County jails to be equipped with body-worn cameras"},"content":{"rendered":"\n<p>Los Angeles County\u2019s jails are set to be under the watch of thousands of new digital eyes.<\/p>\n<p>The L.A. County Sheriff\u2019s Department has purchased 4,641 body-worn cameras for deputies to wear in the facilities, which have seen a spike in inmate deaths this year.<\/p>\n<p>The department has also reached an agreement to implement the technology with the labor unions that represent its employees, according to <a class=\"link\" href=\"https:\/\/assets-us-01.kc-usercontent.com\/0234f496-d2b7-00b6-17a4-b43e949b70a2\/6d6b3d51-27cb-4af3-8a11-a7e4b58a0587\/Thirteenth%20Report%20Back%20on%20Implementing%20Body-Worn%20Cameras%20In%20Los%20Angeles%20County.pdf\" target=\"_blank\" rel=\"noopener\">a recent report<\/a> by the office of Inspector General Max Huntsman.<\/p>\n<p>The rollout of the cameras began Oct. 1 at the Twin Towers Correctional Facility, Men\u2019s Central Jail, Inmate Reception Center, and the Century Regional Detention Facility, the department said.<\/p>\n<p>\u201cThe use of body worn cameras will help to improve officer safety, evidence quality, transparency, and accountability,\u201d the department said in a statement Thursday, adding that body-worn and CCTV cameras \u201cwill be impactful for investigations, thus enhancing transparency and accountability.\u201d<\/p>\n<p>Advocates and oversight officials hailed the arrival of the cameras as a positive development, but said questions remain about whether they will be  used effectively.<\/p>\n<p>Huntsman said body-worn cameras add a level of accountability beyond that provided by the jails\u2019 existing CCTV systems by capturing audio, showing angles that fixed cameras can\u2019t capture and creating new evidence to support or disprove claims of misconduct and other wrongdoing.<\/p>\n<p>\u201cI think the challenge will be getting them trained up on it, making sure they turn them on,\u201d he said.<\/p>\n<p>Problems with body-worn cameras remain, even when they are charged and running, Huntsman said. For instance, someone needs to actually watch the video they record in order for it to be beneficial.<\/p>\n<p>\u201cI think it\u2019s a good incremental improvement,\u201d he said. \u201cAgain, it\u2019s overshadowed by the fact that we have and we have had extensive camera coverage of the jails but nobody watches them in real time.\u201d<\/p>\n<p>Peter Eliasberg, chief counsel for the American Civil Liberties Union of Southern California, agreed, adding that the Sheriff\u2019s Department has a history of not thoroughly reviewing video and failing to hold deputies accountable for improper use of force and other wrongdoing \u2014 even when it\u2019s caught on camera.<\/p>\n<p>As an example, he pointed to <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2023-06-03\/video-shows-deputy-slam-handcuffed-inmate-into-concrete-wall-at-mens-central-jail\" target=\"_blank\" rel=\"noopener\">a 2022 incident<\/a> at Men\u2019s Central Jail that was recorded by a stationary CCTV camera. A short, silent video clip shows deputies slamming an inmate\u2019s head into a concrete wall near his cell, seemingly without provocation, leaving him with a deep, 3-inch-long wound in bloody pictures taken afterward.<\/p>\n<p>\u201cUnless you have a department that is willing to objectively look at what\u2019s happening and say, \u2018That\u2019s not OK, it\u2019s out of policy\u2019 \u2026 having more videos is not going to help,\u201d he said.<\/p>\n<p>Although two states and a number of other local jurisdictions across the country require body cams in jails, L.A. County has long resisted adopting the technology. <\/p>\n<p>The cameras are being rolled out at a time when the county\u2019s jails are under intense scrutiny.<\/p>\n<p>Last month, state Atty. Gen. Rob Bonta <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-08\/california-bonta-lawsuit-los-angeles-county-jails\" target=\"_blank\" rel=\"noopener\">announced that<\/a> the California Department of Justice was suing the county, the Sheriff\u2019s Department and Sheriff Robert Luna over what he described as dangerously poor conditions inside the county\u2019s jails. Rats and cockroaches are common, and clean water and edible food are difficult to come by, he said.<\/p>\n<p>But perhaps most concerning, Bonta said in a news conference announcing the lawsuit, inmates are dying in record numbers. Men\u2019s Central Jail is on track as of last month to see its most in-custody deaths in a single year in at least two decades. This year, there have been 40 deaths, including by overdose, homicide, suicide and  natural causes.<\/p>\n<p>Body-worn cameras alone won\u2019t eliminate violence and other issues in the troubled facilities, Eliasberg said.<\/p>\n<p>\u201cIf people think this is some kind of major sea change in improving accountability at least in the jails, the answer is no \u2014 if the department refuses to do their job and objectively review use-of-force incidents,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"Los Angeles County\u2019s jails are set to be under the watch of thousands of new digital eyes.
