{"id":325236,"date":"2025-10-23T01:22:12","date_gmt":"2025-10-23T01:22:12","guid":{"rendered":"https:\/\/www.europesays.com\/us\/325236\/"},"modified":"2025-10-23T01:22:12","modified_gmt":"2025-10-23T01:22:12","slug":"dei-related-language-removed-from-tarrant-water-agencys-contract-policy","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/325236\/","title":{"rendered":"DEI-related language removed from Tarrant water agency\u2019s contract policy"},"content":{"rendered":"<p>Tarrant water officials revised the agency\u2019s policy on hiring small and minority-owned businesses to cooperate with federal executive orders.\u00a0<\/p>\n<p>Tarrant Regional Water District board members unanimously approved the updated policy during an Oct. 21 meeting.\u00a0<\/p>\n<p>The changes to the district\u2019s <a href=\"https:\/\/www.trwd.com\/wp-content\/uploads\/2025\/10\/TRWD-October-2025-Board-Agenda-Packet.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Fair Opportunities Purchasing and Contracting policy <\/a>includes cutting all mentions of diverse businesses. The water district defines these contractors as minority- and women-owned, socially or economically disadvantaged, small, service disabled or historically underutilized, according to board meeting documents.<\/p>\n<p>The revised policy comes in response to executive orders issued under the Trump administration and the U.S. Department of Justice, including federal funding cuts to diversity, equity and inclusion programs, water agency\u2019s attorney Stephen Tatum said in a statement.\u00a0<\/p>\n<p>Funding could be revoked from agencies or others if they\u2019re found to <a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-releases-guidance-recipients-federal-funding-regarding-unlawful\" rel=\"nofollow noopener\" target=\"_blank\">violate executive orders<\/a>, federal officials have warned.\u00a0<\/p>\n<p>The change will affect some of the water district\u2019s contracts that require reporting on companies certified by the Minority or Women-Owned Business Enterprise, Tatum said.<\/p>\n<p>The water district\u2019s policy is intended to promote \u201cfull and equal\u201d opportunities for businesses contracted by the water district for its operations and projects, such as the <a href=\"https:\/\/www.trwd.com\/resource\/ipl-project\/\" rel=\"nofollow noopener\" target=\"_blank\">$2.3 billion Integrated Water Pipeline project<\/a>, a transmission line that moves water from east Texas reservoirs to Dallas-Fort Worth water suppliers.\u00a0<\/p>\n<p>The revision also eliminates the water district\u2019s protocol prohibiting discrimination based on sexual orientation and gender identity. Additions to the policy mandate that the water district is forbidden to exercise prejudice on \u201cany other basis prohibited by law.\u201d<\/p>\n<p>Also eliminated from the text is the water district\u2019s recognition of diverse business certifications such as the Texas Unified Certification Program and those issued by the Small Business Administration.<\/p>\n<p>The removal of the language follows a series of North Texas cities, including <a href=\"https:\/\/fortworthreport.org\/2025\/08\/06\/fort-worth-suspends-dei-initiatives-to-comply-with-trump-orders-creates-small-business-program\/\" rel=\"nofollow noopener\" target=\"_blank\">Fort Worth<\/a> and <a href=\"https:\/\/fortworthreport.org\/2025\/09\/17\/arlington-city-council-changes-business-program-to-comply-with-federal-anti-dei-directives\/\" rel=\"nofollow noopener\" target=\"_blank\">Arlington<\/a>, who\u2019ve moved to alter or suspend diversity, equity and inclusion initiatives as the Trump administration vows to cut DEI programs from government spending.<\/p>\n<p>Nicole Lopez is the environment reporter for the Fort Worth Report.
