Hardly surprising, when you consider New York City is <a href=\"https:\/\/www.osc.ny.gov\/files\/reports\/osdc\/pdf\/report-17-2024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">one of the most expensive cities<\/a> in the world.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cIt&#8217;s also the wealthiest city in the wealthiest country in the history of the world, and yet, one in four New Yorkers are living in poverty, and the rest are seemingly trapped in a state of anxiety,\u201d Mamdani said during a Meet the Press appearance on Sunday. \u201cWe&#8217;ve seen that this is a city that needs to be affordable for the people who build it every day. Our focus was on exactly that, and by keeping that focus on an economic agenda, we showed New Yorkers that this could be more than just a museum of what [it] once was.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Mamdani\u2014who will face off against incumbent Mayor Eric Adams, who is running as an Independent\u2014has <a href=\"https:\/\/x.com\/zohrankmamdani\/status\/1935889369165873512?s=46\" rel=\"nofollow\">argued in his campaign videos<\/a> that his housing-focused policies \u201ccould be the difference between you having to move to Jersey City and getting to stay in the five boroughs.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Rachel Fee, executive director of the New York Housing Conference (NYHC), says that Mamdani\u2019s popularity is a testament to how New Yorkers, especially working class New Yorkers, are struggling with rising prices.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cNew Yorkers are fed up with sky-high rents and lack of housing choice. And home ownership these days seems like a dream to achieve in another state,\u201d says Fee. \u201cIt deserves the focus of the next Mayor. Rent Guidelines Board on Monday voted for a 4.5% increase for two-year leases and a 3% hike for one-year leases.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">The Rent Guidelines Board, which sets the annual rent adjustments for rent-stabilized apartments, is appointed by the Mayor, and Mamdani has said he would only appoint members of the board who will work with him to freeze the rent. Roughly 70% of New York City residents are renters, and around half of them live in rent-stabilized apartments, <a href=\"https:\/\/comptroller.nyc.gov\/reports\/spotlight-new-york-citys-rental-housing-market\/#:~:text=This%20income%20level%20is%20nearly%20double%20the,half%20of%20them%20living%20in%20rent%2Dregulated%20apartments.\" rel=\"nofollow noopener\" target=\"_blank\">according to 2024 data from the NYC Comptroller<\/a>, and so these price decisions affect many.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">New York City\u2019s Mayor Adams <a href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/474-25\/mayor-adams-on-rent-guidelines-board-final-vote\" rel=\"nofollow noopener\" target=\"_blank\">released a statement<\/a> stating he was disappointed in the board for not adopting \u201cthe lowest increase possible\u201d in rent, as he requested. But he also argued that calls to \u201cfreeze the rent\u201d amount to \u201cbad policy,\u201d saying it\u2019s \u201cshort-sighted and only puts tenants in harm\u2019s way.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Mamdani has cited former NYC Mayor Bill de Blasio in his pledge to \u201cimmediately\u201d freeze the rent, stating that the former Mayor \u201cactually did this three times\u201d during his tenure\u2014in 2015, 2016, and 2020.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">The mayoral hopeful has also said he will advocate to expand rent stabilization in Albany, the capital city of New York State.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\"><strong>Read More<\/strong>: <a href=\"https:\/\/time.com\/7299415\/zohran-mamdani-trump-arrest-threat\/\" rel=\"nofollow noopener\" target=\"_blank\">\u2018We Will Not Accept This Intimidation\u2019: Zohran Mamdani Responds to Trump\u2019s Arrest Threat<\/a><\/p>\n<p><strong>A recommitment to public housing and building affordable housing<\/strong><\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Mamdani has pledged a recommitment to public housing, saying he\u2019ll \u201cdouble the money we\u2019re spending to preserve public housing, and fully fund and staff our city\u2019s housing agencies so we can actually get the work done.\u201d<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Meanwhile, housing experts have argued that a large part of the crisis, both in New York City and nationally, is the lack of supply for affordable housing<strong>. <\/strong>There are many reasons for this, including that the annual turnover rate for New York City rental units is 41% lower than the national average, due to limited mobility, overcrowding, and outmigration, <a href=\"https:\/\/cbcny.org\/building-crisis\" rel=\"nofollow noopener\" target=\"_blank\">according to the Citizens Budget Commission (CBC)<\/a>.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Mamdani plans to address housing shortages by constructing 200,000 new units over the next 10 years. He says these units will be \u201cpermanently affordable, union-built, rent-stabilized homes.\u201d He has pledged $100 billion to this effort, funded by his plan to tax the top 1% of New Yorkers to help pay for his ambitious efforts, through city municipal bonds and by activating city-owned land. He hopes to increase zoning for residential buildings and massively increase public spending of housing.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Between 2010 and 2020, New York City added just over 185,000 multi-family units in buildings with four or more homes, according to the <a href=\"https:\/\/furmancenter.org\/news\/press-release\/new-york-built-185000-units-of-multifamily-housing-from-2010-2020\" rel=\"nofollow noopener\" target=\"_blank\">NYU Furman Center<\/a>, and only about 30% of those were affordable to low-income households.\u00a0<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Mamdani has also he is looking to expand other affordable housing efforts including the NYC Department of Housing Preservation and Development\u2019s (HPD) <a href=\"https:\/\/www.nyc.gov\/assets\/hpd\/downloads\/pdfs\/services\/snh-sara-term-sheet.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Senior Affordable Rental Apartments<\/a>, which produces 100% affordable low-income housing for seniors and HPD\u2019s <a href=\"https:\/\/www.nyc.gov\/assets\/hpd\/downloads\/pdfs\/services\/ella-term-sheet-hpd.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Extremely Low and Low-Income Affordability<\/a>, which produces 100% affordable housing for families who earn less than $72,000 for a family of four. He\u2019s also keen to build upon the New York City Human Resources Administration\u2019s Master Lease Program, which helps create subsidized housing for families at risk of eviction.\u00a0<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">According to Fee, many of these issues have already been in the works with the city of New York, but Mamdani\u2019s focus hopes to scale them up.\u00a0<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">But \u201cthe Mayor cannot do it alone,\u201d Fee says, adding there will need to be \u201csome smart politics and some coalition building\u201d at the City Council and in the state\u2019s capital of Albany to change zoning, public spending, and allocate funds to these initiatives. Fee also says neglecting the potential of the private sector to help fund these efforts would be a \u201cmistake.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cThese are things that the city government has been doing, and I think he wants to bring some of them to scale.
