It ended \u2014 35 days and an <a href=\"https:\/\/www.cbo.gov\/publication\/54937\" target=\"_blank\" rel=\"nofollow noopener\">estimated $3 billion<\/a> in lost GDP later \u2014 after a series of escalating disruptions, including to air travel, put pressure on Trump and Republicans in Congress to reach a compromise.<\/p>\n<p>This time around, the government shuttered on Oct. 1 after Congress failed to break a stalemate over funding negotiations. More than a month later, an end to the stalemate appears nowhere in sight.<\/p>\n<p>There have been 20 &#8220;funding gaps&#8221; since Congress introduced the modern budget process in 1976, according to the <a href=\"https:\/\/www.crfb.org\/papers\/government-shutdowns-qa-everything-you-should-know#howmanytimes\" target=\"_blank\" rel=\"nofollow noopener\">Committee for a Responsible Federal Budget<\/a>, but many of those were only a few days long. Before now, only <a href=\"https:\/\/history.house.gov\/Institution\/Shutdown\/Government-Shutdowns\/\" target=\"_blank\" rel=\"nofollow noopener\">three shutdowns<\/a> lasted more than two weeks \u2014 and they were all within the last 30 years.<\/p>\n<p>While Republicans control both chambers, they need 60 votes to pass a spending bill in the Senate. Democrats are using that as leverage to push for an extension of Affordable Care Act <a href=\"https:\/\/www.npr.org\/2025\/10\/12\/nx-s1-5570849\/shutdown-aca-health-care-tax-credits\" target=\"_blank\" rel=\"nofollow noopener\">subsidies that are due to expire<\/a> at the end of this year, potentially leaving millions of Americans without health insurance. Republicans have said they are open to talks on the subsidies \u2014 but only after the government reopens.<\/p>\n<p>In the meantime, both parties are pointing the finger <a href=\"https:\/\/www.npr.org\/2025\/09\/30\/nx-s1-5558393\/government-shutdown-trump-ethics-hatch-act\" target=\"_blank\" rel=\"nofollow noopener\">at each other<\/a> and doing little, at least publicly, to reopen the government. The Senate has now tried \u2014 and failed \u2014 14 times to pass a <a href=\"https:\/\/www.npr.org\/2025\/09\/19\/nx-s1-5545929\/house-stopgap-funding-bill-government-shutdown#:~:text=toggle%20caption,the%20consequences%2C%22%20Johnson%20said.\" target=\"_blank\" rel=\"nofollow noopener\">House-approved<\/a> stopgap funding bill. The House, meanwhile, has been out of session since the shutdown began.<\/p>\n<p>Americans are feeling <a href=\"https:\/\/www.npr.org\/2025\/10\/30\/nx-s1-5589849\/government-shutdown\" target=\"_blank\" rel=\"nofollow noopener\">the worsening impacts<\/a> every day.<\/p>\n<p>Over 1 million federal workers are working <a href=\"https:\/\/www.npr.org\/2025\/10\/24\/nx-s1-5581505\/government-shutdown-federal-employees-paycheck\" target=\"_blank\" rel=\"nofollow noopener\">without paychecks<\/a>. Another roughly 600,000 have been furloughed, and although a 2019 law ensures they are entitled to backpay after the shutdown is over, <a href=\"https:\/\/www.npr.org\/2025\/10\/07\/g-s1-92363\/omb-memo-shutdown-federal-worker-backpay\" target=\"_blank\" rel=\"nofollow noopener\">recent comments <\/a>by President Trump have left many worried about whether that will still happen.<\/p>\n<p>Air traffic control shortages have caused delays and <a href=\"https:\/\/www.npr.org\/2025\/10\/07\/nx-s1-5564638\/flight-delays-government-shutdown-air-traffic-control\" target=\"_blank\" rel=\"nofollow noopener\">disruptions at airports<\/a> across the country. <a href=\"https:\/\/www.npr.org\/2025\/10\/04\/nx-s1-5562507\/national-parks-government-shutdown\" target=\"_blank\" rel=\"nofollow noopener\">National park sites<\/a> are reducing operations and <a href=\"https:\/\/www.npr.org\/2025\/09\/30\/nx-s1-5558189\/government-shutdown-smithsonian-zoo\" target=\"_blank\" rel=\"nofollow noopener\">Smithsonian museums<\/a> are closed. The <a href=\"https:\/\/www.npr.org\/2025\/10\/29\/nx-s1-5589165\/furloughed-federal-employee-hot-dog-stand\" target=\"_blank\" rel=\"nofollow noopener\">IRS furloughed<\/a> nearly half its staff, creating delays in taxpayer services. Tens of thousands of children from low-income families are now at risk of losing <a href=\"https:\/\/www.npr.org\/2025\/10\/29\/nx-s1-5587603\/head-start-government-shutdown\" target=\"_blank\" rel=\"nofollow noopener\">access to the Head Start<\/a> program.<\/p>\n<p>And, federal food and nutrition benefits such as the Supplemental Nutrition Assistance Program (SNAP) stopped over the weekend, prompting widespread outcry and pushback from two federal judges. In response, the Trump administration says it will restart those payments \u2014 but they <a href=\"https:\/\/www.npr.org\/2025\/11\/04\/g-s1-96372\/snap-benefits-november-government-shutdown\" target=\"_blank\" rel=\"nofollow noopener\">will be delayed<\/a> and may <a href=\"https:\/\/www.npr.org\/2025\/11\/03\/nx-s1-5596121\/snap-food-benefits-trump-government-shutdown#:~:text=toggle%20caption,the%20case%20in%20Rhode%20Island.\" target=\"_blank\" rel=\"nofollow noopener\">only be for half the amount<\/a> people typically get.<\/p>\n<p>In a <a href=\"https:\/\/www.cbsnews.com\/news\/read-full-transcript-norah-odonnell-60-minutes-interview-with-president-trump\/\" target=\"_blank\" rel=\"nofollow noopener\">weekend interview<\/a> with CBS News, Trump continued to place blame on Democrats, and called on Senate Republicans to <a href=\"https:\/\/www.npr.org\/2025\/10\/31\/nx-s1-5591978\/trump-senate-scrap-filibuster-end-government-shutdown\" target=\"_blank\" rel=\"nofollow noopener\">end the filibuster<\/a> to bypass Democrats altogether.
