She said the layoffs will hit company offices across Oregon, Washington, Montana and Idaho.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XSMTNTOZNBBZLNBRXKPXNVU74U\">\u201cLike many health plans, we continue to face significant financial pressures, including rising health care costs and Medicaid funding challenges in Oregon,\u201d Thompson said in an email statement. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HFZJMOH6DRBHZFQ2N2LJNFK4YE\">Some employees were let go right away, while others will stay on for a few more months. Affected workers will receive severance pay and career transition support and can apply for other open positions within the company, Thompson said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4UAOCAVOQBET5HPWKY53IUDXSI\">PacificSource sells commercial and Medicare Advantage plans but is also a major player in the Oregon Health Plan, the state\u2019s Medicaid program that provides health coverage for 1.4 million low-income individuals and people with disabilities. It operates four coordinated care organizations that together manage benefits for more than 356,000 members in Central Oregon, the Columbia Gorge, and Marion, Polk and Lane counties.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2WLM574MRFFBVC7JBYM7A7KWAU\">The latest job cuts follow PacificSource\u2019s earlier announcement that it would <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/10\/pacificsource-to-lay-off-56-employees-at-springfield-subsidiary.html\" target=\"_blank\" rel=\"nofollow noopener\">eliminate 56 positions as it winds down its subsidiary<\/a> that handles third-party administrative services. That work will be outsourced to PNC Bank beginning next year, it said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DATV5PPEHREG7EJRLUV3VOJ4FY\">PacificSource\u2019s financial struggles mirror a broader reckoning across Oregon\u2019s health insurance and Medicaid landscape. CareOregon, another large nonprofit Medicaid insurer, reported an operating loss of about $230 million last year and has <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/07\/careoregon-lays-off-80-employees-eliminates-vacant-positions.html\" target=\"_blank\" rel=\"nofollow noopener\">also reduced staff and left positions unfilled<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PWTFY5GSQJABNIMYEOTSPY2D2E\">Medicaid insurers say that the funding model for the Oregon Health Plan is under strain, with the state\u2019s per-member reimbursement rates to coordinated care organizations failing to keep pace with rapidly rising costs for services, especially in behavioral health.<a href=\"https:\/\/www.wweek.com\/news\/health\/2025\/09\/03\/facing-budget-strain-and-haggling-for-funds-careoregon-turns-to-mckinsey\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"nofollow noopener\"> <\/a><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YTPJQKCMW5DSJPJLS7VW7I453I\">To ease that pressure, the Oregon Health Authority offered to raise Medicaid payments to insurers by an average of 10.2% per member in 2026, up from the <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2025R1\/Downloads\/CommitteeMeetingDocument\/290024\" target=\"_blank\" rel=\"nofollow noopener\">3.4% increase initially budgeted<\/a> for the 2025-2027 biennium. The higher rate reflects provider rate hikes and <a href=\"https:\/\/www.oregon.gov\/oha\/ERD\/Pages\/OHA-works-to-protect-quality-health-care-across-Oregon.aspx\" target=\"_blank\" rel=\"nofollow noopener\">higher-than-expected use of services<\/a>, especially for behavioral health and substance use disorder treatment.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"K3T2URCZCRA3RJ6D5KRCMLDO6Y\">Still, PacificSource notified state officials last month that it will not renew its contract to serve as a coordinated care organization in Lane County starting in 2026. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7EFDI4O2SBHLDE2VO2IQ22DIAY\">The latest available <a href=\"https:\/\/www.oregon.gov\/oha\/fod\/pages\/cco-financial.aspx?wp9571=se:%22pacificsource%22\" target=\"_blank\" rel=\"nofollow noopener\">financial filings with the state<\/a> show that PacificSource\u2019s Medicaid operation in Lane County lost roughly $6.6 million through mid-year 2025. Its coordinated care organization in the Columbia Gorge also lost money, while its CCOs serving Central Oregon and Marion and Polk counties were modestly profitable. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IC5QRKBXYRBDRMRQLCSPP7TPOE\">When PacificSource leaves Lane County next year, Trillium Community Health Plan, another coordinated care organization serving the region, will absorb the roughly 96,000 members currently enrolled through PacificSource.<\/p>\n<p>If you purchase a product or register for an account through a link on our site, we may receive compensation.
