It\u2019s likely the most damaging, too.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000e3b6nf2n76b79@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Historically, the economic damage from shutdowns is fleeting, quickly reversing when the government reopens. However, the 36-day lapse in funding that began on October 1 is already dealing a significant \u2013 albeit temporary \u2013 blow to the world\u2019s largest economy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000d3b6nu3ectac7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Millions of Americans are <a href=\"https:\/\/www.cnn.com\/2025\/11\/03\/politics\/november-snap-benefits-government-trump\" rel=\"nofollow noopener\" target=\"_blank\">not getting food stamp benefits<\/a> needed to feed their families. Roughly 1.4 million federal employees <a href=\"https:\/\/www.cnn.com\/2025\/10\/16\/tech\/tiktok-government-shutdown-federal-workers\" rel=\"nofollow noopener\" target=\"_blank\">haven\u2019t been paid<\/a> \u2013 even though many are still working. And investors and policymakers are <a href=\"https:\/\/www.cnn.com\/2025\/10\/22\/economy\/fed-interest-rates-govt-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">in the dark about what\u2019s happening<\/a> in the US economy because the release of government data has stalled.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000f3b6n0lb7n29s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe current shutdown looks likely to have the greatest economic impact of any shutdown on record,\u201d Alec Phillips, chief political economist at Goldman Sachs, wrote in a recent report.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000h3b6nuscigecq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even if the shutdown ends by next week, it will likely slow down the growth of real gross domestic product (GDP) \u2014 the broadest measure of economic output, without considering inflation \u2014 by 1.15 percentage points during the fourth quarter, according to Goldman Sachs.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000i3b6nex8p8ajt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The nonpartisan Congressional Budget Office estimates the shutdown will reduce GDP by one to two percentage points.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000j3b6nwojj1az6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThose effects will intensify the longer the shutdown lasts,\u201d the CBO wrote in a <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-10\/61823-Shutdown.pdf\" target=\"_blank\" rel=\"nofollow noopener\">letter<\/a> last week.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000k3b6niat064vl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Although \u201cmost of that decline\u201d will eventually be recovered, CBO estimates between $7 billion and $14 billion will be permanently lost during the shutdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkzv35e00043b6nax69gbbp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Goldman Sachs is now penciling in weaker fourth-quarter GDP growth of just 1%. That would represent a significant slowdown from the 3% <a href=\"https:\/\/www.atlantafed.org\/cqer\/research\/gdpnow\" target=\"_blank\" rel=\"nofollow noopener\">or even 4% growth<\/a> that was projected for the third quarter.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000n3b6ngaga3i5g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Phillips wrote that the current shutdown is expected to result in a \u201cmuch greater hit to growth than any prior shutdown\u201d because it\u2019s the longest on record and is much broader than previous shutdowns.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000o3b6n3oyyrj80@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The 2018-2019 shutdown, previously the longest on record at 35 days, was only a partial shutdown, impacting just 10% of government spending, according to Goldman Sachs. The 2025 shutdown, by comparison, has derailed 100% of appropriations.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000p3b6n6lxgrvg6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The current shutdown also comes at a bad time, said David Kelly, chief global strategist at JPMorgan Asset Management: \u201cThe economy was already going to slow down, and this just made it worse.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhl1t9ud0005356n7pcwzj5o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Kelly cited a range of factors slowing the economy in the fourth quarter, including historically high tariffs, low immigration and the return of student debt payments.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000r3b6nlmpa6axy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He added that it\u2019s \u201cshocking\u201d to see \u201chow much public pain (Democrats and Republicans) are willing to inflict just to get a political gain.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/gettyimages-2244208855.jpg\" alt=\"On Saturday, millions of SNAP recipients started missing their benefits due to the government shutdown.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1334\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkyoc8p001p3b6nq1h3h2c7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The precise economic damage from the shutdown is difficult to measure, in part because of the information blackout caused by the shutdown itself.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkyxws300003b6nonarx7sr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe are flying blind in this economy,\u201d Kelly said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000u3b6nb2mywgml@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Only one major economic report has been released by the federal government during the shutdown: the September <a href=\"https:\/\/www.cnn.com\/business\/live-news\/us-cpi-markets\" rel=\"nofollow noopener\" target=\"_blank\">consumer price index<\/a> (CPI), the <a href=\"https:\/\/www.cnn.com\/2025\/10\/09\/business\/cpi-inflation-data-government-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">final piece of data required<\/a> to determine annual cost of living adjustments for Social Security benefits.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000v3b6nua1sty33@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Other data releases, including the all-important monthly jobs report and the Fed\u2019s go-to inflation metric as well as key insights on consumer spending, have been sidelined.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000w3b6nontjc0rp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That\u2019s a major shift from the 2018-2019 shutdown, when the Bureau of Labor Statistics still received funding. That allowed the agency to continue collecting and releasing key economic data.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj000x3b6njtkj14n4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Policymakers have been forced to make decisions with limited information. Last week, for the first time ever, the Federal Reserve <a href=\"https:\/\/www.cnn.com\/business\/live-news\/federal-reserve-interest-rate-10-29-25\" rel=\"nofollow noopener\" target=\"_blank\">decided on interest rates without the monthly jobs report<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhl08auw000b3b6nurkg74y1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If the government shutdown continues to limit Fed officials\u2019 visibility, it could persuade the central bank to forgo cutting rates at the December policy meeting.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj00113b6nx00z8koa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhat do you do if you\u2019re driving in the fog? You slow down,\u201d Fed Chair <a href=\"https:\/\/www.federalreserve.gov\/mediacenter\/files\/FOMCpresconf20251029.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Jerome Powell said<\/a> during a press conference last week. \u201cI\u2019m not committing to that, I\u2019m just saying it\u2019s certainly a possible that you would say, \u2018We really can\u2019t see, so let\u2019s slow down.\u2019\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj00123b6nz8iq3g3h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even after the government reopens, the quality of economic data could be eroded by the fact the BLS was unable to conduct critical surveys of businesses and consumers during the shutdown period.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj00133b6nv19jjdbm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The shutdown will also likely inflate the unemployment rate for the month of October because the BLS typically counts furloughed workers as unemployed unless they find work elsewhere.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj00163b6n75d8fhzi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The good news is most of the shutdown-induced damage to the economy is expected to quickly unwind after the government reopens.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj00173b6nn5d0skqd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Goldman Sachs expects the shutdown effect to \u201cmore than reverse\u201d in the first quarter, boosting GDP by 1.3 percentage points as furloughed workers return and delayed federal spending recovers. The bank expects that reversal to lift first-quarter GDP growth to a solid pace of 3.1%.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhl172xa0000356n0frc6f95@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The CBO estimated that some of the output lost due to employee furloughs would be permanently lost, costing the economy up to 14 billion in an eight-week shutdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj00183b6n7j21u2t3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Of course, those forecasts for a rebound hinge on a key element of shutdowns: Federal workers are repaid once the government reopens.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj00193b6nfgz7srap@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, President Donald Trump has questioned the policy of paying furloughed workers \u2013 despite signing a law during his first term that has been widely interpreted as guaranteeing back pay for furloughed workers.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhkykcaj001a3b6nqraqsbja@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The White House on Tuesday <a href=\"https:\/\/www.cnn.com\/politics\/live-news\/election-news-11-04-25#cmhkvmg3u00113b6naom9nxpu\" rel=\"nofollow noopener\" target=\"_blank\">would not commit to paying furloughed workers<\/a> at the end of the shutdown, raising the risk of lasting economic damage.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhl07fvb00083b6n798gv43t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            CNN\u2019s Tami Luhby contributed reporting.\n    <\/p>\n","protected":false},"excerpt":{"rendered":"New York \u00a0\u2014\u00a0 The ongoing government shutdown isn\u2019t just the longest in American history.
