{"id":318215,"date":"2025-10-20T09:29:11","date_gmt":"2025-10-20T09:29:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/318215\/"},"modified":"2025-10-20T09:29:11","modified_gmt":"2025-10-20T09:29:11","slug":"centrist-senator-rodrigo-paz-wins-bolivias-presidential-runoff","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/318215\/","title":{"rendered":"Centrist Senator Rodrigo Paz wins Bolivia&#8217;s presidential runoff"},"content":{"rendered":"<p>LA PAZ, Bolivia (AP) \u2014 Rodrigo Paz, a centrist senator who was never a nationally prominent figure until now, won Bolivia\u2019s presidential election on Sunday, preliminary results showed, galvanizing voters outraged by <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bolivia-elections-president-morales-bread-socialism-mas-subsidies-protests-fd1f696aa8036647f7d023a79c272c8a\" target=\"_blank\" rel=\"noopener\">the country\u2019s economic crisis<\/a> and frustrated after <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bolivia-election-mas-socialism-morales-df3b502d552e5b995d082dbdbb226c1d\" target=\"_blank\" rel=\"noopener\">20 years of rule<\/a> by the Movement Toward Socialism party.<\/p>\n<p>\u201cThe trend is irreversible,\u201d \u00d3scar Hassenteufel, the president of the Supreme Electoral Tribunal, said of Paz\u2019s lead over his rival, former <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/video\/after-years-of-socialism-bolivias-runoff-tests-its-shift-to-the-right-f62061acee1c48bbaf8d46f515e534e5\" target=\"_blank\" rel=\"noopener\">right-wing<\/a> President Jorge \u201cTuto\u201d Quiroga. <\/p>\n<p>Paz won 54% of the votes, early results showed, versus Quiroga\u2019s 45%.<\/p>\n<p>Paz took the podium Sunday night flanked by his wife, Mar\u00eda Helena Urquidi, and four adult children. The hotel ballroom in <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/bolivia\" target=\"_blank\" rel=\"noopener\">Bolivia\u2019s<\/a> capital of La Paz went wild, with people shouting his name and holding phones aloft. <\/p>\n<p>\u201cToday, Bolivia can be certain that this will be a government that will bring solutions,\u201d he told supporters. \u201cBolivia breathes winds of change and renewal to move forward.\u201d<\/p>\n<p>Shortly after the results came in, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/video\/bolivian-presidential-candidate-jorge-tuto-quiroga-concedes-election-defeat-68a2436c6e8e4172af5b8a89f7d6bcf1\" target=\"_blank\" rel=\"noopener\">Quiroga conceded to Paz<\/a>.<\/p>\n<p>\u201cI\u2019ve called Rodrigo Paz and wished him congratulations,\u201d he said in a somber speech, prompting jeers and cries of fraud from the audience. But <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bolivia-tuto-quiroga-rightwing-morales-us-elections-18be23a5a62d6f6870e274baeb1c8b97\" target=\"_blank\" rel=\"noopener\">Quiroga<\/a> urged calm, saying that a refusal to recognize the results would \u201cleave the country hanging.\u201d <\/p>\n<p>\u201cWe\u2019d just exacerbate the problems of people suffering from the crisis,\u201d he said. \u201cWe need a mature attitude right now.\u201d<\/p>\n<p>Paz and his popular running mate, ex-police Capt. Edman Lara, gained traction among working-class and rural voters disillusioned with the unbridled spending of the long-ruling Movement Toward Socialism, or MAS, party but wary of Quiroga\u2019s radical 180-degree turn away from its social protections.<\/p>\n<p>Quiroga\u2019s embrace of the International Monetary Fund \u2014 an organization that has long aroused political resentment in Bolivia \u2014 for a shock treatment package of the kind Bolivians came to know and fear in the 1990s also alienated more moderate voters.<\/p>\n<p>Paz\u2019s victory sets this South American nation of 12 million on a sharply uncertain path as he seeks to enact major change for the first time since the 2005 election of Evo Morales, the founder of MAS and Bolivia\u2019s first Indigenous president. <\/p>\n<p>Although Paz\u2019s Christian Democratic Party has the cushion of a slight majority in Congress, he\u2019ll still need to compromise to push through an ambitious overhaul.<\/p>\n<p>Paz plans to end Bolivia\u2019s fixed exchange rate, phase out generous fuel subsidies and reduce hefty public investment, redrawing much of the MAS economic model that dominated for two decades. But he says he\u2019ll maintain MAS-style benefits and take a gradual approach to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bolivia-presidential-candidate-paz-lara-morales-f0f1b02befea0e4376f8a47ab4feda5f\" target=\"_blank\" rel=\"noopener\">free-market reforms<\/a>, in hopes of avoiding a sharp recession or jump in inflation that would enrage the masses \u2014 as has happened before in Bolivia.<\/p>\n<p>Morales\u2019 effort to lift fuel subsidies in 2011 lasted less than a week as protests engulfed the country.<\/p>\n<p>Paz inherits an economy in shambles<\/p>\n<p>Paz\u2019s supporters erupted into raucous cheers and ran into the streets of La Paz, setting off fireworks and honking car horns. Crowds thronged a hotel downtown where Paz spoke, some shouting, \u201cThe people, united, will never be defeated!\u201d<\/p>\n<p>\u201cWe feel victorious,\u201d Roger Carrillo, a volunteer with Paz\u2019s party, said by phone from eastern Bolivia, where he was rallying a celebratory caravan. \u201cWe know there is work ahead of us but we just want to enjoy this moment.\u201d <\/p>\n<p>Behind the celebrations, Bolivia faces an uphill battle.<\/p>\n<p>Since 2023, the Andean nation has been <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bolivia-elections-president-morales-bread-socialism-mas-subsidies-protests-fd1f696aa8036647f7d023a79c272c8a\" target=\"_blank\" rel=\"noopener\">crippled by a shortage of U.S. dollars<\/a> that has locked Bolivians <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bolivia-economy-us-dollar-42f815800dd18eb0952590bb8b968cfd\" target=\"_blank\" rel=\"noopener\">out of their own savings<\/a> and hampered imports. Year-on-year <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bolivia-fuel-crisis-economy-arce-president-gas-b43cff9dcfebdca40d35aad6911f055f\" target=\"_blank\" rel=\"noopener\">inflation soared<\/a> to 23% last month, the highest rate since 1991. Fuel shortages paralyze the country, with motorists often waiting days in line to fill up their tanks.<\/p>\n<p>To make it through even his first months, Paz must replenish the country\u2019s meager foreign currency reserves and get fuel imports flowing.<\/p>\n<p>Vowing to avoid the IMF, Paz has pledged to scrape together the necessary cash by fighting corruption, reducing wasteful spending and restoring enough confidence in the country\u2019s currency to lure U.S. dollar savings out from under Bolivians\u2019 mattresses and into the banking system.<\/p>\n<p>But Paz\u2019s stated reluctance to slam on the fiscal brakes \u2014 with promises of cash handouts for the poor to cushion the blow of subsidy cuts \u2014 has led to criticism.<\/p>\n<p>\u201cIt\u2019s just so vague, I feel like he\u2019s saying these things to please voters when fiscally it doesn\u2019t add up,\u201d said 48-year-old Rodrigo Tribe\u00f1o, who voted for Quiroga on Sunday. \u201cWe needed a real change.\u201d<\/p>\n<p>An outsider with political experience<\/p>\n<p>Although Paz, the son of former President Jaime Paz Zamora, who was in office from 1989 to 1993, has spent more than two decades in politics as a lawmaker and mayor, he appeared in this race as a political unknown. The senator rose unexpectedly from the bottom of the polls to a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bolivia-elections-things-know-morales-leftist-politicians-d4a92da12189304ce763ad08656a0853\" target=\"_blank\" rel=\"noopener\">first-place finish in the August vote<\/a>.<\/p>\n<p>His party swept six of nine regional departments in the country, including the Andean highlands of western Bolivia and the large, coca-producing region of Cochabamba, winning over key swaths of Indigenous Aymara and working-class Bolivians that once comprised Morales\u2019 base. <\/p>\n<p>Paz\u2019s slogan of \u201ccapitalism for all\u201d appealed to many merchants and entrepreneurs who flourished in Morales\u2019 heyday but later chafed against his high taxes and regulation.<\/p>\n<p>Quiroga, by contrast, carried the wealthier eastern lowlands of Santa Cruz, known as the country\u2019s agricultural engine.<\/p>\n<p>\u201cThere\u2019s a very clear class difference. For Quiroga, you have people who\u2019ve been in politics and in the economic elite for a long time \u2014 businesspeople, agro-industrialists,\u201d said Ver\u00f3nica Rocha, a Bolivian political analyst. \u201cWith Paz, it\u2019s the opposite.\u201d<\/p>\n<p>An ex-cop shakes up the race<\/p>\n<p>The race looked to be a staid affair until Paz surprised everyone by picking Lara as his running mate. The charismatic young ex-policeman had zero political experience but gained fame on TikTok after being fired from the police for denouncing corruption in viral videos.<\/p>\n<p>Out of work, he sold second-hand clothes to get by and worked as a lawyer helping Bolivians come forward about corruption \u2014 a story that resonated with many former MAS supporters. <\/p>\n<p>Lara\u2019s fiery, populist promises of universal income for women and higher pensions for retirees frequently forced Paz into damage control, causing tension on the campaign trail. But for those who see Lara as divisive and hot-headed, there are plenty of Bolivians who say those traits connote authenticity in comparison to the other scripted, telegenic candidates.<\/p>\n<p>Lara struck an unusually conciliatory tone in his remarks after winning Sunday.<\/p>\n<p>\u201cIt\u2019s time to unite, it\u2019s time to reconcile,\u201d Lara told supporters after learning of his win, taking a more conciliatory tone than usual. \u201cPolitical divisions are over.\u201d<\/p>\n<p>Many Bolivians interviewed Sunday said they voted for Lara as if he were at the top of the ticket.<\/p>\n<p>\u201cLara is the one acting more like a president than Paz.
