{"id":337716,"date":"2025-10-28T05:50:14","date_gmt":"2025-10-28T05:50:14","guid":{"rendered":"https:\/\/www.europesays.com\/us\/337716\/"},"modified":"2025-10-28T05:50:14","modified_gmt":"2025-10-28T05:50:14","slug":"pressure-builds-on-congress-to-end-the-government-shutdown","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/337716\/","title":{"rendered":"Pressure builds on Congress to end the government shutdown"},"content":{"rendered":"<p>WASHINGTON (AP) \u2014 The pressure to end the second-longest federal government <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/government-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">shutdown<\/a> is gaining new urgency this week as millions of Americans face the prospect of losing food assistance, more federal workers miss their first full paycheck and recurring delays at airports snarl travel plans.<\/p>\n<p>The building strain on lawmakers to end the impasse was magnified by the nation\u2019s largest federal employee union, which called on Congress to immediately pass a funding bill and ensure workers receive full pay. Everett Kelley, president of the American Federation of Government Employees, said the two political parties have made their point. <\/p>\n<p>\u201cIt\u2019s time to pass a clean continuing resolution and end this shutdown today. No half measures, and no gamesmanship,\u201d said Kelley, whose union carries considerable political weight with Democratic lawmakers.<\/p>\n<p>Still, Democratic senators, including those representing states with many federal workers, did not appear ready to back down. Virginia Sen. Tim Kaine said he was insisting on commitments from the White House to prevent the administration from mass firing more workers. Democrats also want Congress to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/government-shutdown-aca-obamacare-subsidies-congress-trump-da06fcbc940e661234fac2ea9ee717a0\" rel=\"nofollow noopener\" target=\"_blank\">extend subsidies for health plans<\/a> under the Affordable Care Act.<\/p>\n<p>\u201cWe\u2019ve got to get a deal with Donald Trump,\u201d Kaine said.<\/p>\n<p>But shutdowns grow more painful the longer they go. Soon, with closures lasting a fourth full week as of Tuesday, millions of Americans are likely to experience the difficulties firsthand. <\/p>\n<p>Shutdown\u2019s impact is set to grow dramatically<\/p>\n<p>The nation\u2019s 1.3 million active-duty service members are at risk of <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/government-shutdown-military-payroll-anonymous-donation-trump-e327c306292043755d9d700731039e83\" rel=\"nofollow noopener\" target=\"_blank\">missing a paycheck<\/a> on Friday. Earlier this month, the Trump administration ensured they were paid by shifting $8 billion from military research and development funds to make payroll. But it is unclear if the Trump administration will be willing \u2014 or able \u2014 to shift money again.<\/p>\n<p>Larger still, the Trump administration says funding will run out Friday for the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/food-aid-government-shutdown-snap-trump-democrats-8a52a63b26a707ea676962226b090bb1\" rel=\"nofollow noopener\" target=\"_blank\">food assistance program<\/a> that is relied upon by 42 million Americans to supplement their grocery bills. The administration has rejected the use of more than $5 billion in contingency funds to keep benefits flowing into November. And it says states won\u2019t be reimbursed if they temporarily cover the cost of benefits next month.<\/p>\n<p>The Department of Agriculture says the contingency fund is intended to help respond to emergencies such as natural disasters. Democrats say the decision concerning the Supplemental Nutrition Assistance Program, known as SNAP, goes against the department\u2019s previous guidance concerning its operations during a shutdown. <\/p>\n<p>\u201cThe administration is making an intentional choice not to fund SNAP this weekend,\u201d said Senate Democratic leader Chuck Schumer of New York. \u201cThe emergency funding is there. The administration is just choosing not to use it.\u201d<\/p>\n<p>Will lawmakers find a solution?<\/p>\n<p>At the Capitol, congressional leaders mostly highlighted the challenges many Americans are facing as a result of the shutdown. But there was no movement toward negotiations as they attempted to lay blame on the other side of the political aisle.<\/p>\n<p>\u201cNow government workers and every other American affected by this shutdown have become nothing more than pawns in the Democrats\u2019 political games,\u201d said Senate Majority Leader John Thune, R-S.D.<\/p>\n<p>The House <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/house-trump-funding-bill-republicans-shutdown-1fea0f79c85ec69b91d9789fbda00834\" rel=\"nofollow noopener\" target=\"_blank\">passed<\/a> a short-term continuing resolution on Sept. 19 to keep federal agencies funded. Speaker Mike Johnson, R-La., has kept the House out of legislative session ever since, saying the solution is for Democrats to simply accept that bill. <\/p>\n<p>But the Senate has consistently fallen short of the 60 votes needed to advance that spending measure. Democrats insist that any bill to fund the government also address health care costs, namely the soaring health insurance premiums that millions of Americans will face next year under plans offered through the Affordable Care Act marketplace.<\/p>\n<p>Window-shopping for health plans delayed<\/p>\n<p>The window for enrolling in ACA health plans begins Saturday. In past years, the Centers for Medicare and Medicaid Services has allowed Americans to preview their health coverage options about a week ahead of open enrollment.<\/p>\n<p>As of Monday, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"http:\/\/healthcare.gov\/\" target=\"_blank\" rel=\"nofollow noopener\">Healthcare.gov<\/a> appeared to show 2025 health insurance plans and estimated prices, instead of next year\u2019s options. CMS was expected to temporarily <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/furloughed-workers-shutdown-health-insurance-medicare-aca-b2f45612f76888fb33e3f9eb6f5c0590\" rel=\"nofollow noopener\" target=\"_blank\">bring back all its workers<\/a> furloughed during the shutdown, in part to manage the ACA open enrollment period.<\/p>\n<p>Twenty-eight senators, mostly Democrats, signed onto a letter urging Trump\u2019s administration to let ACA enrollees start previewing next year\u2019s health insurance options on its marketplace website.<\/p>\n<p>Republicans insist they will not entertain negotiations on health care until the government reopens.<\/p>\n<p>\u201cI\u2019m particularly worried about premiums going up for working families,\u201d said Sen. David McCormick, R-Pa. \u201cSo we\u2019re going to have that conversation, but we\u2019re not going to have it until the government opens.\u201d<\/p>\n<p>Congressional leaders dig in deeper<\/p>\n<p>Schumer said Republicans would prefer to shut the government down than work with Democrats in preventing massive spikes in their health insurance costs. He said the average American doesn\u2019t want to pay an extra $20,000 a year to cover their health insurance.<\/p>\n<p>\u201cAnd we Democrats want to solve this crisis right away,\u201d Schumer said. \u201cSo lowering health care is not a crazy demand.\u201d<\/p>\n<p>Vice President JD Vance was planning to visit a Republican luncheon on Capitol Hill Tuesday. But with President Donald Trump on a three-country Asia tour and congressional leaders dug into their positions, a quick deal appeared unlikely. <\/p>\n<p>Meanwhile, some rank-and-file lawmakers urged their colleagues to consider the impact of their standoff on the lives of federal employees and Capitol police officers who are have not been paid for weeks.<\/p>\n<p>\u201cWe have got to come together, which means we\u2019ve got to talk to one another,\u201d Sen.
