The Council Rules Committee also voted 7-0 to recommend its approval. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The ordinance, filed by Council member Raul Arias, would allow downtown restaurants and bars to serve patrons on sidewalks adjacent to their property, bound by an invisible line extending from the property side lot lines to the street and in the street. Here are some of the proposed changes<\/b><\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It\u2019s all part of the city\u2019s plan to make downtown more inviting and accessible.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cOver the past decade, Downtown Jacksonville has experienced steady growth and diversification, with new residential, retail, and entertainment developments spreading beyond the traditional core,\u201d Arias wrote in a bill synopsis provided to the Daily Record.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>RELATED | <\/b><a href=\"https:\/\/www.news4jax.com\/news\/local\/2025\/09\/12\/city-finalizing-design-for-metropolitan-park-revitalization-project\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.news4jax.com\/news\/local\/2025\/09\/12\/city-finalizing-design-for-metropolitan-park-revitalization-project\/\"><b>New renderings unveiled for Metropolitan Park redevelopment in downtown Jacksonville<\/b><\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">This ordinance sets clear rules for how businesses operate in the heart of Jacksonville, whether you\u2019re grabbing a coffee, enjoying a cocktail, or dining outside.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><b>These are some of the proposed changes:<\/b><\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Alcohol can now be consumed in three key areas:<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 ehhZIC\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Inside the business<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>On a patio directly next to the building\t<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>In a recreational area connected to the business \u2014 like a pool, golf zone, or similar space \u2014 as long as it meets city distance requirements<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Sidewalk cafes must be adjacent to the business and can expand seating into nearby sidewalks \u2014 but only with approval from the Downtown Investment Authority.<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Bars must serve drinks from inside the building and take steps to keep alcohol within the designated area<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 ehhZIC\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p> This includes using barriers, staff supervision, or surveillance to prevent underage or public drinking<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Restaurants must prepare food on-site, earn at least 51% of their revenue from food and nonalcoholic beverages, and follow cleanliness and maintenance codes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">These rules apply specifically to businesses in the Downtown Overlay Zone \u2014 including key redevelopment districts such as the Northbank, Southbank, Cathedral District, LaVilla and Sports &amp; Entertainment District.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Arias said he also plans to introduce a bill to the city council before October 2026 that allows Downtown bars and restaurants to remain open until 3 a.m., an hour later than currently permitted.
