The organisation said that the supply chain is \u201cstuck at breaking point\u201d and warned of a growing risk to patient health and increased workload and stress for its members.\u00a0<\/p>\n<p>The 2025 <a href=\"https:\/\/cpe.org.uk\/wp-content\/uploads\/2025\/06\/Pressures-Survey-2025-Medicines-Supply-Report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Pharmacy Pressures Survey\u00a0<\/a>found that 87% of pharmacy staff now face daily supply issues \u2014 up from 67% in 2022. The survey gathered responses from owners of over 4300 pharmacy premises and 1600 team members.<\/p>\n<p>The CPE called for urgent action to address shortages.<\/p>\n<p>The report follows a <a href=\"https:\/\/www.medscape.co.uk\/s\/viewarticle\/uk-faces-severe-risks-medical-supply-chain-report-warns-2025a10006l9\" rel=\"nofollow noopener\" target=\"_blank\">warning in March\u00a0<\/a> from the Centre for Long-Term Resilience, which said the UK is \u201cperilously vulnerable\u201d to disruptions of critical medical countermeasures. These included shortages of critical antibiotics such as <a href=\"https:\/\/reference.medscape.com\/drug\/gentak-garamycin-gentamicin-342517\" class=\"cl_ref_drugs\" rel=\"nofollow noopener\" target=\"_blank\">gentamicin<\/a>.<\/p>\n<p>Serious Shortage Protocols Extended<\/p>\n<p>A growing number of essential medications are now covered by Serious Shortage Protocols (SSPs). SSPs allow pharmacists to either substitute a prescription with an alternative agent for one month, or to supply a reduced quantity that is in stock without a new GP prescription.<\/p>\n<p>In the past year, they have been issued for:<\/p>\n<p>Earlier this month, the government extended the current <a href=\"https:\/\/www.medscape.com\/viewarticle\/uk-pharmacies-struggle-severe-creon-shortage-2025a1000ev3\" rel=\"nofollow noopener\" target=\"_blank\">SSP for Creon\u00a0<\/a>, a pancreatic enzyme replacement therapy. The National Pharmacy Association (NPA) warned that some patients were rationing doses, skipping meals, or travelling long distances to access the medicine.\u00a0<\/p>\n<p>Rising \u00a0Aggression and Workload<\/p>\n<p>The <a href=\"https:\/\/www.medscape.co.uk\/viewarticle\/most-pharmacies-impacted-supply-disruptions-report-finds-2024a10008zf\" rel=\"nofollow noopener\" target=\"_blank\">Pharmacy Pressures Survey 2024\u00a0<\/a>, published in May last year, identified a \u201cbeyond critical\u201d situation, with most pharmacies impacted by supply disruptions. It said patients were forced to play \u201cpharmacy bingo\u201d in their search for medications. Some were directing their anger towards staff, the CPE warned then.\u00a0<\/p>\n<p>The latest CPE report found that:<\/p>\n<ul>\n<li>96% of pharmacy team members had encountered patient frustration in response to supply issues.<\/li>\n<li>86% of pharmacy owners said that shortages were leading patients to have to visit multiple pharmacies in search of medicines.<\/li>\n<li>79% of team members reported incidents of <a href=\"https:\/\/emedicine.medscape.com\/article\/288689-overview\" class=\"cl_ref_article\" rel=\"nofollow noopener\" target=\"_blank\">aggression<\/a> when medicines were unavailable or delayed.<\/li>\n<\/ul>\n<p>Supply issues have also worsened, with 80% of pharmacy owners encountering daily wholesaler shortages and 26% reporting daily supply chain failures.<\/p>\n<p>Most (74%) pharmacy owners reported that their staff were having to spend longer than ever before on medicines procurement, with 39% spending 1-2 hours daily sourcing alternative medicines. More than 90% of pharmacy staff reported increased workload and stress because of supply problems.<\/p>\n<p>Patient Safety at Risk<\/p>\n<p>CPE chief executive Janet Morrison said the survey showed that \u201cas medicine supply issues remain a daily reality across the country, the risk to patient health has become a distressing new normal.\u201d The survey results \u201csuggest a system that is stuck at breaking point,\u201d she said.<\/p>\n<p>Olivier Picard, chair of the NPA, which represents over 6000 independent community pharmacies, said that staff were \u201cat the sharp end of medicines shortages\u201d and often forced to turn patients away despite having safe alternatives in stock.<\/p>\n<p>\u201cIt is madness to send someone back to their GP to get a prescription changed,\u201d Picard said. \u201cIt risks a patient either delaying taking vital medication or forgoing it altogether, which poses a clear risk to patient safety.\u201d\u00a0<\/p>\n<p>Picard endorsed the CPE&#8217;s call for the government to give greater flexibility to pharmacists to use their professional judgment to supply an appropriate alternative medication when the prescribed version is unavailable.<\/p>\n<p>Louise Ansari, chief executive of Healthwatch England, also supported giving pharmacists more autonomy.
