Federal officials last week insisted it would be done with <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-15\/state-may-close-i-5-during-vance-visit-to-camp-pendleton\" target=\"_blank\" rel=\"noopener\">\u201call safety precautions in place\u201d<\/a> and said no public highways would be <a class=\"link\" href=\"https:\/\/www.marines.mil\/News\/Press-Releases\/Press-Release-Display\/Article\/4323899\/marines-showcase-amphibious-capabilities-for-marine-corps-250th-birthday\/\" target=\"_blank\" rel=\"noopener\">closed<\/a>. <\/p>\n<p>But California officials expressed fears about those live rounds being fired over Interstate 5, which runs between the beach where the \u201clanding\u201d was taking place and the rest of the sprawling military installation.<\/p>\n<p>Then, on Friday evening, the Marines did a test run without notifying state officials, firing artillery rounds over the I-5, according to the governor\u2019s office \u2014 all while motorists drove on the freeway. The California Department of Transportation captured the live fire on video.<\/p>\n<p>Early Saturday morning, Gov. Gavin Newsom <a class=\"link\" href=\"https:\/\/www.gov.ca.gov\/2025\/10\/18\/white-house-to-fire-explosive-artillery-over-major-roadway-in-southern-california-i-5-to-be-temporarily-shut-down-on-saturday-due-to-life-safety-risk\/\" target=\"_blank\" rel=\"noopener\">announced<\/a> the closure that day of a 17-mile stretch of the interstate \u2014 from just south of San Clemente to just north of Oceanside \u2014 during the event, which an estimated 15,000 attended and included a speech by Vice President JD Vance.<\/p>\n<p>Now, the California Highway Patrol is reporting that a cruiser parked on an onramp of Interstate 5 was hit by falling shrapnel after an artillery round exploded midair, far earlier than intended, forcing an early end to the artillery demonstration. Gavin Newsom\u2019s press office <a class=\"link\" href=\"https:\/\/x.com\/GovPressOffice\/status\/1978608530157371636\" target=\"_blank\">responded<\/a> to the report on social media, calling the idea \u201can absurd show of force.\u201d <\/p>\n<p>Late Wednesday night, the Marine Corps posted a statement on X saying it intended to hold a \u201clive-fire\u201d demonstration on Saturday at Camp Pendleton and that no public highways or transportation routes would be closed. <\/p>\n<p>\u201cAll training events will occur on approved training ranges and comport with established safety protocols,\u201d the <a class=\"link\" href=\"https:\/\/x.com\/USMC\/status\/1978685941729345722\/photo\/1\" target=\"_blank\">statement<\/a> said, adding that the White House would film the demonstration to be included in a national primetime broadcast for Nov. 9. <\/p>\n<p>            <img class=\"image\" alt=\"A Ukrainian serviceman carries a 155 mm artillery shell.\"   width=\"1200\" height=\"800\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/1760966658_706_\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>A Ukrainian soldier hefts a 155 mm artillery shell to be fired toward Russian front-line positions in Ukraine\u2019s Donetsk region on Jan. 23.<\/p>\n<p>(Evgeniy Maloletka \/ Associated Press)<\/p>\n<p>       Thursday<\/p>\n<p>The Marine Corps said no ordnance would be fired from a Navy ship to the shore. The demonstration would involve the firing of high explosive rounds from M777 Howitzers into designated ranges, the Marine Corps said. <\/p>\n<p>The M777 Howitzer, used by the Marine Corps since 2005, uses 155 mm artillery rounds, meaning that each round has a diameter of about 6.1 inches. Each round weighs around 100 pounds. <\/p>\n<p>An Associated Press <a class=\"link\" href=\"https:\/\/www.latimes.com\/world-nation\/story\/2023-04-24\/why-the-155-mm-round-is-so-critical-to-the-war-in-ukraine\" target=\"_blank\" rel=\"noopener\">story<\/a> about 155 mm howitzers describes the artillery weapon as one of the most-requested munitions in the war in Ukraine. Roxanna Ortiz \/ U.S. Marines)<\/p>\n<p>The rounds can be configured for different uses: They can be packed with highly explosive material, use precision guided systems, pierce armor or produce high fragmentation, the AP said. <\/p>\n<p>The M777 Howitzer generally has a <a class=\"link\" href=\"https:\/\/defenseinnovationmarketplace.dtic.mil\/wp-content\/uploads\/2018\/05\/2018_ATIP_7_10_LW155.pdf\" target=\"_blank\" rel=\"noopener\">range<\/a> of 15 miles to 25 miles.<\/p>\n<p>Newsom\u2019s office said that the Marine Corps on Thursday confirmed that the exercise would be conducted on training ranges, as is done routinely at the base, but not over Interstate 5. <\/p>\n<p>State officials had been weighing whether to close the freeway themselves \u2014 but by Thursday morning, amid the new assurances, they backed off of those plans. <\/p>\n<p>That afternoon, however, the federal government directed the cancellation of Amtrak and Metrolink train service along tracks that run parallel to Interstate 5 through Camp Pendleton, according to Newsom\u2019s office. <\/p>\n<p>Friday<\/p>\n<p>State officials observed the M777 Howitzers launch shells over Interstate 5 from Red Beach on Friday. <\/p>\n<p>           <video playsinline=\"playsinline\" loop=\"\" preload=\"none\" title=\"Camp Pendleton test fire on Friday, Oct. 17 (Credit: Caltrans)\" data-video-id=\"00000199-ff5d-dfc7-adbf-ffddd65b0000\">               <\/video>                 <img class=\"image\" alt=\"\"   width=\"473\" height=\"840\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/1760966660_275_\" decoding=\"async\" loading=\"lazy\"\/>                    <\/p>\n<p>A spokesperson for the Marines later said the firing was part of a dress rehearsal. <\/p>\n<p>\u201cM777 artillery pieces have historically been fired during routine training from land-based artillery firing points west of the I-5 into impact areas east of the interstate within existing safety protocols and without the need to close the route,\u201d the statement said. \u201cThis is an established and safe practice.\u201d<\/p>\n<p>The state also received a request late Friday from the event organizers that electronic bulletin boards along Interstate 5 read: \u201cOverheard fire in progress,\u201d the governor\u2019s office said. (The wording actually seen on Saturday said, \u201cLive weapons over freeway.\u201d)<\/p>\n<p>CHP Border Division Chief Tony Coronado later said in a statement that \u201cit is highly uncommon for any live-fire or explosive training activity to occur over an active freeway.\u201d <\/p>\n<p>\u201cAs a Marine myself, I have tremendous respect for our military partners, but my foremost responsibility is ensuring the safety of the people of California and the officers who protect them,\u201d Coronado said. <\/p>\n<p>The CHP is not aware of live fire occurring over Interstate 5 in the past, a spokesperson said. <\/p>\n<p>Late Friday night, referring to a report that the military did, in fact, plan to fire live artillery over Interstate 5 after all, Newsom on X called the plans \u201ca profoundly absurd show of force that could put Californians directly in harm\u2019s away.\u201d <\/p>\n<p>           <video playsinline=\"playsinline\" loop=\"\" preload=\"none\" title=\"Shrapnel fell onto CHP vehicle during U.S. military live-fire exercise over I-5\" data-video-id=\"00000199-fefb-dfc7-adbf-fefff2f20000\">               <\/video>                 <img class=\"image\" alt=\"\"   width=\"473\" height=\"840\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/1760966662_839_\" decoding=\"async\" loading=\"lazy\"\/>             <\/p>\n<ul data-element=\"action-bar-menu\" class=\"flex gap-2 list-none  absolute w-full h-10 top-0\">\n<li data-element=\"action-bar-share\" class=\"flex  w-full h-10 top-0 lg:items-center lg:justify-center \">\n<p> Share via     Close extra sharing options  <\/p>\n<\/li>\n<\/ul>\n<p>                Saturday<\/p>\n<p>Newsom\u2019s office issued a statement early Saturday saying that state officials were informed by federal authorities that live-fire activities would occur at 1:30 p.m. <\/p>\n<p>Newsom\u2019s office and Caltrans announced that morning there would be a closure of a 17-mile stretch of Interstate 5 during the demonstration \u201cdue to safety concerns.\u201d <\/p>\n<p>Although the closure was brief, it led to jammed freeways, stretching the travel time between L.A. to San Diego to three hours, an hour longer than is typical. <\/p>\n<p>\u201cFiring live rounds over a busy highway isn\u2019t just wrong \u2014 it\u2019s dangerous,\u201d Newsom said in a news release issued just after 7 a.m.<\/p>\n<p>The White House\u2019s Rapid Response Team on X criticized Newsom for closing the 5 Freeway. \u201cNot only did nobody at the White House or the Marines ask him to do so, the Marines repeatedly said there are no public safety concerns with today\u2019s exercises,\u201d <a class=\"link\" href=\"https:\/\/x.com\/RapidResponse47\/status\/1979610379253858482\" target=\"_blank\">said<\/a> the post, which went up just after 11 a.m. <\/p>\n<p>At 12:51 p.m., a California Highway Patrol protective services detail escorted Vance to the Camp Pendleton event. After Vance arrived, the detail was ordered to wait at the Las Pulgas Road on-ramp to the southbound Interstate 5. <\/p>\n<p>The CHP stopped I-5 traffic from just south of San Clemente to just north of Oceanside around 1:15 p.m.<\/p>\n<p>At 1:46 p.m., an artillery round from the M777 Howitzer was launched from White\u2019s Beach northward, according to a CHP incident report obtained by the Los Angeles Times. The shrapnel that struck the patrol vehicle was about 2 inches by 2\u00bd inches. The shrapnel left what was described as a \u201csmall dent\/scratch\u201d on the vehicle\u2019s hood.<\/p>\n<p>A CHP motorcycle officer heard debris falling on his motorcycle and an area around 3 feet from him, and later found a piece of shrapnel about an inch in length and half an inch wide near the motorcycle. The motorcycle was not damaged. <\/p>\n<p>No one was injured.<\/p>\n<p>A live video feed of the demonstration showed Vance observing the demonstration with a view overlooking the shoreline. At one point, a rat-a-tat-tat could be <a class=\"link\" href=\"https:\/\/youtu.be\/MKIG1TxiT_w?si=Lk8lU7rdjJK7vec-&amp;t=1095\" target=\"_blank\" rel=\"noopener\">heard<\/a> on the microphone, and an announcer said, \u201cThuuunderrrr. The guns recoil. The earth shakes and 1-5-5 mm shell tears through the air. &#8230; Steel rain inbound.\u201d <\/p>\n<p>After a few more words, though, the announcer largely fell silent. <\/p>\n<p>The CHP incident report said the Marines originally planned for about 60 artillery rounds to be fired over a period of five minutes, from 1:46 p.m. to 1:51 p.m.<\/p>\n<p>But after the artillery round exploded earlier than intended, raining debris down on the CHP, \u201cthe exercise was terminated and no additional munitions were fired,\u201d the incident report said. <\/p>\n<p>In a statement to The Times, Capt. Gregory Dreibelbis, spokesperson for the First Marine Expeditionary Force, said the Marines had launched an investigation based on the report of the possible airborne detonation of a 155 mm artillery round outside the designated impact area. <\/p>\n<p>\u201cThe demonstration went through a rigorous safety evaluation, and deliberate layers of redundancy, to ensure the safety of fellow citizens,\u201d the statement said. \u201cWe are committed to determining the incident\u2019s root cause and applying findings to future missions.\u201d<\/p>\n<p>Dreibelbis said Marines fire artillery at Camp Pendleton nearly every week. He said systems such as the M777 \u201care designed to fire over the heads of friendly forces to achieve effects on our adversary. We trust this system with our lives,\u201d and that \u201cMarines have safely and effectively employed this system in combat operations, such as in Syria.\u201d<\/p>\n<p>Newsom on <a class=\"link\" href=\"https:\/\/x.com\/GavinNewsom\/status\/1980042039095173593\" target=\"_blank\">X<\/a> accused President Trump and Vance of putting \u201clives at risk to put on a show.\u201d <\/p>\n<p>\u201cThis could have killed someone,\u201d he <a class=\"link\" href=\"https:\/\/x.com\/GavinNewsom\/status\/1980084006080401810\" target=\"_blank\">said<\/a>.<\/p>\n<p>The Marines said in a statement obtained by Fox News that it was looking into what happened.<\/p>\n<p>\u201cThe demonstration went through a rigorous safety evaluation, and deliberate layers of redundancy, to ensure the safety of fellow citizens. Following established safety protocols, firing was suspended. No injuries occurred, and the demonstration concluded as scheduled,\u201d the Marine Expeditionary Force Communication Strategy and Operations team said. \u201cAn investigation has been initiated.
