{"id":346925,"date":"2025-11-01T02:07:15","date_gmt":"2025-11-01T02:07:15","guid":{"rendered":"https:\/\/www.europesays.com\/us\/346925\/"},"modified":"2025-11-01T02:07:15","modified_gmt":"2025-11-01T02:07:15","slug":"%f0%9f%9a%a8-harris-county-will-become-home-to-nations-largest-flood-rescue-training-facility","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/346925\/","title":{"rendered":"\ud83d\udea8 Harris County will become home to nation\u2019s largest flood rescue training facility"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><strong>HOUSTON<\/strong> \u2013 Houston will soon be home to the nation\u2019s largest swift-water rescue training facility, a $104 million project transforming 27 acres in Mission Bend into a state-of-the-art hub for first responders and public flood preparedness.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The facility, dubbed <a href=\"https:\/\/www.thestormranch.org\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.thestormranch.org\/\">STORM Ranch<\/a> (Swift-water Training for Operation and Rescue Missions), represents an ambitious initiative by <a href=\"https:\/\/www.communityvfd.com\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.communityvfd.com\/\">Community Volunteer Fire Department<\/a> and <a href=\"https:\/\/www.esd100.org\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.esd100.org\/\">Harris Fort Bend ESD 100<\/a> to revolutionize how first responders train for water rescues and flood events.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019re taking into effect all of the local flood events but also the flood events that have happened in the United States all the way from North Carolina all the way to California and how can we encompass that here to make sure we\u2019re training everybody adequately,\u201d said Cpt. Samantha Smith of the Community Volunteer Fire Department.<\/p>\n<p><b>There\u2019s A Ton To Train With<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The facility\u2019s design incorporates lessons learned from past disasters, including Hurricane Harvey and recent flooding events. Key features will include:<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Two swift-water channels, including one specifically designed to replicate Hill Country conditions<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>A dedicated pond area for boat rescue training<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>An urban village complex featuring six buildings that can be flooded up to the second floor<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Rooftop rescue training capabilities for helicopter operations with the Coast Guard<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Emergency shutdown systems with \u201cbig red buttons\u201d at every light post for enhanced safety<\/p>\n<\/li>\n<\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cOne of big things for us at STORM Ranch is every light post that\u2019s going to be on the ground here is going to have a big red button that we can hit. So, anytime there is a potential that we need to get somebody out who\u2019s there for training, we can hit that big red button and everything stops,\u201d Smith explained.<\/p>\n<p><b>Public Safety Innovation<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Unlike current training options that rely on water parks or natural rivers, STORM Ranch will offer controlled environments specifically designed for emergency response training. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The facility will be capable of hosting five to seven different types of training simultaneously.<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Notably, the facility will also serve the public. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019ve heard loud and clear that our citizens want to know how to be better prepared when these flood events happen,\u201d Smith said. \u201cWe\u2019re going to offer a civilian level, basic level training for them to have some kind of knowledge to make themselves better prepared.\u201d<\/p>\n<p><b>More Training = Safer Communities <\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Currently, Houston-area first responders must travel to facilities in New York or North Carolina for comprehensive swift-water training, or rely on less suitable local options like the Guadalupe River or water parks. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">These alternatives present safety risks and logistical challenges.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe thing is funding for our fire departments, our police departments, it\u2019s just not where we have all this money that we can send an entire department to a training up in New York or North Carolina,\u201d Smith noted. \u201cHaving a facility local will allow those of us who are responding&#8230; to make sure we can train as many people as possible.\u201d<\/p>\n<p><b>Building The Project<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The project will be completed in phases, with groundbreaking scheduled for early 2026. Phase one, focusing on the swift-water channels, pond area and water components, is expected to take 18-22 months, depending on weather conditions.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The facility\u2019s year-round operation will give it an advantage over similar facilities in other states. <\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe other sites that exist in the US today, obviously the one in upstate New York, it\u2019s a great site, but they have to deal with the freezing [weather]. They\u2019re only open so many months of the year,\u201d Smith explained. \u201cEverything\u2019s bigger in Texas. We wanted to go big.
