He arrived in Hanoi from Kuala Lumpur, Malaysia, where he attended a meeting of counterparts from the\u00a0<a href=\"https:\/\/apnews.com\/hub\/association-of-southeast-asian-nations\" target=\"_blank\" rel=\"noopener\" aria-label=\"Go to https:\/\/apnews.com\/hub\/association-of-southeast-asian-nations\" class=\"sc-5ad7098d-0 lcJVdL\">Association of Southeast Asian Nations<\/a>.<\/p>\n<p>Cooperation on postwar issues remains key to U.S.-Vietnam relations. Since normalizing ties in 1995, the two countries have worked together to clear unexploded ordnance, recover remains of missing service members and clean up dioxin \u2014 the toxic chemical used in Agent Orange \u2014 from former U.S. air bases that\u00a0<a href=\"https:\/\/apnews.com\/article\/vietnam-war-anniversary-agent-orange-0829caefe48cc11fb88ab27982da922b\" target=\"_blank\" rel=\"noopener\" aria-label=\"Go to https:\/\/apnews.com\/article\/vietnam-war-anniversary-agent-orange-0829caefe48cc11fb88ab27982da922b\" class=\"sc-5ad7098d-0 lcJVdL\">continue to affect communities.<\/a><\/p>\n<p>There were\u00a0<a href=\"https:\/\/apnews.com\/article\/usaid-cuts-trump-agent-orange-vietnam-bien-hoa-2d55174970ef36c3247f6981150913de\" target=\"_blank\" rel=\"noopener\" aria-label=\"Go to https:\/\/apnews.com\/article\/usaid-cuts-trump-agent-orange-vietnam-bien-hoa-2d55174970ef36c3247f6981150913de\" class=\"sc-5ad7098d-0 lcJVdL\">concerns about the future of these efforts when U.S. funding for several programs was slashed,<\/a>\u00a0temporarily halting some cleanup work before resuming.<\/p>\n<p>The visible recommitment to these projects could help stabilize relations and \u201ccreate space\u201d for further defense cooperation, said Nguyen Khac Giang, a visiting fellow in the Vietnam Studies Program at Singapore\u2019s ISEAS\u2013Yusof Ishak Institute.<\/p>\n<p>\u201cWar legacy cooperation is the foundation enabling deeper defense ties,\u201d he said. \u201cFor Washington, it demonstrates long-term responsibility and goodwill to solve lingering war consequences. For Hanoi, it provides essential political cover for expanding relations with a former adversary.\u201d<\/p>\n<p>Giang said the U.S. defense chief\u2019s visit comes at a crucial moment.
