Read more below and <a href=\"https:\/\/www.medicarerights.org\/action-alerts\/2025\/07\/02\/alert-tell-congress-to-say-no-to-harmful-medicaid-cuts\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">weigh in today<\/a>.\u00a0<\/p>\n<p>The Medicare Rights Center forcefully condemns this legislation and <a href=\"https:\/\/www.medicarerights.org\/media-center\/senate-republicans-choose-to-terminate-health-coverage-food-assistance-for-millions-including-older-adults-and-people-with-disabilities\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">calls upon the House<\/a> to reject it. The bill would strip health coverage from millions, increase out-of-pocket costs, deepen poverty and food insecurity, and destabilize the entire health care system. Its rollbacks represent the biggest cuts to health care and food assistance in history, wiping out recent gains in coverage and outcomes. Older adults, people with disabilities, children, and families with low incomes would be among those most at risk and hardest hit.<\/p>\n<p>The Bill Would Create Harms at an Unprecedented Rate and Scale<\/p>\n<p><strong>Cuts Medicaid <\/strong>by imposing harmful <a href=\"https:\/\/www.cbpp.org\/research\/health\/senate-bill-expands-medicaid-work-requirements-to-include-some-parents-would-take\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">work reporting requirements<\/a>, increasing enrollee cost sharing, making <a href=\"https:\/\/www.kff.org\/policy-watch\/implications-of-congress-eliminating-major-biden-era-regulations-for-medicaid\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Medicaid harder to qualify<\/a> for, enroll in, and keep; <a href=\"https:\/\/ccf.georgetown.edu\/2025\/06\/24\/senate-obbb-continues-house-overreach-on-immigrant-health-coverage-by-imposing-restrictions-on-how-states-can-spend-their-own-funds\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">eliminating access<\/a> for many lawfully present immigrants; reducing <a href=\"https:\/\/ccf.georgetown.edu\/2025\/06\/18\/senate-finance-committee-reconciliation-bill-would-more-harshly-restrict-state-use-of-provider-taxes-by-targeting-expansion-state-financing\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">state financing options<\/a>; and restricting<a href=\"https:\/\/www.kff.org\/medicaid\/issue-brief\/reconciliation-language-could-lead-to-cuts-in-medicaid-state-directed-payments-to-hospitals-and-nursing-facilities\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> state payments<\/a> to hospitals, nursing facilities, and other providers.<\/p>\n<p><strong>Undermines Medicare<\/strong> by stripping coverage away from <a href=\"https:\/\/www.medicarerights.org\/medicare-watch\/2025\/05\/22\/broken-promises-republicans-budget-reconciliation-bill-would-cut-medicare\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">current enrollees<\/a>, halting rules that would <a href=\"https:\/\/www.medicarerights.org\/medicare-watch\/2024\/04\/25\/rules-advance-access-and-quality-for-medicaid-services-including-nursing-homes\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">make nursing homes safer<\/a>, and <a href=\"https:\/\/www.medicarerights.org\/medicare-watch\/2023\/09\/21\/important-final-rule-streamlines-enrollment-into-medicare-savings-programs\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reducing beneficiary access<\/a> to cost-assistance programs (the Medicare Savings Programs and the Part D Low-Income Subsidy) that make coverage, care, and prescription drugs more affordable.<\/p>\n<p><strong>Threatens ACA Coverage <\/strong>by eliminating tax credits that help <a href=\"https:\/\/www.kff.org\/affordable-care-act\/state-indicator\/marketplace-plan-selections-by-financial-assistance-status-2\/?currentTimeframe=0&amp;sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">more than 22 million people<\/a> buy marketplace plans, narrowing sign-up windows, and creating other <a href=\"https:\/\/www.healthaffairs.org\/content\/forefront\/senate-gop-makes-last-minute-health-care-changes-budget-bill\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">barriers to enrollment<\/a>, as well as changing <a href=\"https:\/\/www.nilc.org\/articles\/the-house-reconciliation-bills-tax-provisions-will-increase-poverty-and-penalize-immigrants\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">eligibility requirements<\/a> based on immigration status.<\/p>\n<p><strong>Slashes SNAP Benefits<\/strong> by <a href=\"https:\/\/www.cbpp.org\/research\/food-assistance\/by-the-numbers-senate-republican-leaderships-reconciliation-bill-takes\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">increasing red tape and shifting costs to states<\/a>,\u00a0putting food security and healthy eating at risk for millions of older adults, people with disabilities, and children. If states can\u2019t make up for these massive new costs, they would have to cut SNAP eligibility or terminate the program entirely.<\/p>\n<p>Direct Harm to Older Adults and People with Disabilities<\/p>\n<p><strong>Increases Medicare Costs for Low-Income Beneficiaries <\/strong>by eliminating key improvements that streamline access to the Medicare Savings Programs (MSP). The nonpartisan <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-05\/Wyden-Pallone_Letter.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Congressional Budget Office (CBO) projects<\/a> nearly <a href=\"https:\/\/d1dth6e84htgma.cloudfront.net\/E_and_C_Markup_Subtitle_D_Part_I_5_12_25_4628d60c2a.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">1.4 million low-income people with Medicare<\/a>\u2014more than 10% of the dually enrolled Medicare-Medicaid population\u2014would lose their MSP coverage due to the rollback of these simplifications. This would undo years of progress in reducing health and financial insecurity among older adults and people with disabilities.<\/p>\n<p><strong>Lowers Social Security Checks <\/strong>by forcing beneficiaries to pay higher Medicare costs. In 2025, without an MSP, enrollees would lose at least $185 per month (the cost of the Part B premium). These financial burdens would grow with time; annual Part B <a href=\"https:\/\/www.kff.org\/medicare\/issue-brief\/seven-million-people-with-medicare-spend-more-than-10-of-income-on-part-b-premiums-the-reconciliation-bill-could-drive-the-number-higher\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">premiums are\u202fprojected<\/a> to reach nearly <a href=\"https:\/\/www.cms.gov\/oact\/tr\/2025\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$2,500 in 2026<\/a> and more than $4,000 by 2034. Enrollees with very low incomes have even more at stake\u2014they would lose MSP coverage of additional Medicare expenses, like deductibles and copayments. These costs would consume a significant share of limited beneficiary budgets: One case study found that an <a href=\"https:\/\/www.americanprogress.org\/article\/house-republicans-big-beautiful-bill-would-make-health-care-more-expensive-for-americans-with-medicare-and-other-insurance\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">older couple<\/a> living on an annual income of $21,000 would pay $8,340 more for Medicare next year.<\/p>\n<p><strong>Makes Prescription Drug Coverage More Expensive<\/strong> for low-income Medicare beneficiaries. People with MSPs are automatically enrolled in the <a href=\"https:\/\/www.medicareinteractive.org\/understanding-medicare\/cost-saving-programs\/the-extra-help-low-income-subsidy-lis-program\/extra-help-basics\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Part D Low-Income Subsidy (LIS)\/Extra Help<\/a>, which helps them afford their Medicare prescription drug coverage. The Social Security Administration estimates LIS saves enrollees about <a href=\"https:\/\/www.ssa.gov\/pubs\/EN-05-10508.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$6,200 per year<\/a>, a number that is likely to rise as <a href=\"https:\/\/usafacts.org\/articles\/drug-prices-outpaced-inflation-since-the-1990s\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">drug prices do<\/a>. Without MSP and its coordination with LIS, beneficiaries would be on the hook for those costs, too.<\/p>\n<p><strong>Imposes Harmful Medicaid Work Reporting Requirements<\/strong> by creating a job loss penalty that would apply to individuals up to the age of 64, putting coverage and care at significant risk. CBO finds that at least <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-06\/Wyden-Pallone-Neal_Letter_6-4-25.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">5.2 million adults would lose<\/a> Medicaid, including many who are working or should have an exemption, but who would nevertheless get tripped up by the requirement\u2019s red tape. This provision would likely have a disproportionate impact on the <a href=\"https:\/\/www.kff.org\/medicaid\/issue-brief\/5-key-facts-about-medicaid-coverage-for-people-ages-50-and-older\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">22 million\u202fMedicaid enrollees<\/a> who are 50 or older, <a href=\"https:\/\/justiceinaging.org\/fact-sheet-work-requirements-would-cut-medicaid-for-older-adults\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">who face<\/a>\u202f<a href=\"https:\/\/www.cbpp.org\/charts\/most-older-medicaid-enrollees-face-significant-health-barriers-to-work\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">outsized barriers<\/a> to steady employment as well as obstacles to compliance reporting, all while having <a href=\"https:\/\/www.cbpp.org\/research\/health\/harsh-work-requirements-in-house-republican-bill-would-take-away-medicaid-coverage#_ftn6\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">no impact on overall employment<\/a> rates.<\/p>\n<p><strong>Puts Long-Term Care at Risk <\/strong>by making it harder to qualify for Medicaid coverage and shifting costs to states. This is overwhelmingly likely to <a href=\"https:\/\/www.healthaffairs.org\/content\/forefront\/history-repeats-faced-medicaid-cuts-states-reduced-support-older-adults-and-disabled\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">result in\u202fcuts to Home- and Community-Based Services (HCBS)<\/a>. The bill also effectively repeals the Nursing Home Minimum Staffing Rule, endangering the lives and well-being of thousands of people with Medicare by allowing <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0020748921000936\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">inadequate nursing facility staffing<\/a>.<\/p>\n<p><strong>Reduces ACA Plan Enrollment and Affordability <\/strong>by failing to renew <a href=\"https:\/\/www.medicarerights.org\/medicare-watch\/2025\/04\/17\/congress-must-act-to-continue-affordable-care-acts-enhanced-premium-tax-credits\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the premium tax credits<\/a> that help <a href=\"https:\/\/www.kff.org\/affordable-care-act\/state-indicator\/marketplace-plan-selections-by-financial-assistance-status-2\/?currentTimeframe=0&amp;sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">more than 22 million people<\/a>\u2014including many older adults who are\u202f<a href=\"https:\/\/www.kff.org\/policy-watch\/who-might-lose-eligibility-for-affordable-care-act-marketplace-subsidies-if-enhanced-tax-credits-are-not-extended\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">not yet Medicare-eligible<\/a>\u2014afford ACA marketplace plans. As a result, nearly <a href=\"https:\/\/www.aarp.org\/pri\/topics\/health\/coverage-access\/enhanced-premium-tax-credit-expiration-health-coverage\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">5 million<\/a> adults ages 50 to 64 would face higher ACA premiums next year. Those who can\u2019t pay will likely drop their coverage and\u202f<a href=\"https:\/\/www.kff.org\/uninsured\/issue-brief\/key-facts-about-the-uninsured-population\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">become uninsured<\/a>, leading to <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC1831646\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">worse health and higher Medicare costs<\/a>. Roughly <a href=\"https:\/\/www.kff.org\/policy-watch\/how-will-the-2025-budget-reconciliation-affect-the-aca-medicaid-and-the-uninsured-rate\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">8 million people<\/a> who would lose ACA coverage would remain uninsured.<\/p>\n<p><strong>Restricts Medicare and ACA eligibility<\/strong> by terminating Medicare coverage for many <a href=\"https:\/\/www.kff.org\/policy-watch\/potential-impacts-of-2025-budget-reconciliation-on-health-coverage-for-immigrant-families\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">individuals with lawful immigration status<\/a> who have worked and paid taxes in the US for decades. This is a dangerous precedent and a significant departure from current, longstanding policy, which recognizes eligibility for everyone who has paid sufficient Social Security and Medicare taxes. Many would have nowhere to turn for coverage, as the bill would also cut off their access to ACA tax credits. Federal law already restricts Medicaid eligibility for people with lawful status who do not have a green card, but the bill would <a href=\"https:\/\/ccf.georgetown.edu\/2025\/06\/24\/senate-obbb-continues-house-overreach-on-immigrant-health-coverage-by-imposing-restrictions-on-how-states-can-spend-their-own-funds\/\" rel=\"nofollow noopener\" target=\"_blank\">go even further<\/a>, penalizing expansion states for using state-only funds to cover noncitizens otherwise ineligible for Medicaid.<\/p>\n<p><strong>Paves the Way for Bigger Medicare Rollbacks <\/strong>by ballooning the national debt. Doing so would <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-05\/61423-PAYGO.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">trigger massive cuts to Medicare<\/a> totaling nearly $500 billion. Rising deficits would further jeopardize Medicare\u2019s long-term outlook by creating a funding hole that lawmakers could use as an excuse to pursue future program cuts.<\/p>\n<p><strong>Increases Hunger and Food Insecurity<\/strong> by making <a href=\"https:\/\/www.aarp.org\/advocacy\/cuts-to-snap-benefits-2025\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">significant cuts and changes to SNAP<\/a> that would threaten access to needed food assistance for lower-income Americans. SNAP helps more than 40 million people purchase the food they need to build and maintain their health. About <a href=\"https:\/\/www.aarp.org\/pri\/topics\/health\/food-insecurity\/millions-of-adults-ages-50-and-older-rely-on-snap\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">10 million SNAP households<\/a> include at least one adult age 50 or older. Slashing the program would lead to more poverty and worse outcomes.<\/p>\n<p>Massive Coverage Losses and System-Wide Harm<\/p>\n<p><strong>Nonpartisan Analysis Confirms Devastating Coverage Losses<\/strong> from the bill. The CBO projects roughly <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-06\/Wyden-Pallone-Neal_Letter_6-4-25.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">17 million additional people<\/a> would lose health insurance as a direct result of the bill\u2019s policies. This includes people who are insured through Medicaid, the ACA, and Medicare. Those who maintained coverage would face more onerous administrative requirements, higher costs, reduced services, and less access to care.<\/p>\n<p><strong>Ripple Effects on Hospitals, Providers, and Communities<\/strong> from cuts to Medicaid and Medicare would jeopardize hospitals and health clinics\u2014especially in rural communities\u2014likely forcing facility closures, triggering job losses, and destabilizing local economies. <a href=\"https:\/\/www.medicarerights.org\/medicare-watch\/2025\/06\/05\/a-whirlwind-of-damage-from-republican-budget-increased-costs-for-all-hospitals-and-lives-at-risk\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">These reductions<\/a> would drive up health care costs for everyone, even people with private insurance.<\/p>\n<p><strong>Job Losses Across States Would Skyrocket<\/strong> rapidly. According to <a href=\"https:\/\/www.commonwealthfund.org\/publications\/issue-briefs\/2025\/jun\/how-medicaid-snap-cutbacks-one-big-beautiful-bill-trigger-job-losses-states\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">recent analysis<\/a>, in 2029, the bill\u2019s Medicaid and SNAP cuts would cost states $154 billion\u201418% more than they would save the federal government ($131 billion). Nationwide, 1.22 million jobs would be lost, and state and local tax revenues would drop by $12 billion. Cuts to Medicare and the Marketplace would further disrupt the economy and employment.<\/p>\n<p><strong>Less Access to Care and Higher Health Risks <\/strong>would lead to more harm and suffering, more preventable deaths, increased reliance on emergency rooms, and worse health outcomes. Research\u202f<a href=\"https:\/\/www.medicarerights.org\/medicare-watch\/2025\/04\/24\/new-research-confirms-importance-of-drug-affordability-and-low-out-of-pocket-costs\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">consistently finds<\/a> that people facing higher out-of-pocket costs for health care cut back on the care they receive, even if it is necessary for their health and safety. This leads to worse health, higher care needs, and more hospitalizations\u2014effects that drive up costs for individuals and system-wide.<\/p>\n<p><strong>More Preventable Deaths<\/strong> would occur due to reduced access to affordable, high-quality coverage and care. Researchers estimate over <a href=\"https:\/\/ldi.upenn.edu\/our-work\/research-updates\/trump-senate-bill-seen-causing-51000-preventable-deaths-annually\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">51,000 additional people<\/a> would die each year if the bill is enacted. This <a href=\"https:\/\/d197nivf0nbma8.cloudfront.net\/uploads\/2025\/05\/Roberts-Translation-Piece-Final-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">includes 18,200 low-income<\/a> Medicare-Medicaid enrollees who would lose MSP and LIS.
