{"id":360045,"date":"2025-11-06T15:18:14","date_gmt":"2025-11-06T15:18:14","guid":{"rendered":"https:\/\/www.europesays.com\/us\/360045\/"},"modified":"2025-11-06T15:18:14","modified_gmt":"2025-11-06T15:18:14","slug":"trump-admin-tells-congress-it-currently-lacks-legal-justification-to-strike-venezuela","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/360045\/","title":{"rendered":"Trump admin tells Congress it currently lacks legal justification to strike Venezuela"},"content":{"rendered":"<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnf1591000j3b6nn1crpsdc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump administration officials told lawmakers on Wednesday that the US is not currently planning to launch strikes inside Venezuela and doesn\u2019t have a legal justification that would support attacks against any land targets right now, according to sources familiar with the briefing conducted by Secretary of State Marco Rubio, Defense Secretary Pete Hegseth and an official from the White House\u2019s Office of Legal Counsel.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt001u3b6n5ui5blj0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lawmakers were told during the classified session that the opinion produced by the Justice Department\u2019s Office of Legal Counsel to justify strikes against suspected drug boats, <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fedition.cnn.com%2F2025%2F10%2F06%2Fpolitics%2Fclassified-justice-department-memo-cartel-strikes&amp;data=05%7C02%7Cfadel.allassan%40cnn.com%7C07a6ebb72a17483900c308de1d3b48e1%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638980337625863166%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=y78vtPIbxORKYczHsx%2Bnamn19IzAekmTY25DLBbJ8xo%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">first reported by CNN<\/a> last month, does not permit strikes inside Venezuela itself or any other territories, four sources said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt001v3b6n5mnwdq7u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The \u201cexecute order\u201d that launched the US military campaign against suspected drug boats that began in September also does not extend to land targets, the briefers said, according to the sources.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt001w3b6nwhc55y14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The existing OLC opinion includes a list of 24 different cartels and criminal organizations based around Latin America it says the administration is authorized to target, according to one of the sources familiar with the document.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt001x3b6naqtz39k1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the Trump administration is seeking a separate legal opinion from the Justice Department that would provide a justification for launching strikes against land targets without needing to ask Congress to authorize military force, though no decisions have been made yet to move forward with an attack inside the country, a US official said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhngtpnh001b3b6nc7ib9tzm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhat is true one day may very well not be the next,\u201d said that US official when discussing the current state of the policy, pointing out that Trump has not decided how he will handle Venezuela.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt001y3b6n5rd2b0yj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The massive buildup of military assets in the Caribbean, which will soon include the Ford Carrier Strike Group, has raised questions about whether the US intends to strike inside Venezuela. But the briefers said the military assets are only moving there to support counternarcotic operations and conduct intelligence gathering, two of the sources said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt001z3b6nd7edhx1w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The administration has to date tried to avoid involving Congress in its military campaign around Latin America. Administration officials walked through the process they use to identify and target the vessels and discussed the types of intelligence they had connecting the vessels to cartels during Wednesday\u2019s briefing, one of the sources said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt00223b6nktzpwp75@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democratic Sen. Mark Warner, the ranking member of the Senate Intelligence Committee, told reporters after the briefing, \u201cI think our intelligence assets are quite good,\u201d explaining that he believes the administration does have \u201cvisibility\u201d into the transport of illegal drugs.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt00233b6n31pg33ol@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But he questioned why the administration had to use lethal force against the boats instead of interdicting them, as the Coast Guard has routinely done in the past, which could produce evidence of the trafficking.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt00243b6njlpoemy1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            House Foreign Affairs Committee ranking member Rep. Gregory Meeks, however, told CNN after the briefing that he heard \u201cnothing\u201d to convince him of the legality of the strikes. He also said the briefers did not share the evidence that ties the vessels or their passengers to the drug trade.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt00253b6nikmq4qm3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Administration officials have repeatedly said they have intelligence that ties the vessels to the drug trade, but have offered few details publicly.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhnhl2dt00263b6njxfg5ofn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI can assure you that every one of these strikes involves boats and shipments that were tracked from the very beginning,\u201d Rubio said in late October. \u201cFrom the moment these things were put together, the moment they were coordinated, we know where they\u2019re headed. We know what their drop-off points are; we know what organizations they\u2019re involved in.
