{"id":338828,"date":"2025-10-28T17:22:14","date_gmt":"2025-10-28T17:22:14","guid":{"rendered":"https:\/\/www.europesays.com\/us\/338828\/"},"modified":"2025-10-28T17:22:14","modified_gmt":"2025-10-28T17:22:14","slug":"senators-announce-bill-to-ban-ai-chatbot-companions-for-minors","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/338828\/","title":{"rendered":"Senators announce bill to ban AI chatbot companions for minors"},"content":{"rendered":"<p id=\"anchor-df3cbd\" class=\"body-graf\">Two senators said they are announcing bipartisan legislation on Tuesday to crack down on tech companies that make <a href=\"https:\/\/www.nbcnews.com\/artificial-intelligence\" target=\"_blank\" rel=\"nofollow noopener\">artificial intelligence<\/a> chatbot companions available to minors, after complaints from parents who blamed the products for pushing their children into sexual conversations and even suicide.<\/p>\n<p id=\"anchor-b049b7\" class=\"body-graf\">The legislation from Sens. Josh Hawley, R-Mo, and Richard Blumenthal, D-Conn., follows a congressional hearing last month at which several parents <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/parents-testify-impact-ai-chatbots-children-are-not-experiments-rcna231787\" target=\"_blank\" rel=\"nofollow noopener\">delivered emotional testimonies<\/a> about their kids\u2019 use of the chatbots and called for more safeguards.<\/p>\n<p id=\"anchor-edd0d8\" class=\"body-graf\">\u201cAI chatbots pose a serious threat to our kids,\u201d Hawley said in a statement to NBC News.<\/p>\n<p id=\"anchor-079bef\" class=\"body-graf\">\u201cMore than seventy percent of American children are now using these AI products,\u201d he continued. \u201cChatbots develop relationships with kids using fake empathy and are encouraging suicide. We in Congress have a moral duty to enact bright-line rules to prevent further harm from this new technology.\u201d<\/p>\n<p id=\"anchor-c73732\" class=\"body-graf\">The senators are scheduled to speak about the legislation in a news conference on Tuesday afternoon. Sens. Katie Britt, R-Ala., Mark Warner, D-Va., and Chris Murphy, D-Conn., are co-sponsoring the bill.<\/p>\n<p id=\"anchor-2d2d2f\" class=\"body-graf\">The senators\u2019 bill has several components, according to a summary provided by their offices. It would require AI companies to implement an age-verification process and ban those companies from providing AI companions to minors. It would also mandate that AI companions disclose their nonhuman status and lack of professional credentials for all users at regular intervals.<\/p>\n<p id=\"anchor-f886b3\" class=\"body-graf\">And the bill would create criminal penalties for AI companies that design, develop or make available AI companions that solicit or induce sexually explicit conduct from minors or encourage suicide, according to the summary of the legislation.<\/p>\n<p id=\"anchor-2ed521\" class=\"body-graf\">\u201cIn their race to the bottom, AI companies are pushing treacherous chatbots at kids and looking away when their products cause sexual abuse, or coerce them into self-harm or suicide,\u201d Blumenthal said in a statement. \u201cOur legislation imposes strict safeguards against exploitative or manipulative AI, backed by tough enforcement with criminal and civil penalties.\u201d<\/p>\n<p id=\"anchor-40aa93\" class=\"body-graf\">\u201cBig Tech has betrayed any claim that we should trust companies to do the right thing on their own when they consistently put profit first ahead of child safety,\u201d he continued.<\/p>\n<p id=\"anchor-97d0f7\" class=\"body-graf\">ChatGPT, Google Gemini, xAI\u2019s Grok and Meta AI all allow kids as young as 13 years old to use their services, according to their terms of service.<\/p>\n<p id=\"anchor-3f857d\" class=\"body-graf\">The newly introduced legislation is likely to be controversial in several respects. Privacy advocates have criticized <a href=\"https:\/\/www.nbcnews.com\/tech\/social-media\/keep-kids-safe-smartphones-many-point-google-apple-rcna221042\" target=\"_blank\" rel=\"nofollow noopener\">age-verification mandates<\/a> as invasive and a barrier to free expression online, while some tech companies have argued that their online services are <a href=\"https:\/\/constitutioncenter.org\/blog\/lawsuit-analyzes-first-amendment-protection-for-ai-chatbots-in-civil-case\" target=\"_blank\" rel=\"nofollow noopener\">protected speech under the First Amendment<\/a>.<\/p>\n<p id=\"anchor-5a93f0\" class=\"body-graf\">The legislation comes at a time when AI chatbots are upending parts of the internet. Chatbots apps such as ChatGPT and Google Gemini are among the most-downloaded software on smartphone app stores, while social media giants such as Instagram and X are adding AI chatbot features.<\/p>\n<p id=\"anchor-520bde\" class=\"body-graf\">But teenagers\u2019 use of AI chatbots has drawn scrutiny including after several suicides, including when the chatbots allegedly provided teenagers with directions. OpenAI, the maker of ChatGPT, and <a href=\"https:\/\/www.nbcnews.com\/tech\/characterai-lawsuit-florida-teen-death-rcna176791\" target=\"_blank\" rel=\"nofollow noopener\">Character.AI<\/a>, which provides character and personality-based chatbots, are both facing <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/family-teenager-died-suicide-alleges-openais-chatgpt-blame-rcna226147\" target=\"_blank\" rel=\"nofollow noopener\">wrongful death suits<\/a>. <\/p>\n<p id=\"anchor-3eeaca\" class=\"body-graf\">Responding to a wrongful death suit filed by the parents of 16-year-old Adam Raine, who died by suicide after consulting with ChatGPT, <a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/family-teenager-died-suicide-alleges-openais-chatgpt-blame-rcna226147\" target=\"_blank\" rel=\"nofollow noopener\">OpenAI said in a statement<\/a> that it was \u201cdeeply saddened by Mr. Raine\u2019s passing, and our thoughts are with his family,\u201d adding that ChatGPT \u201cincludes safeguards such as directing people to crisis helplines and referring them to real-world resources.\u201d<\/p>\n<p id=\"anchor-866686\" class=\"body-graf\">\u201cWhile these safeguards work best in common, short exchanges, we\u2019ve learned over time that they can sometimes become less reliable in long interactions where parts of the model\u2019s safety training may degrade,\u201d a spokesperson said. \u201cSafeguards are strongest when every element works as intended, and we will continually improve on them. Guided by experts and grounded in responsibility to the people who use our tools, we\u2019re working to make ChatGPT more supportive in moments of crisis by making it easier to reach emergency services, helping people connect with trusted contacts, and strengthening protections for teens.\u201d<\/p>\n<p id=\"anchor-e10fba\" class=\"body-graf\"><a href=\"https:\/\/www.cbsnews.com\/colorado\/news\/lawsuit-characterai-chatbot-colorado-suicide\/\" target=\"_blank\" rel=\"nofollow noopener\">In response to<\/a> a separate wrongful death suit filed by the family of 13-year-old Juliana Peralta, <a href=\"http:\/\/character.ai\" target=\"_blank\" rel=\"nofollow noopener\">Character.AI<\/a> said: \u201cOur hearts go out to the families that have filed these lawsuits, and we were saddened to hear about the passing of Juliana Peralta and offer our deepest sympathies to her family.\u201d <\/p>\n<p id=\"anchor-99bbd5\" class=\"body-graf\">\u201cWe care very deeply about the safety of our users,\u201d a spokesperson continued. \u201cWe invest tremendous resources in our safety program, and have released and continue to evolve safety features, including self-harm resources and features focused on the safety of our minor users. We also work with external organizations, including experts focused on teenage online safety.\u201d<\/p>\n<p id=\"anchor-77b59f\" class=\"body-graf\">Character.AI argued <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.flmd.433581\/gov.uscourts.flmd.433581.59.0.pdf\" target=\"_blank\" rel=\"nofollow noopener\">in a federal lawsuit in Florida<\/a> that the First Amendment barred liability against media and tech companies arising from allegedly harmful speech, including speech resulting in suicide. In May, the judge in the case <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.flmd.433581\/gov.uscourts.flmd.433581.115.0.pdf\" target=\"_blank\" rel=\"nofollow noopener\">declined to dismiss the lawsuit<\/a> on those grounds but said she would hear the company\u2019s First Amendment argument at a later stage.<\/p>\n<p id=\"anchor-191e62\" class=\"body-graf\"><a href=\"https:\/\/openai.com\/index\/helping-people-when-they-need-it-most\/\" target=\"_blank\" rel=\"nofollow noopener\">OpenAI says<\/a> it is working to make ChatGPT more supportive in moments of crisis, for example by making it easier to reach emergency services, while <a href=\"https:\/\/blog.character.ai\/how-character-ai-prioritizes-teen-safety\/\" target=\"_blank\" rel=\"nofollow noopener\">Character.AI says<\/a> it has also worked on changes, including a pop-up that directs users to the National Suicide Prevention Lifeline when self-harm comes up in a conversation.<\/p>\n<p id=\"anchor-5597c2\" class=\"body-graf\">Meta, the owner of Instagram and Facebook, was criticized after <a href=\"https:\/\/www.reuters.com\/investigates\/special-report\/meta-ai-chatbot-guidelines\/\" target=\"_blank\" rel=\"nofollow noopener\">Reuters reported in August<\/a> that an internal company policy document permitted AI chatbots to \u201cengage a child in conversations that are romantic or sensual.\u201d Meta removed that policy and has announced <a href=\"https:\/\/www.nbcnews.com\/tech\/social-media\/meta-adds-parental-controls-ai-teen-interactions-rcna238193\" target=\"_blank\" rel=\"nofollow noopener\">new parental controls<\/a> for teens\u2019 interactions with AI. Instagram has also announced <a href=\"https:\/\/www.nbcnews.com\/tech\/social-media\/instagram-says-making-app-pg-13-teens-rcna237350\" target=\"_blank\" rel=\"nofollow noopener\">an overhaul of teen accounts<\/a> with the goal of making their experience similar to viewing PG-13 movies.<\/p>\n<p id=\"anchor-58c1c7\" class=\"body-graf\">Hawley announced <a href=\"https:\/\/www.nbcnews.com\/tech\/social-media\/sen-josh-hawley-probe-meta-ai-policies-children-damning-report-rcna225297\" target=\"_blank\" rel=\"nofollow noopener\">an investigation of Meta<\/a> following the Reuters report.<\/p>\n<p id=\"anchor-5afe92\" class=\"endmark body-graf\">If you or someone you know is in crisis, call 988 to reach the Suicide and Crisis Lifeline.
