{"id":319931,"date":"2025-10-21T01:13:10","date_gmt":"2025-10-21T01:13:10","guid":{"rendered":"https:\/\/www.europesays.com\/us\/319931\/"},"modified":"2025-10-21T01:13:10","modified_gmt":"2025-10-21T01:13:10","slug":"jacksonville-ethics-office-approves-kha-ceos-for-profit-business-venture-with-conditions-action-news-jax","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/319931\/","title":{"rendered":"Jacksonville Ethics Office approves KHA CEO\u2019s for-profit business venture with conditions \u2013 Action News Jax"},"content":{"rendered":"<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">JACKSONVILLE, Fla. \u2014 Action News Jax has learned the City of Jacksonville\u2019s Ethics Office and Office of General Counsel have reviewed and approved a disclosure form for secondary employment submitted by the CEO of the city\u2019s Kids Hope Alliance, with conditions.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">There had been a question whether CEO Saralyn Grass might have a conflict of interest due to her private for-profit company founded with her husband.<\/p>\n<p><a href=\"https:\/\/www.actionnewsjax.com\/live-breaking\/\" rel=\"noopener\" title=\"https:\/\/www.actionnewsjax.com\/live-breaking\/\" target=\"_blank\"><b>&gt;&gt;&gt; STREAM ACTION NEWS JAX LIVE <\/b><\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">But the Ethics office, and the OGC, determined there are no conflicts of state or local ethics law under a \u201cself-imposed restriction\u201d that neither Grass or her husband will offer services getting funding from the City of Jacksonville.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">The Ethics office said in part:<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">\u201cDr. Grass and her husband have agreed they will not accept or provide services to any clients (1) that are receiving or applying for any funding from the City of Jacksonville and (2) on matters\/cases related to the City of Jacksonville. They have included this restriction on the website for Verdant Synergies.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">The Kids Hope Alliance (KHA) is the city agency responsible for distributing tens of millions of dollars in grants for youth programs in Jacksonville. KHA has a previously scheduled board meeting set for Wednesday, where she will be under scrutiny.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">According to the agenda, board members are expected to discuss both \u201cexpectations and evaluation\u201d of Grass.<\/p>\n<p><b>Ethics review sparked by business dealings<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\"><a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/kids-hope-alliance-ceos-dual-roles-raise-questions-about-conflict-interest\/UZRLHKZXLJEHVOJJRVSFN5KEWY\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/kids-hope-alliance-ceos-dual-roles-raise-questions-about-conflict-interest\/UZRLHKZXLJEHVOJJRVSFN5KEWY\/\"><b>Action News Jax first uncovered two weeks ago<\/b><\/a> that Grass had failed to file mandatory secondary employment paperwork after forming a business with her husband. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">That business arrangement raised potential conflict of interest concerns, <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/kids-hope-alliance-ceo-removes-name-consulting-website-after-action-news-jax-investigation\/KCEXSLVVEFHRVNCQMXEAWXYBHQ\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/kids-hope-alliance-ceo-removes-name-consulting-website-after-action-news-jax-investigation\/KCEXSLVVEFHRVNCQMXEAWXYBHQ\/\"><b>triggering an ethics review<\/b><\/a> by the city\u2019s Office of Ethics and General Counsel, which remains ongoing.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\"><b>[DOWNLOAD: <\/b><a href=\"https:\/\/www.actionnewsjax.com\/mobile-apps\/\" target=\"_blank\" title=\"\" rel=\"noopener\"><b>Free Action News Jax app for alerts as news breaks<\/b><\/a><b>]<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Further, Grass came under fire for not notifying the board about a recent Office of Inspector General investigation into the agency. This has fueled concern about communication lapses and leadership accountability.<\/p>\n<p><b>\u201cWhere does that money go?\u201d<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">City leaders are also requesting more oversight into KHA\u2019s financial practices.
