It also introduces more preenrollment requirements, such as income verification checks.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckxsf9f00093b6m3q2lnnm5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Centers for Medicare and Medicaid Services estimated last month between 725,000 and 1.8 million people could lose coverage due to the rule, but said the changes introduce new \u201c<a href=\"https:\/\/na01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cms.gov%2Fnewsroom%2Ffact-sheets%2F2025-marketplace-integrity-and-affordability-final-rule&amp;data=05%7C02%7CDevan.Cole%40cnn.com%7C676c3764825440fffe4708ddb8d6f347%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638869955522664423%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=WextLvSl6%2FNN5WPpwDxnKPZyiF5mS1JtUdBEH%2FIT0hk%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">safeguards<\/a>\u201d against improper enrollment and overspending.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckxsewo00073b6mqt2iu9ek@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The lawsuit, filed in federal court in Maryland, was brought by the cities of Chicago, Baltimore and Columbus, Ohio, as well as an association of doctors and a non-profit network of small businesses that rely on the Affordable Care Act marketplace.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckxsnxg000d3b6m8n8e9cbo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            They allege that several parts of the new rule violate the ACA and other federal laws, and say the administration ran afoul of federal rulemaking procedures when it created the new policies, including by failing to respond to public comments submitted as the rule was being finalized.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckxss0h000g3b6m9ccs74fb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cRather than reducing the cost of insurance for consumers, or increasing their enrollment rates and benefits, Defendants\u2019 new policies will cause at least 1.8 million Americans to lose coverage on the ACA\u2019s health insurance Exchanges in 2026 alone and will ultimately result in higher premiums in the long term and higher out-of-pocket costs for the remaining enrollees,\u201d attorneys for the plaintiffs wrote in the lawsuit.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckxswoz000j3b6mmk6uku53@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The plaintiffs, represented by attorneys with Democracy Forward, are asking the court to wipe away the parts of the new rule they\u2019re challenging.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckyabef00003b6nsxwb73ae@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A spokesperson for CMS\u2019s parent agency, the Department of Health and Human Services, defended the rule in a statement to CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcl1sphj00003b6n6cm0pjwf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe rule closes loopholes, strengthens oversight, and ensures taxpayer subsidies go to those who are truly eligible\u2014that\u2019s not controversial, it\u2019s common sense,\u201d the HHS spokesperson said. They added that the rule would lower premiums and it \u201cstrengthens, not weakens, access by making the system more stable, fair, and sustainable.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckxtjhb000m3b6m6ndf1ujw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Advocates for the Trump administration\u2019s rule changes say the ACA marketplace is rife with fraud because of expanded subsidies, or tax credits that keep Americans\u2019 monthly premiums low. Millions of people are enrolling in those low-cost plans even if their income makes them <a href=\"https:\/\/paragoninstitute.org\/newsletter\/paragons-impact-uncovering-massive-obamacare-subsidy-fraud\/\" target=\"_blank\" rel=\"nofollow noopener\">ineligible for heavily subsidized plans<\/a>, according to conservative think tank Paragon Health Institute.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckxto9o000p3b6m8lnbwaaf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Congress expanded those subsidies in 2021 during the Covid-19 pandemic, but the temporary tax credits are set to expire at the end of 2025. The beefed-up subsidies helped drive a <a href=\"https:\/\/www.cnn.com\/2025\/01\/08\/business\/obamacare-affordable-care-act-record-signups\" rel=\"nofollow noopener\" target=\"_blank\">record 24 million people<\/a> to sign up for coverage for 2025.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmckxu1p2000s3b6mcgbul4z3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The new rule is set to take effect in late August.
