{"id":339869,"date":"2025-10-29T04:01:17","date_gmt":"2025-10-29T04:01:17","guid":{"rendered":"https:\/\/www.europesays.com\/us\/339869\/"},"modified":"2025-10-29T04:01:17","modified_gmt":"2025-10-29T04:01:17","slug":"south-korea-trade-deal-appears-elusive-as-trump-seeks-350b-investment","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/339869\/","title":{"rendered":"South Korea trade deal appears elusive as Trump seeks $350B investment"},"content":{"rendered":"<p>GYEONGJU, South Korea (AP) \u2014 After a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-japan-south-korea-china-71658f169efc116ce01e888611955dac\" rel=\"nofollow noopener\" target=\"_blank\">charm offensive in Japan<\/a> that culminated in $490 billion in investment commitments, President Donald Trump is set to meet with South Korea\u2019s leader on Wednesday as a trade deal with that country appears more elusive.<\/p>\n<p>Top officials in Washington and and Seoul say the sticking point for an agreement continues to be the logistics behind Trump\u2019s demand that South Korea invest $350 billion in the United States.<\/p>\n<p>Korean officials say a direct cash injection could destabilize their economy, and they\u2019d rather do loans and loan guarantees instead. The country would also need a swap line to manage the flow of its currency into the U.S.<\/p>\n<p>The disparity between what Trump is asking for and what South Korea can deliver threatens to overshadow the meeting between Trump and South Korean President Lee Jae Myung in Gyeongju, a historical city playing host to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/south-korea-apec-lee-trump-us-xi-dfc921a73af1e1c36bdcc79949ddebf7\" rel=\"nofollow noopener\" target=\"_blank\">the annual Asia-Pacific Economic Cooperation summit.<\/a><\/p>\n<p>Lee, speaking on Wednesday before Trump arrived, warned against trade barriers in a speech at a business forum. <\/p>\n<p>\u201cAt a time when protectionism and nationalism are on the rise and nations focus on their immediate survival, words like \u2018cooperation,\u2019 \u2018coexistence,\u2019 and \u2018inclusive growth\u2019 may sound hollow,\u201d he said. \u201cYet, paradoxically, it is in times of crisis like this that APEC\u2019s role as a platform for solidarity shines brighter.\u201d<\/p>\n<p>Oh Hyunjoo, a deputy national security director, told reporters that the negotiations have been proceeding \u201ca little bit more slowly\u201d than expected.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-a50000\"\/><\/p>\n<p style=\"font-size: 18px; margin: 0 0 8px 0; line-height: 1.4;\">\n      Stay up to date with the latest news from AP.\n  <\/p>\n<p>  <a href=\"https:\/\/www.whatsapp.com\/channel\/0029Va7Tv2j59PwNEyqGCi1y\" target=\"_blank\" style=\"display: inline-flex; align-items: center; background-color: #191919; color: #ffffff; padding: 10px 20px; border-radius: 6px; text-decoration: none; font-weight: 600; font-size: 14px; line-height: 1;\" rel=\"nofollow noopener\"><br \/>\n    Follow on<br \/>\n    <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/1761588853_344_\" alt=\"WhatsApp\" style=\"height: 18px;\"\/><br \/>\n  <\/a><\/p>\n<p>\u201cWe haven\u2019t yet been able to reach an agreement on matters such as the structure of investments, their formats and how the profits will be distributed,\u201d she said Monday. <\/p>\n<p>It\u2019s a contrast from Trump\u2019s experience in Japan, where the government has worked to fulfill its commitment of $550 billion in investments as part of an earlier trade agreement. Commerce Secretary Howard Lutnick announced up to $490 billion in commitments during a dinner with business leaders in Tokyo.<\/p>\n<p>Trump bonded with Japan\u2019s new prime minister, Sanae Takaichi, on his trip Tuesday, taking her with him as he spoke to U.S. troops aboard an aircraft carrier and then unveiling several major energy and technology projects in America to be funded by Japan.<\/p>\n<p>In contrast, U.S. Treasury Secretary Scott Bessent, speaking to reporters aboard Air Force One on Monday, said a deal wasn\u2019t ready in South Korea. <\/p>\n<p>\u201cJust a lot of details to work out,\u201d he said, although he suggested they were close. <\/p>\n<p>For now, South Korea is stuck with a 25% tariff on automobiles, putting automakers such as Hyundai and Kia at a disadvantage against Japanese and European competitors, which face 15%. <\/p>\n<p>Lee took office in June and had a warm meeting with Trump at the White House in August, when he <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-south-korea-trade-lee-jae-myung-f80efa062dcc1b2430bbe3f12d6d1b6e\" rel=\"nofollow noopener\" target=\"_blank\">cranked up the flattery.<\/a> But there\u2019s been points of tension since then, notably a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/georgia-immigration-raid-hyundai-families-bf4a28e96645316d759de50d09928594\" rel=\"nofollow noopener\" target=\"_blank\">U.S. immigration raid<\/a> on a Hyundai plant in Georgia in September. More than 300 South Koreans were detained, sparking outrage and a sense of betrayal. <\/p>\n<p>Lee said companies would likely hesitate to make future investments unless the visa system was improved. <\/p>\n<p>\u201cIf that\u2019s not possible, then establishing a local factory in the United States will either come with severe disadvantages or become very difficult for our companies,\u201d he said. \u201cThey will wonder whether they should even do it.\u201d<\/p>\n<p>South Korea\u2019s Foreign Ministry said in early October that the U.S. had agreed to allow South Korean workers on short-term visas or a visa waiver program to help build industrial sites in America.<\/p>\n<p>Asked Monday about the immigration raid, Trump said, \u201cI was opposed to getting them out,\u201d and he said an improved visa system would make it easier for companies to bring in skilled workers.<\/p>\n<p>While in South Korea, Trump is also expected to hold a closely watched meeting on Thursday with Chinese leader Xi Jinping. Washington and Beijing have clashed over trade, but both sides have indicated that they\u2019re <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-asia-malaysia-china-japan-55a147dce68e6d8fa70c2b858249c7ec\" rel=\"nofollow noopener\" target=\"_blank\">willing to dial down tensions.<\/a><\/p>\n<p>Trump told reporters aboard Air Force One on Wednesday that he expects to lower tariffs targeting China over the flow of fentanyl ingredients. <\/p>\n<p>\u201cThey\u2019ll be doing what they can do,\u201d he said. Trump added that \u201cChina is going to be working with me.\u201d<\/p>\n<p>Trump sounded resigned to the idea that he wouldn\u2019t get to meet North Korean leader Kim Jong Un on this trip. The president previously floated the possibility of extending his stay in South Korea, but on Wednesday said \u201cthe schedule was very tight.\u201d<\/p>\n<p>North Korea has so far dismissed overtures from Washington and Seoul, saying it won\u2019t resume diplomacy with the United States unless Washington drops its demand for the North\u2019s denuclearization.
