{"id":339625,"date":"2025-10-29T01:32:17","date_gmt":"2025-10-29T01:32:17","guid":{"rendered":"https:\/\/www.europesays.com\/us\/339625\/"},"modified":"2025-10-29T01:32:17","modified_gmt":"2025-10-29T01:32:17","slug":"used-to-disruptions-tarrant-county-groups-expect-increased-demand-from-snap-pause","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/339625\/","title":{"rendered":"\u2018Used to disruptions\u2019: Tarrant County groups expect increased demand from SNAP pause"},"content":{"rendered":"<p>Nearly 100,000 individuals and families in Tarrant County are set to lose food stamp benefits Nov. 1, leaving food pantries and other community services preparing for an increase in need.<\/p>\n<p>The program\u2019s temporary pause is due to the federal government shutdown, which has lasted 28 days as of Oct. 28. The Supplemental Nutrition Assistance Program, or SNAP, also known as food stamps, helps low-income families purchase groceries.\u00a0<\/p>\n<p>The Department of Agriculture, which runs SNAP, notified state officials that the program would no longer receive funding if the shutdown continued past Oct. 27. A <a href=\"https:\/\/www.usda.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">banner<\/a> on the agency\u2019s website states \u201cthe well has run dry.\u201d\u00a0<\/p>\n<p>Once the program runs out of money, nearly 42 million people nationwide will be affected, including 3.5 million in Texas.<\/p>\n<p>A pause in SNAP benefits will lead many to seek assistance from neighborhood food pantries, pay-as-you-can restaurants and nonprofit services. Tarrant County organizations working in food assistance expect increased demand into November.<\/p>\n<p>Bernie Scheffler, director at First Street Mission, expects a 10% increase in demand next month. He notes this year <a href=\"https:\/\/fortworthreport.org\/2025\/04\/11\/as-concern-over-federal-aid-mounts-group-continues-to-feed-hungry-in-downtown-fort-worth\/\" target=\"_blank\" rel=\"noreferrer noopener\">has not been easy<\/a> for the nonprofit \u2014 which provides food, formula and clothing \u2014 but he\u2019s confident they will keep food on shelves.<\/p>\n<p>\u201cOur mindset doesn\u2019t change too much. To some degree over the past few years, we\u2019re used to disruptions,\u201d Scheffler said.<\/p>\n<p>The largest food pantry in the East Lancaster area, 4Saints Episcopal Food Pantry, also does not expect a shortage of resources next month.<\/p>\n<p>Ashley Blain, the executive director of the organization, said 4Saints has had a plan in place for disruptions since \u201cthis administration took seat.\u201d\u00a0<\/p>\n<p>President Donald Trump\u2019s administration has focused on tightening government spending, particularly to cut \u201cwaste, fraud and abuse.\u201d <a href=\"https:\/\/fortworthreport.org\/2025\/09\/17\/north-texas-nonprofits-lost-127m-in-six-months-mostly-from-federal-sources-survey-finds\/\" target=\"_blank\" rel=\"noreferrer noopener\">Many nonprofits<\/a> have seen a loss related to the dialback of federal dollars.<\/p>\n<p>Local resources<\/p>\n<p>First Street and 4Saints are two of Tarrant Area Food Bank\u2019s more than 500 partners.\u00a0<\/p>\n<p>Through its partners, the nonprofit provides a million meals weekly in its 13-county service area.\u00a0<\/p>\n<p>Tarrant Area Food Bank did not respond to the Fort Worth Report prior to publication. Jared Williams, vice president of government and external relations for the food bank, told <a href=\"https:\/\/www.keranews.org\/government\/2025-10-24\/north-texas-food-banks-brace-for-rise-in-demand-as-paychecks-snap-benefits-run-out-due-to-shutdown\" target=\"_blank\" rel=\"noreferrer noopener\">KERA<\/a> that group officials are confident it can keep up with the need.<\/p>\n<p>\u201cIf we see a huge increase in demand, we\u2019ll deploy additional resources and potentially host more distributions where local agencies can\u2019t meet the need,\u201d Williams said.<\/p>\n<p>In a memo sent to partners, which was obtained by the Report, Tarrant Area Food Bank officials noted that orders for USDA commodities have been placed through January. The organization, which provides meals to the elderly, disabled and homebound, posted an <a href=\"https:\/\/www.facebook.com\/share\/p\/176ZP8ZxvT\/\" target=\"_blank\" rel=\"noreferrer noopener\">Amazon Wish List<\/a> yesterday, asking the community for help.<\/p>\n<p>H-E-B donated $5 million to food banks across the state and $1 million to Meals On Wheels Texas, grocery store representatives announced <a href=\"https:\/\/newsroom.heb.com\/h-e-b-donates-5-million-to-support-texas-food-banks-gives-1-million-to-meals-on-wheels-programs-across-state\/\" target=\"_blank\" rel=\"noreferrer noopener\">this weekend<\/a>.<\/p>\n<p>A Fort Worth franchise of Chicken Salad Chick will provide any kid a free kids meal until SNAP benefits are restored, according to a <a href=\"https:\/\/www.instagram.com\/p\/DQWv7EmgLaH\/?hl=en\" target=\"_blank\" rel=\"noreferrer noopener\">Tuesday<\/a> announcement.<\/p>\n<p>State of SNAP<\/p>\n<p>During the ongoing shutdown, the Department of Agriculture\u2019s site places blame on Senate Democrats for blocking resolutions to reopen the government.<\/p>\n<p>As of Oct. 28, Senate Democrats blocked the government funding bill 13 times. Democratic leadership repeatedly referenced the upcoming deadline for expiring health insurance subsidies as their reason for allowing a government shutdown.<\/p>\n<p>Sen. Josh Hawley, R-Missouri, introduced the Keep SNAP Funded Act of 2025 that would have allowed the USDA to fund SNAP through the government shutdown. Eleven senators, including Texas GOP Sen. John Cornyn, co-sponsored the bill.<\/p>\n<p>Blain and Scheffler said the food stamps freeze will hurt many families. However, they note that while many of their clients are part of the SNAP program, they also seek services and commodities from food pantries.\u00a0<\/p>\n<p>Blain said 30% of their 4,500 monthly clients are in the SNAP program. Many more are eligible but haven\u2019t been able to register, she said, due to the complicated application process or the specific work requirements.<\/p>\n<p>Over 220,000 Tarrant County residents are eligible for SNAP, but only 99,903 families and individuals participate as of September, according to Texas Health and Human Services.<\/p>\n<p>\u201cObviously, yes, the benefits are going away, and that\u2019s going to leave a lot of people struggling,\u201d Blain said. \u201cBut there was a problem that precedes this problem, and it\u2019s that this is just a very difficult program to access.\u201d<\/p>\n<p>During the last government shutdown in 2019, USDA was able to temporarily fund SNAP through reserve funds. This time around, department officials have said they can\u2019t allocate funds to SNAP from other sources.<\/p>\n<p>States are also not able to cover the cost of benefits and be reimbursed by the federal government. So far, Virginia is the <a href=\"https:\/\/www.npr.org\/2025\/10\/28\/g-s1-95189\/snap-food-stamps-government-shutdown-november\" target=\"_blank\" rel=\"noreferrer noopener\">only state<\/a> to provide food benefits to its constituents to cover the pause of SNAP funding.<\/p>\n<p>Texas did not join 25 other states in a lawsuit against the federal government for the freeze in SNAP benefits.<\/p>\n<p>Texas Health and Human Services officials said <a href=\"https:\/\/www.hhs.texas.gov\/services\/financial\/2025-federal-government-shutdown\" target=\"_blank\" rel=\"noreferrer noopener\">in a statement<\/a> that the agency\u2019s commission \u201cis monitoring how the federal government shutdown may impact your benefits.\u201d<\/p>\n<p>Ismael M.
