The district has a history of struggling to bring students\u2019 grades up across the city, especially at campuses in low-income neighborhoods with large Black and brown populations.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">TEA Commissioner Mike Morath <a href=\"https:\/\/www.yahoo.com\/news\/articles\/texas-education-agency-taking-over-144755914.html\" data-ylk=\"slk:announced last week;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">announced last week<\/a> his decision to remove all decision-making power from elected Fort Worth ISD school board members. Soon, the state will replace them with a board of managers and a superintendent handpicked by Morath. The new set of appointed leaders will wield substantial power. They will preside over one of North Texas\u2019 biggest school districts \u2014 around <a href=\"http:\/\/google.com\/url?q=https:\/\/www.har.com\/school_district\/fort-worth-isd_220905&amp;sa=D&amp;source=docs&amp;ust=1761676751325122&amp;usg=AOvVaw1a0D-i0sgzJKsucYvP-xkM\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:135 campuses;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">135 campuses<\/a> \u2014 and their responsibilities will range from deciding how to spend the district\u2019s $1 billion budget to hiring the directors who will lead day-to-day operations such as bus transportation and campus maintenance.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The district has been on the upswing academically in the last two years. But TEA, under state law, can take over a school district when a school receives a failing grade on the state agency\u2019s A-F accountability rating system for five consecutive years, and Leadership Academy at Forest Oak Sixth Grade received its <a href=\"https:\/\/rptsvr1.tea.texas.gov\/cgi\/sas\/broker?_service=marykay&amp;_program=perfrept.perfmast.sas&amp;_debug=0&amp;ccyy=2023&amp;lev=C&amp;id=220905064&amp;prgopt=reports\/acct\/summary.sas\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:fifth F in 2023.;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">fifth F in 2023.<\/a> The ratings, which were <a href=\"https:\/\/www.texastribune.org\/2025\/08\/15\/texas-schools-a-f-accountability-ratings-2\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:recently unveiled;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">recently unveiled<\/a>, had been held back because several school districts <a href=\"https:\/\/www.yahoo.com\/news\/judge-blocks-release-school-accountability-220650069.html\" data-ylk=\"slk:had sued;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">had sued<\/a> to block their release.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But long before the sixth-grade campus reached the threshold for a takeover, conversations of state intervention in Fort Worth had swirled around the community.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In 2008, Meadowbrook Middle School, a campus composed of around 60% Hispanic students and 35% Black students, had missed federal academic standards for years, which nearly led to a state takeover under the now-defunct No Child Left Behind Act.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In the years that followed, the district averted two other threats of an intervention. John T. White and Maude Logan elementaries endured a streak of failing grades and nearly met the takeover threshold before seeing improved scores.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Leadership Academy at Forest Oak Sixth Grade, which the district <a href=\"https:\/\/fortworthreport.org\/2024\/03\/31\/fort-worth-isd-board-approves-contract-to-start-closure-of-forest-oak-sixth-grade\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:shuttered after the 2023-24 school year;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">shuttered after the 2023-24 school year<\/a>, was located in Glencrest, a <a href=\"https:\/\/statisticalatlas.com\/neighborhood\/Texas\/Fort-Worth\/Glencrest\/Race-and-Ethnicity\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:largely Black and Hispanic neighborhood;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">largely Black and Hispanic neighborhood<\/a> with a median household income <a href=\"https:\/\/www.homes.com\/local-guide\/fort-worth-tx\/glencrest-neighborhood\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:far below;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">far below<\/a> the national average. The campus, which drew in refugee and immigrant newcomers, struggled with academic performance for years.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThere has to be ownership for that,\u201d Fort Worth ISD Superintendent Karen Molinar said in a recent interview with The Texas Tribune. \u201cIt\u2019s not about a physical building or a statute. Courtesy of Camilo Diaz\/Fort Worth Report<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The campus was one of the Fort Worth district\u2019s lowest-performing, though the struggle to lift students up to state standards has affected the entire district. In 2023, 44% of Fort Worth ISD students could read on grade level. That year, all grade levels with the exception of sixth grade <a href=\"https:\/\/fortworthreport.org\/2023\/09\/09\/community-crisis-almost-half-the-students-in-fort-worth-schools-cant-read-at-grade-level\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:saw reading scores dip;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">saw reading scores dip<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But the district has begun to see improvements: Test scores <a href=\"https:\/\/fortworthreport.org\/2025\/06\/17\/fort-worth-area-students-improve-staar-scores-for-first-time-since-2022-heres-who-leads\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:went up;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">went up<\/a> in all of Fort Worth ISD last year. This year, the number of F-rated campuses plummeted from 31 to 11. And the roughly 135 schools overall have earned a C rating the last two years. The education agency considers that an \u201cacceptable performance,\u201d meaning the district serves many students well but needs to provide additional support to others.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Trenace Dorsey-Hollins, founder of parent activist group Parent Shield Fort Worth, said some of the credit for the improvements belongs to Molinar, the superintendent, who started her role in an interim capacity late last year and was officially appointed <a href=\"https:\/\/fortworthreport.org\/2025\/02\/18\/fort-worth-isd-school-board-names-molinar-as-superintendent-heres-why\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:in February;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">in February<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThis is her first year being able to make some changes to the district, and I do feel like she\u2019s doing a pretty good job,\u201d Dorsey-Hollins said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">After Molinar came on board, Ken Kuhl, a parent on the Fort Worth Council of PTAs, said the district has <a href=\"https:\/\/fortworthreport.org\/2025\/03\/25\/these-new-teachers-to-lead-fort-worth-isds-student-first-strategy-if-trustees-approve\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:increasingly focused on improving student outcomes;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">increasingly focused on improving student outcomes<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The district has sought to introduce more alignment across the district, from creating an infrastructure for educators to gameplan lessons together and attain feedback on their teaching methods, to rolling out what the education agency considers high-quality instructional materials aligned with state standards, to overhauling seven under-resourced campuses with a goal of attracting more effective instructors.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But none of those efforts stopped a takeover.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">With a district as large as Fort Worth\u2019s, disparities between schools\u2019 performance run deep. Kuhl wonders if the district previously celebrated success at high-performing campuses \u201cat the expense of\u201d their academically struggling peers. The Fort Worth community, Kuhl said, would have liked to see the district address its shortcomings sooner.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Molinar said the state takeover was preventable, and the superintendent pointed blame at the district for the current situation.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI can be upset and say it\u2019s not fair and be upset with the commissioner,\u201d she said. \u201cBut I\u2019m more upset that we have not been more aggressive for my students.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Many advocates and families believe the Texas Legislature\u2019s decisions on <a href=\"https:\/\/www.yahoo.com\/news\/texas-officials-claim-school-funding-100000570.html\" data-ylk=\"slk:public education funding;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">public education funding<\/a> have played an outsized role in districts\u2019 academic struggles. Hundreds of districts are operating at a budget deficit, meaning they are increasing class sizes, cutting instructional staff and shutting down programs that help drive positive student outcomes. The Fort Worth district had a <a href=\"https:\/\/www.star-telegram.com\/news\/local\/education\/article308361185.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:$44 million budget deficit;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">$44 million budget deficit<\/a> earlier this year.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Legislature for six years did not add to schools\u2019 base level funding, a critical pot of money that provides districts with flexibility to pay rising operational expenses and boost the salaries of teachers, which <a href=\"https:\/\/www.nea.org\/resource-library\/educator-pay-and-student-spending-how-does-your-state-rank?utm_medium=paid-search&amp;utm_source=google&amp;utm_campaign=rankings-estimates-report&amp;utm_content=&amp;ms=ads-rankings-estimates-report-se&amp;gclsrc=aw.ds&amp;gad_source=1&amp;gad_campaignid=19606909831&amp;gbraid=0AAAAAohHV9Qq0WR6-ba6wmolzS-lZqWeY&amp;gclid=CjwKCAjw04HIBhB8EiwA8jGNbUHHd6eMj4O6ZQhzfotx3amGin1EQEz5a6DbNfdsarTyC8Ql7wqc8BoC6OkQAvD_BwE\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:rank 31st in the nation;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">rank 31st in the nation<\/a>. Fort Worth\u2019s intervention marks the 11th since 2000 and will be the second largest, following the 2023 takeover in Houston. Four other districts \u2014 Lake Worth, Beaumont, Connally and Wichita \u2014 are <a href=\"https:\/\/www.yahoo.com\/news\/articles\/five-texas-school-districts-risk-020844206.html\" data-ylk=\"slk:at risk of being next;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">at risk of being next<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Academic takeovers are largely driven by results on the State of Texas Assessments of Academic Readiness, which lawmakers, educators and families have long criticized. They say the test consumes meaningful instructional time, places too much pressure on students and does not adequately measure how much children are learning. The Legislature <a href=\"https:\/\/www.texastribune.org\/2025\/09\/03\/texas-staar-standardized-test-accountability-2\/#:~:text=Gov.%20Greg%20Abbott%20signed%20legislation%20on%20Wednesday,state%20standardized%20test%2C%20for%20three%20shorter%20tests\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:passed a law;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">passed a law<\/a> earlier this year that will phase out the exam by the 2027-28 academic year and replace it with three shorter tests.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">If a campus does not meet state academic standards for five consecutive years, the state can order the closure of the school or appoint a board of managers to run the district. Fort Worth ISD opted to close Leadership Academy at Forest Oak Sixth Grade, but Morath said <a href=\"http:\/\/capitol.texas.gov\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:in a letter;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">in a letter<\/a> to the school board that the campus had already reached the threshold for intervention and that the closure \u201cdid not address the district\u2019s underlying systemic deficiencies that caused the chronic underperformance.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The state agency\u2019s ability to take over any district because of one struggling campus has been a point of controversy in Texas that has only grown more intense since the state intervened in Houston.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Morath and state-appointed Superintendent Mike Miles say that takeover was warranted, and they tout improved test scores in the two years since it started. No Houston ISD campuses received an F on the state\u2019s accountability ratings in the 2024-25 school year, a drastic improvement from the <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2025\/08\/06\/528102\/houston-isd-reports-remarkable-transformation-in-forthcoming-state-accountability-ratings-for-2024-25\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:56 underperforming campuses;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">56 underperforming campuses<\/a> the district had in 2022-23.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But the intervention has also run into strong criticism. Teacher departures have <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/education\/hisd\/article\/teachers-leaving-departures-20402791.php\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:skyrocketed;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">skyrocketed<\/a>. Thousands of students have <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/education\/hisd\/article\/student-enrollment-decline-21016846.php\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:unenrolled;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">unenrolled<\/a>. And improved test scores have <a href=\"https:\/\/www.texasmonthly.com\/news-politics\/houston-isd-staar-rise-holding-students-back\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:sparked concern;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">sparked concern<\/a> that the district has accomplished that feat, in part, because of a hyperfocus on testing and moving students into less rigorous math and science classes.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The direction of Fort Worth\u2019s intervention will also depend heavily on the superintendent Morath chooses to lead it. It\u2019s unclear exactly when he will make the decision, though the commissioner has noted that he will consider Molinar for the job.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Dorsey-Hollins said she\u2019s hopeful for the intervention.
