Some councilmembers don\u2019t feel it\u2019s worth the money.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cYeah, we should pull the plug,\u201d Rory Diamond said. \u201c$400 million program that has no tested tech, no real budget, no timelines.
