The money was meant to pay their surrogates throughout the pregnancy journey.<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Side has not been held criminally responsible for stealing the funds, as alleged in an ongoing civil case, but earlier this year, a Harris County judge ordered more than $1 million be paid to families who lost money and sued.<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">New records obtained by KPRC 2 News reveal Washington is taking enforcement action against SEAM after two consumers in that state reported losing more than $171,000 as part of the alleged scheme. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">The <a href=\"https:\/\/dfi.wa.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/dfi.wa.gov\/\">Washington State Department of Financial Institutions<\/a>\u2019 Division of Consumer Services, a regulatory agency, found that SEAM didn\u2019t distribute the money to the surrogates and didn\u2019t refund any of the money to the Washington state consumers.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Side and SEAM were never licensed to conduct business as an escrow agent in Washington state, according to the records.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The agency is still investigating, but in a statement of charges filed in late September, state investigators indicated intent to order that would require SEAM and Side to: <\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Cease and desist performing escrow services in Washington until being licensed, or meet an exclusion from the licensing requirements<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Block Side from any work with an escrow company in Washington for 10 years<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Refund all money to the Washington state victims<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Pay a fine of at least $217,900<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Pay an investigation fee of at least $1,856.25<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Maintain records involving Washington state escrow transactions for six years <\/p>\n<\/li>\n<\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The document indicates SEAM and Side can respond to and contest the charges at an administrative hearing, which can be requested within 20 days from the date the statement of charges is mailed out.<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">A federal investigation of SEAM and Side appears to be ongoing, as the FBI continues to seek information from victims through an <a href=\"https:\/\/forms.fbi.gov\/victims\/seam\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/forms.fbi.gov\/victims\/seam\">online form<\/a>.<\/p>\n<p>Copyright 2025 by KPRC Click2Houston &#8211;
