Tolbert is in Tampa for the 2025 International City\/Council Management Association annual conference. As of 5:15 p.m., Tolbert\u2019s response had not been released publicly.<\/p>\n<p class=\"body-text-paragraph\">However, council member Paul Ridley said the city manager had emailed the City Council stating that the dispute was between the two teams and that the city was not involved. <\/p>\n<p class=\"body-text-paragraph\">\u201cI think the city needs to stay out of it,\u201d Ridley said.<\/p>\n<p class=\"body-text-paragraph\">The Stars and Mavericks <a href=\"https:\/\/www.dallasnews.com\/sports\/stars\/2025\/10\/29\/stars-respond-with-countersuit-in-american-airlines-center-dispute-with-mavericks\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.dallasnews.com\/sports\/stars\/2025\/10\/29\/stars-respond-with-countersuit-in-american-airlines-center-dispute-with-mavericks\/\">are locked in a legal battle related to their shared home<\/a>, the American Airlines Center, as both teams consider relocating their operations. The Stars filed a petition late Tuesday, accusing the Mavericks of attempting a \u201chostile takeover\u201d of the arena, according to a statement from Stars\u2019 attorney Joshua M. Sandler.<\/p>\n<p class=\"body-text-paragraph\">The dispute centers on a 1998 franchise agreement that the Mavericks claim the Stars breached by locating their corporate headquarters in Frisco rather than Dallas. Meanwhile, The News reported this week that the Stars are <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2025\/10\/28\/collin-county-suburb-could-land-dallas-stars-with-billion-dollar-stadium\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2025\/10\/28\/collin-county-suburb-could-land-dallas-stars-with-billion-dollar-stadium\/\">considering a new billion-dollar arena in Plano<\/a>. <\/p>\n<p class=\"body-text-paragraph\">The legal battle is now in the Texas Business Court.<\/p>\n<p class=\"body-text-paragraph\">Council member Paula Blackmon called the situation \u201ca mess\u201d and expressed surprise at the severity of the conflict between the two teams. <\/p>\n<p class=\"body-text-paragraph\">\u201cI was not aware that the friction between the two teams was so bad that it would result in legal fights,\u201d she said. <\/p>\n<p class=\"body-text-paragraph\">Blackmon, who learned of the dispute through reports by The News, questioned whether the city\u2019s actions appeared one-sided in favor of the Mavericks, citing a letter from Tolbert that referenced a breach in the Stars\u2019 franchise agreement. <\/p>\n<p class=\"body-text-paragraph\">\u201cI do hope both teams see the value of staying,\u201d Blackmon said. \u201cIt\u2019s not a Sophie\u2019s choice \u2014 we want both teams to stay in Dallas.\u201d<\/p>\n<p class=\"body-text-paragraph\">West, chair of the City Council\u2019s ad hoc professional sports retention and recruitment committee, said he expects the city to play a key role in resolving the dispute. <\/p>\n<p class=\"body-text-paragraph\">\u201cThe city is [the] logical broker for a pathway forward for everyone out here,\u201d West said. <\/p>\n<p class=\"body-text-paragraph\">While he acknowledged he was not fully briefed on the city\u2019s negotiations with the teams, he urged Tolbert and her team to facilitate a meeting between the Stars and Mavericks. <\/p>\n<p class=\"body-text-paragraph\">\u201cKnowing what I know now, I hope the city manager and her team will call a meeting with the two teams,\u201d West said, emphasizing the advantages of staying in Dallas over suburban alternatives. \u201cDallas is where you want to be.\u201d<\/p>\n<p class=\"body-text-paragraph\">Moreno pointed to the economic benefits of keeping the teams, including workforce development, sales tax revenue, and overall investment in the city. <\/p>\n<p class=\"body-text-paragraph\">\u201cWe know the investment that sports and entertainment bring back to a city,\u201d he said. \u201cI don\u2019t want us to be the obstacle or the reason that they\u2019re not staying in Dallas.\u201d <\/p>\n<p class=\"body-text-paragraph\">He declined to comment
