{"id":33317,"date":"2025-07-02T19:03:20","date_gmt":"2025-07-02T19:03:20","guid":{"rendered":"https:\/\/www.europesays.com\/us\/33317\/"},"modified":"2025-07-02T19:03:20","modified_gmt":"2025-07-02T19:03:20","slug":"jacksonville-bold-for-7-2-25-musical-chairs","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/33317\/","title":{"rendered":"Jacksonville Bold for 7.2.25: Musical Chairs"},"content":{"rendered":"<p style=\"text-align: justify;\">Jacksonville City Council President <strong>Kevin Carrico<\/strong> was as good as his word, picking first-term elected officials for Council Committees.<\/p>\n<p style=\"text-align: justify;\">One of them will be particularly important to Mayor <strong>Donna Deegan<\/strong> next month as budget deliberations begin: Finance Chair <strong>Raul Arias<\/strong>.<\/p>\n<p style=\"text-align: justify;\">The Southside Republican is joining a panel with five others from his party (VP <strong>Nick Howland<\/strong>, former President <strong>Ron Salem, Rory<\/strong> <strong>Diamond<\/strong>, <strong>Joe Carlucci<\/strong> and <strong>Will Lahnen<\/strong>) and one Democrat, <strong>Ju\u2019Coby Pittman<\/strong>.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/07\/COMMITTEE-JACKSONVILLE.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-745954 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/COMMITTEE-JACKSONVILLE-640x741.jpg\" alt=\"\" width=\"640\" height=\"741\"  \/><\/a>New GOP-led Council Committees set the stage for a budget battle with Mayor Donna Deegan.<\/p>\n<p style=\"text-align: justify;\">In other words, expect August to be must-see TV, assuming your cable provider carries the City Hall feed.<\/p>\n<p style=\"text-align: justify;\">With Deegan in her third year, expect adversarial treatment in the August hearings.<\/p>\n<p style=\"text-align: justify;\">Howland, Salem, and Diamond have been her harshest critics on the Council, and at least two of these men are looking for higher office \u2014 perhaps the mayoralty itself.<\/p>\n<p style=\"text-align: justify;\">With the city facing a fiscal crunch, expect so-called DEI initiatives to come under scrutiny.<\/p>\n<p style=\"text-align: justify;\">Of course, Finance isn\u2019t the only fruit in the produce section.<\/p>\n<p style=\"text-align: justify;\">The most true-blue small-c conservative on the Council, <strong>Mike<\/strong> <strong>Gay<\/strong>, will chair the Neighborhoods Committee and will enjoy a 6-1 GOP advantage there as well.<\/p>\n<p style=\"text-align: justify;\"><strong>Joe <\/strong><strong>Carlucci<\/strong>\u2019s steady hand will guide the all-important Land Use and Zoning committee, giving the San Marco Republican a significant say in development. A 5-2 GOP majority will also be in place.<\/p>\n<p style=\"text-align: justify;\"><strong>Chris Miller <\/strong>chairs a Rules Committee that, incredibly enough, will have no Democrats.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, though Republican <strong>Will Lahnen <\/strong>chairs Transportation, Energy and Utilities, that committee will be the only one with a Democratic majority. However, it is not a historically prestigious committee, and the most significant issues the Council faces will be addressed elsewhere.<\/p>\n<p style=\"text-align: justify;\"><strong>Blanding boom<\/strong><\/p>\n<p style=\"text-align: justify;\">More details are emerging about the 2,000 illegal immigrants to be held at Camp Blanding later this month, a companion effort to the \u201cAlligator Alcatraz\u201d in South Florida.<\/p>\n<p style=\"text-align: justify;\">And Gov. <strong>Ron DeSantis<\/strong> says Cecil Field will play a role in immigration enforcement, including deportation.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/07\/camp_blanding.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745956 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/camp_blanding-640x360.jpg\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>Camp Blanding to house 2,000 immigrants, with nearby Cecil Field used for deportation flights.<\/p>\n<p style=\"text-align: justify;\">\u201cThe big jets, we probably would have to take up to Cecil Field, which is not that far away from there. He also chaired the Florida Elections Commission.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/01\/primrose.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-714576 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/primrose-640x443.jpg\" alt=\"\" width=\"640\" height=\"443\"  \/><\/a>Former DeSantis aide Nick Primrose reappointed to the St. Johns River State College Board.<\/p>\n<p style=\"text-align: justify;\">Primrose ran for the state House last year, and while he ultimately didn\u2019t make it out of the HD 18 Primary, he continues to do substantial work on several fronts.<\/p>\n<p style=\"text-align: justify;\">The Senate will have to reconfirm his reappointment, but that\u2019s pro forma in this case.<\/p>\n<p style=\"text-align: justify;\"><strong>Golden Chief<\/strong><\/p>\n<p style=\"text-align: justify;\">Jacksonville has a new leader of the Fire and Rescue Department, along with a new second-in-command.<\/p>\n<p style=\"text-align: justify;\"><strong>Percy Golden II <\/strong>has been appointed Chief of the Jacksonville Fire and Rescue Department (JFRD). <strong>Jake Blanton <\/strong>was named as the new Deputy Chief of JFRD. Both have extensive experience in the department.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/07\/Percy-Golden-II.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745958 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/Percy-Golden-II-640x360.jpg\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>Percy Golden II was named Chief of the JFRD. Image via the City of Jacksonville.<\/p>\n<p style=\"text-align: justify;\">Jacksonville Mayor <strong>Donna Deegan<\/strong> announced the appointments this week.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s with great pride that I\u2019m appointing Percy Golden II to be the next Chief of JFRD,\u201d said Deegan. \u201cHe will bring creative and innovative thinking, a strong focus on JFRD\u2019s young workforce, and a deep love for Jacksonville to the role. I\u2019m excited to work with him and ensure JFRD continues to be the best fire department in the country.\u201d<\/p>\n<p style=\"text-align: justify;\">Percy was Deputy Chief of the Emergency Preparedness Division before being named to the top slot. He\u2019s a 21-year veteran of the JFRD. Blanton has 30 years of service in the department and was Rescue Division Chief before being appointed to the Deputy Chief position.<\/p>\n<p style=\"text-align: justify;\">There were 17 candidates reviewed for the Chief\u2019s position and that was narrowed down to five finalists. The process took six weeks before the final decision was made to go with Golden.<\/p>\n<p style=\"text-align: justify;\">\u201cI want to express my heartfelt thanks to Mayor Deegan for the confidence and trust that she has placed in me to lead this department,\u201d said Golden. \u201cI am deeply grateful for the opportunity and fully committed to serving this city with the same passion and dedication that has defined JFRD for generations.\u201d<\/p>\n<p style=\"text-align: justify;\">There were other management personnel updates at JFRD, including <strong>Willie King <\/strong>being named Manager of Strategic Initiatives, <strong>Dallas Cooke<\/strong> appointed Chief of Rescue, <strong>James Schaudel<\/strong> tapped for Deputy Chief of Emergency Preparedness, <strong>Terrance Holmes<\/strong> selected for Deputy Chief of Fire Operations and <strong>Chris Scott <\/strong>approved as Deputy Chief of Administrative Services.<\/p>\n<p><a href=\"https:\/\/floridapolitics.cmail20.com\/t\/i-i-fhdutuk-l-c\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-717909\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/WCH-43728-here-Digital-Sunburn-Ad600x300.jpg\" alt=\"\" width=\"600\" height=\"300\"  \/><\/a><\/p>\n<p style=\"text-align: justify;\"><strong>Cathedral Arts Project boosted<\/strong><\/p>\n<p style=\"text-align: justify;\">Jacksonville\u2019s Cathedral Arts Project (CAP) received more than $700,000 in the state budget signed by Gov. DeSantis.<\/p>\n<p style=\"text-align: justify;\">CAP provides arts education and awareness to K-12 students throughout Northeast Florida, serving students beyond traditional public schools, including charter schools, homeschools, military families, and students in residential crisis care.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/07\/cathedral-arts-jax.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745959 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/cathedral-arts-jax-640x427.jpg\" alt=\"\" width=\"640\" height=\"427\"  \/><\/a>Cathedral Arts Project receives over $700,000 in state funding to expand arts education.<\/p>\n<p style=\"text-align: justify;\">The funding, sponsored by Republican Sen. <strong>Clay Yarborough<\/strong> and Rep. <strong>Kiyan Michael<\/strong>, will allow CAP to expand its services to provide on-base programs for military families, as well as specialized programming for students and training for teachers.<\/p>\n<p style=\"text-align: justify;\"><strong>Eliminating septic tanks<\/strong><\/p>\n<p style=\"text-align: justify;\">Funds secured in Florida\u2019s new state budget will aid in the move to eliminate septic tanks in Atlantic Beach. With strong lobbying efforts this Session by Atlantic Beach Mayor <strong>Curtis Ford <\/strong>and The Fiorentino Group, the funds will complete a longtime effort by city leaders to convert septic tanks to the collective sewer system.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/07\/curtis-ford_20220610-1209.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745960 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/curtis-ford_20220610-1209-640x360.jpg\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>Mayor Curtis Ford\u2019s lobbying secures state funds to eliminate septic tanks in Atlantic Beach.<\/p>\n<p style=\"text-align: justify;\">The primary focus will be on the Marshside community, a low-lying area subject to coastal flooding that currently houses 33 of the city\u2019s remaining septic tanks.<\/p>\n<p style=\"text-align: justify;\">Yarborough and Michael successfully championed the recently approved state dollars.<\/p>\n<p style=\"text-align: justify;\"><strong>Fernandina Beach border facility<\/strong><\/p>\n<p style=\"text-align: justify;\">The Port of Fernandina was another budget winner in Northeast Florida, with state funds secured for the design and construction of a new Customs and Border Protection Facility on Port grounds.<\/p>\n<p style=\"text-align: justify;\">Thanks to the support of Yarborough and Rep. <strong>Dean Black<\/strong>, as well as a successful lobbying push from Fiorentino Group Partner <strong>Davis Bean<\/strong>, the Port can begin upgrading the existing facility under recommendations made by U.S. Customs and Border Protection (CBP).<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/07\/port-of-fernandia.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745961 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/port-of-fernandia-640x427.jpg\" alt=\"\" width=\"640\" height=\"427\"  \/><\/a>Port of Fernandina receives state funds to build a new Customs and Border Protection facility.<\/p>\n<p style=\"text-align: justify;\">With CBP on-site, the Port can continue to carry out customs and immigration operations, including conducting inspections and processing immigration documents.<\/p>\n<p style=\"text-align: justify;\"><strong>Green Cove Springs river trail<\/strong><\/p>\n<p style=\"text-align: justify;\">When Gov. DeSantis signed the budget Monday, he gave the green light for the City of Green Cove Springs to begin work on a winding trail along the St. Johns River that will eventually connect Historic Spring Park to the new Shands Bridge and over the River to St. Johns County.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/07\/green-cove-springs.jpeg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745963 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/green-cove-springs-640x360.jpeg\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>Green Cove Springs gets state funds for a river trail connecting to the Shands Bridge.<\/p>\n<p style=\"text-align: justify;\">Sen. <strong>Jennifer Bradley<\/strong> and Rep. <strong>Judson Sapp<\/strong>, along with future Speaker <strong>Sam Garrison<\/strong>, championed the $475,000 appropriation poised to set the project in motion.<\/p>\n<p style=\"text-align: justify;\"><strong>New mobile lab<\/strong><\/p>\n<p style=\"text-align: justify;\">Florida\u2019s new state budget includes $850,000 for a mobile lab to raise awareness of Career and Technical Education (CTE) among Duval County\u2019s elementary-age students.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/07\/DeSantis-Budget.jpeg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745650 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/DeSantis-Budget-640x360.jpeg\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>DeSantis\u2019 budget allocates funds for a mobile lab to support career education in Duval County elementary schools. <\/p>\n<p style=\"text-align: justify;\">The innovative lab will enable students in kindergarten through fifth grade to explore various career opportunities, potentially developing interests that may lead to future studies and career paths.<\/p>\n<p style=\"text-align: justify;\">The project was championed by Republican Rep. <strong>Wyman Duggan<\/strong> and Democratic Sen. <strong>Tracie Davis<\/strong>, both from Jacksonville.<\/p>\n<p style=\"text-align: justify;\"><strong>Black History Museum moves forward<\/strong><\/p>\n<p style=\"text-align: justify;\">After the statutorily created Black History Museum Task Force selected St. Johns County to be the home for the Florida Museum of Black History in 2024, the Legislature followed through with a $1 million appropriation to provide seed money to the County.<\/p>\n<p style=\"text-align: justify;\">Republican Sen. <strong>Tom Leek<\/strong> of Ormond Beach led the charge along with Republican Rep. Michael\u2019s sponsorship in the House.<\/p>\n<p><a href=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/MLK-Jr.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745964\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/MLK-Jr.jpg\" alt=\"\" width=\"640\" height=\"636\"  \/><\/a>Florida funds a Black history museum near the site where MLK was once targeted.<\/p>\n<p style=\"text-align: justify;\">The funds will be used for project planning, design and engineering of a world-class museum and educational facility.<\/p>\n<p style=\"text-align: justify;\">The museum site will be adjacent to the historic cottage hit by a bullet, likely intended for Dr. <strong>Martin Luther King, Jr.<\/strong>, during a 1964 visit to St. Augustine.<\/p>\n<p style=\"text-align: justify;\"><strong>In the NAVI<\/strong><\/p>\n<p style=\"text-align: justify;\">Automated mass transit is more than just a concept. Image via JTA.<\/p>\n<p style=\"text-align: justify;\">The Jacksonville Transportation Authority launched its Neighborhood Autonomous Vehicle Innovation service Monday, which it bills as a \u201cgroundbreaking service (that) is seamlessly integrating autonomous vehicles into Jacksonville\u2019s mobility network, making it easier, faster, and smarter to move around our city.\u201d<\/p>\n<p style=\"text-align: justify;\">Eventually, 14 vans will run from the Central Business Core, near the Performing Arts Center, to the Sports &amp; Entertainment District, connecting the Urban Core neighborhoods and providing a quick, easy ride that will reduce the impact of cars downtown.<\/p>\n<p style=\"text-align: justify;\">Rides are free through the end of September.<\/p>\n<p style=\"text-align: justify;\"><strong>Elevate goes down<\/strong><\/p>\n<p style=\"text-align: justify;\">Students from Jacksonville\u2019s toughest neighborhoods will have to go to the school of hard knocks to learn about life, at least if they were relying on state money for the <a href=\"https:\/\/www.elevatejacksonville.org\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Elevate Jacksonville<\/strong><\/a> initiative to teach them anything.<\/p>\n<p style=\"text-align: justify;\">Gov. <a href=\"http:\/\/flgov.com\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Ron DeSantis<\/strong><\/a> carved out a modest $250,000 appropriation for the nonprofit initiative serving students at Ribault High, Ribault Middle and Westside High, throwing the organization\u2019s operations into turmoil just hours before the new fiscal year began Tuesday.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/06\/elevate-jacksonville-its-their-image.png\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-745589 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/elevate-jacksonville-its-their-image-640x364.png\" alt=\"\" width=\"640\" height=\"364\"  \/><\/a>DeSantis vetoes funding for Elevate Jacksonville, a mentorship program for 500 at-risk students.<\/p>\n<p style=\"text-align: justify;\">Approximately 500 students facing challenges ranging from mental health issues to unemployment benefited from the program at last count, with \u201cdaily instruction in life-skills curricula, one-on-one mentorship and career guidance\u201d as well as \u201cscholarships, internships and trade opportunities,\u201d according to the Senate appropriations request from Republican <a href=\"https:\/\/www.flsenate.gov\/Session\/Appropriations\/FY2025-26\/LocalFundingRequests?filter=Jacksonville&amp;committeeFilter=\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Yarborough<\/strong><\/a>.<\/p>\n<p style=\"text-align: justify;\">If the money had been granted, $125,000 would have been allocated to salaries, $75,000 to staff training and curriculum development and $50,000 for contracted services related to youth mentorship and life skills training.<\/p>\n<p style=\"text-align: justify;\">Despite what Rep. That element amounts to $21.46 million and was awarded to <a href=\"https:\/\/cwmatthews.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>C.W. Matthews Contracting Co., Inc.<\/strong><\/a>, which was the lowest bidder on that part of the project.<\/p>\n<p style=\"text-align: justify;\">That element of the work will involve widening the road to four lanes and making improvements to intersections in several areas.<\/p>\n<p style=\"text-align: justify;\">The other phase of the project will focus on signalization and other upgrades to State Road 16 intersections with Stratton Boulevard and Industry Center Road. That project will cost about $4.34 million.<\/p>\n<p style=\"text-align: justify;\">The County Commission awarded that contract to <a href=\"https:\/\/www.beschandsmith.com\/contact.php\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Besch &amp; Smith Civil Group Inc.<\/strong><\/a>, based in St. Augustine, which was also the lowest bidder on that phase of the work.
