The figure represents a \u201c100% deterioration\u201d of the company\u2019s investments in the project over five years, according to account filings reviewed by the publication. <\/p>\n<p class=\"body-text-paragraph\">A yearslong backlog of outstanding debts owed to Renfe by Texas Central for work performed since 2019 was also cited by Renfe representatives, according to the publication. <\/p>\n<p>Breaking News<\/p>\n<p class=\"dmnc_features-cta-social-cta-social-module__zWZy- mb-4\">Get the latest breaking news from North Texas and beyond.<\/p>\n<p class=\"body-text-paragraph\">Renfe and Texas Central did not respond to questions about the closure. <\/p>\n<p class=\"body-text-paragraph\">It\u2019s the latest setback for an ambitious transit project that once promised to put Texas on the world stage, emulating high-speed rail successes like the Shinkansen in Tokyo that a <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2024\/09\/30\/as-texas-flirts-with-high-speed-rail-can-japans-bullet-train-show-the-way\/\" rel=\"nofollow noopener\" target=\"_blank\">delegation of state officials rode last September<\/a>. <\/p>\n<p class=\"body-text-paragraph\">Proposed more than a decade ago to shuttle passengers from Dallas to Houston in 90 minutes, the rail line drew international investors who saw it as a catalyst for major infrastructure initiatives across the U.S. <\/p>\n<p class=\"body-text-paragraph\">A recent analysis <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/06\/07\/the-long-game-high-speed-rail-could-drive-billions-to-dallas-will-it-happen\/\" rel=\"nofollow noopener\" target=\"_blank\">estimated it would be an economic boon for Dallas-Fort Worth<\/a>, spurring jobs and tourism dollars. <\/p>\n<p class=\"body-text-paragraph\">But regulatory hurdles, changing political winds and financial pressures precipitated by a series of leadership changes have stalled the project. The Trump administration in April<a href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/04\/14\/trump-administration-pulls-support-for-dallas-to-houston-bullet-train\/\" rel=\"nofollow noopener\" target=\"_blank\"> pulled a nearly $64 million grant previously awarded to Amtrak<\/a>, a public rail provider that Texas Central previously said would help advance the project. <\/p>\n<p class=\"body-text-paragraph\">Company officials and the Department of Transportation have since signaled Amtrak will no longer lead the project, returning it to the private sector. <\/p>\n<p class=\"body-text-paragraph\">The company bought out its top Japanese investors in January \u2014 who lost more than $270 million on the planned bullet train, according to Newsweek \u2014 and the rail line is now backed by Texas investor John Kleinheinz.<\/p>\n<p class=\"body-text-paragraph\">Texas Central has also drawn the ire of private landowners <a href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/04\/04\/what-are-you-hiding-lawmakers-grill-texas-central-on-dallas-to-houston-high-speed-rail\/\" rel=\"nofollow noopener\" target=\"_blank\">and state lawmakers<\/a>, who have accused the company of operating secretively while courting public dollars. <\/p>\n<p>Related:<a class=\"dmnc_features-article-body-embeds-related-story-module__82BFj\" href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/04\/04\/what-are-you-hiding-lawmakers-grill-texas-central-on-dallas-to-houston-high-speed-rail\/\" rel=\"nofollow noopener\" target=\"_blank\">\u2018What are you hiding?\u2019 Lawmakers grill Texas Central on Dallas-to-Houston high-speed rail<\/a><\/p>\n<p class=\"body-text-paragraph\">\u201cTexas Central has continued to refuse to be transparent with any stakeholders \u2014 public or private \u2014 involved in this project,&#8221; said Jennifer Stevens, a spokesperson for ReRoute the Route, a group opposed to using private land and taxpayer dollars for high-speed rail projects. \u201cThis is a company that has been nearly broke for at least half a decade.\u201d <\/p>\n<p class=\"body-text-paragraph\">Kleinheinz Capital Partners did not directly address questions about Renfe\u2019s closure and the alleged debts, but said in a statement that there has been \u201cno change\u201d in Texas Central\u2019s plans. <\/p>\n<p class=\"body-text-paragraph\">The investment firm has cast Amtrak\u2019s exit as a positive that will allow the project to move ahead with less red tape, but the financial uncertainties have sowed doubts that Texas Central will ever bring the project to completion. <\/p>\n<p class=\"body-text-paragraph\">Major infrastructure projects are often funded through a mix of public and private dollars.<\/p>\n<p class=\"body-text-paragraph\">\u201cIf that happens, it would be a first in world history that a transit system was fully supported just on private funding,\u201d council member Paul Ridley said during an economic development committee meeting in June.<\/p>\n<p class=\"body-text-paragraph\">Texas Central is being restructured to eliminate some of its $750 million debt, company representative Andy Jent told lawmakers in April.
