With every new Android release, Google seemingly further restricts what apps running in the background can do. This is understandable because battery power is a finite commodity on <a href=\"https:\/\/www.androidauthority.com\/best-android-phone-3563254\/\" target=\"_blank\" rel=\"noopener\">Android phones<\/a>, so allowing apps to do whatever they want whenever they want would be detrimental to battery life. To prevent rogue applications from <a href=\"https:\/\/www.androidauthority.com\/smartphone-battery-draining-fast-fix-1052999\/\" target=\"_blank\" rel=\"noopener\">draining your phone\u2019s battery<\/a>, the Android OS implements a number of battery management tactics to control when apps can run and how long they can run.<\/p>\n<p>Apps that need to perform critical, real-time tasks like downloading a file, tracking a run, or playing music can create a foreground service, but in order to do so, they must show a notification so users are aware. Instead of creating a foreground service, Google recommends most developers use APIs like JobScheduler and AlarmManager (or a higher-level wrapper, like WorkManager) to queue tasks in the background.<\/p>\n<p><img class=\"e_Yg\" decoding=\"async\" loading=\"lazy\"  title=\"How the WorkManager API works\"  alt=\"How the WorkManager API works\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/How-the-WorkManager-API-works.png\"\/><\/p>\n<p>A flowchat showing how apps schedule tasks through the WorkManager API.<\/p>\n<p>Based on the API that\u2019s used and the parameters that are sent, Android will execute tasks at or near a set time (AlarmManager) or at a time that is optimal for the device\u2019s battery (JobScheduler). The problem is that while the OS does intelligently decide when to run tasks, it does not intelligently quantify the actual battery cost of those tasks or limit the total volume of work accordingly. Arbitrary limits (like 150 jobs per app) still allow for significant power use, consuming a scarce commodity \u2014 battery power.<\/p>\n<p>In an attempt to address this limitation and <a href=\"https:\/\/www.androidauthority.com\/maximize-battery-life-882395\/\" target=\"_blank\" rel=\"noopener\">maximize battery life<\/a>, Google envisioned The Android Resource Economy (TARE), a major reworking of how the system manages background work. TARE sought to apply macroeconomic principles to resource management, treating battery power as a finite commodity that must be allocated efficiently. It quite literally creates a virtual economy, complete with currency, costs, wages, and regulations, to ensure that the finite supply of battery power is efficiently allocated to the tasks that provide the most value to the user.<\/p>\n<p>Although Google scrapped TARE last year, I thought it would be interesting to explore what might have been. In this post, I\u2019ll be diving deep into TARE and explain exactly how Google planned to tax <a href=\"https:\/\/www.androidauthority.com\/top-battery-draining-apps-3207361\/\" target=\"_blank\" rel=\"noopener\">battery-draining Android apps<\/a>.<\/p>\n<p>You\u2019re reading the Authority Insights Newsletter, a weekly newsletter that reveals some new facet of Android that hasn\u2019t been reported on anywhere else. It creates a virtual economy managed by a central authority known as the <strong>IRS<\/strong>, short for the Internal Resource Service (an obvious play on the American Internal Revenue Service). The IRS acts as both a central bank and a regulatory body, determining the money supply, setting prices, and enforcing regulations.<\/p>\n<p>Under TARE, Android utilizes a virtual currency called \u201cAndroid Resource Credits\u201d (<strong>ARCs<\/strong>). Apps need a balance of ARCs to \u201cpurchase\u201d the ability to run background tasks. (Android also used \u201cCakes\u201d as a smaller denomination, where 1,000,000,000 Cakes \u2014 a Giga-Cake \u2014 is equal to 1 ARC. Yes, this is a dual-layered joke invoking the \u201ccake is a lie\u201d meme and the \u201clet them eat cake\u201d quote.)<\/p>\n<p><img class=\"e_Yg\" decoding=\"async\" loading=\"lazy\"  title=\"Android Bot holding up an ARC\"  alt=\"Android Bot holding up an ARC\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/Android-Bot-holding-up-an-ARC.jpg\"\/>The Economic Model: CTP vs. Price<\/p>\n<p>TARE introduces a sophisticated model that separates the (battery) cost of an action from the price (in ARCs) charged to the app.<\/p>\n<ul>\n<li><strong>Cost to Produce (CTP):<\/strong> This is the estimated cost (in ARCs) to the system \u2014 the battery drain equivalent \u2014 to execute the action.<\/li>\n<li><strong>Price:<\/strong> This is the amount (in ARCs) the app is actually charged for the action.<\/li>\n<\/ul>\n<p>In TARE\u2019s ideal market, the Price is generally greater than or equal to the CTP. The system aims to maximize its \u201cprofit\u201d (Price minus CTP). By prioritizing actions with higher Prices, the system theoretically prioritizes tasks providing more user value.<\/p>\n<p>The CTP and Price aren\u2019t static; the IRS applies \u201cModifiers\u201d based on the device\u2019s state. For example, costs might increase when battery saver mode is turned on or decrease when the phone is charging. Crucially, the app\u2019s process state matters; if an app is the TOP app (i.e. actively being used), the Price is often reduced to zero.<\/p>\n<p><img class=\"e_Yg\" decoding=\"async\" loading=\"lazy\"  title=\"Android 14 Battery Saver UI\"  alt=\"Android 14 Battery Saver UI\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/Android-14-Battery-Saver-UI.jpg\"\/><\/p>\n<p>Joe Hindy \/ Android Authority<\/p>\n<p>When battery saver is turned on, the Price of an action is increased to accommodate the user\u2019s preference for maximized battery life.<\/p>\n<p>Earning Credits: Wages and Stimulus<\/p>\n<p>Apps maintain a balance of ARCs in their <strong>Ledger<\/strong>, which is managed by the IRS and its enforcement arm, the <strong>Agent<\/strong>. There are two main ways apps earn credits: <strong>Regulations<\/strong> (government stimulus) and <strong>Rewards<\/strong> (wages).<\/p>\n<p>Regulations are interventions by the IRS. When an app is installed, it receives a \u201c<strong>Birthright<\/strong>\u201d \u2014 an initial balance. If an app falls below a minimum required balance, the IRS provides \u201c<strong>Basic Income<\/strong>\u201d when the device is charging, ensuring apps aren\u2019t permanently bankrupt.<\/p>\n<p>Rewards are earned through positive user engagement. The system grants ARCs when the user opens the app (an ongoing reward per second), interacts with an app\u2019s notification or widget, or even just views a notification. Apps can accrue ARCs up to a \u201cMaximum Satiated Balance\u201d to prevent hoarding.<\/p>\n<p><img class=\"e_Yg\" decoding=\"async\" loading=\"lazy\"  title=\"split notifications on an android smartphone\"  alt=\"split notifications on an android smartphone\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/split-notifications-on-an-android-smartphone-scaled.jpg\"\/><\/p>\n<p>Megan Ellis \/ Android Authority<\/p>\n<p>TARE rewards apps with ARCs when the user interacts with their notifications.<\/p>\n<p>Spending and Enforcement<\/p>\n<p>Excluding \u201c<strong>VIPs<\/strong>\u201d (Very Important Packages \u2014 such as the OS itself, the TOP app, or apps exempted from battery restrictions), apps have to spend ARCs for all actions.<\/p>\n<p>Before starting a task, the system checks if the app could afford an \u201c<strong>Action Bill<\/strong>.\u201d This bill includes the Price to start the task plus an estimated runtime (e.g., 30 seconds). If the app\u2019s balance drops below the required amount while a job is running, the Agent will notify the system, which immediately stops the job.<\/p>\n<p>When an app runs out of ARCs to spend, it is effectively bankrupt and cannot queue any more background work through AlarmManager or JobScheduler. TARE encourages apps to be designed to choose their actions carefully based on their available ARCs, as the system is designed to maximize its own \u201cprofits\u201d by prioritizing tasks with a higher Price.<\/p>\n<p>The Consumption Limit and Regulation<\/p>\n<p>TARE doesn\u2019t just manage individual app balances; it also manages the global supply of resources available, known as the \u201c<strong>Consumption Limit<\/strong>.\u201d<\/p>\n<p>This introduces a crucial dual-check: an action can only proceed if the app can afford the Price and the system\u2019s remaining Consumption Limit can cover the CTP. When an app runs a task, the Price is deducted from the app\u2019s Ledger, and the CTP is deducted from the Consumption Limit.<\/p>\n<p>When the battery is \u201csatiated\u201d (full), the Consumption Limit is at its maximum. As the battery level drops, the available resources are immediately reduced proportionally. The reason for tying the number of ARCs to the device\u2019s battery level is that power consumption is more acceptable when the battery level is higher but less so when the device is about to run out of battery.<\/p>\n<p><img class=\"e_Yg\" decoding=\"async\" loading=\"lazy\"  title=\"Anker PowerWave Stand fully charged\"  alt=\"Anker PowerWave Stand fully charged\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/Anker-PowerWave-Stand-fully-charged.jpg\"\/><\/p>\n<p>Eric Zeman \/ Android Authority<\/p>\n<p>The Consumption Limit (i.e. the total amount of ARCs in circulation) is at its maximum when the device is fully charged.<\/p>\n<p>The IRS also actively manages the economy through regulation:<\/p>\n<ul>\n<li><strong>Wealth Reclamation (Taxation)<\/strong>: To prevent apps from hoarding credits, the IRS periodically reclaims a percentage of unused ARCs from apps that haven\u2019t been used recently (defaulting to 3 days).<\/li>\n<li><strong>Dynamic Tuning<\/strong>: The IRS doesn\u2019t just rely on fixed limits. It uses an \u201cAnalyst\u201d component to track historical battery drain against a target rate (e.g., 40 hours of background life). If the battery is draining too slowly, the IRS might increase the Consumption Limit (i.e. \u201cQuantitative Easing\u201d); if the battery is draining too quickly, it might decrease the limit.<\/li>\n<\/ul>\n<p>A TARE-ible idea?<\/p>\n<p>TARE was a short-lived experiment that Google scrapped last year with the release of <a href=\"https:\/\/www.androidauthority.com\/android-15-features-3401939\/\" target=\"_blank\" rel=\"noopener\">Android 15<\/a>. It was never rolled out on any devices and could only be manually enabled in <a href=\"https:\/\/www.androidauthority.com\/enable-developer-options-569223\/\" target=\"_blank\" rel=\"noopener\">Android\u2019s Developer Options<\/a>. We don\u2019t know why Google ultimately scrapped this idea as the <a href=\"https:\/\/android.googlesource.com\/platform\/frameworks\/base\/+\/4a98dd235a708115db41e722776eff3ef9ed09fe\" target=\"_blank\" rel=\"noopener\">commit<\/a> removing its code doesn\u2019t mention a reason. It\u2019s possible that TARE was simply too ambitious; tuning a virtual economy to match real-world battery behavior is incredibly complex.
