for a large urban school district in Florida,\u201d Joyce said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The Board said it needs its own legal voice to better serve students and make decisions without relying on the city\u2019s legal opinions.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The push for change comes as the board struggles to replace its previous attorney, Ray Pool, who resigned in May.
