traffic control facilities reported staffing problems that required action to keep planes flying safely 25 times today, the day before the Federal Aviation Administration mandates that airlines start cutting flights to some of the nation\u2019s busiest airports.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmho6nn4b00153b6rj7s4eefy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The staffing issues caused delays averaging more than 30 minutes at <strong>Dallas-Fort Worth<\/strong>, more than an hour at <strong>Chicago\u2019s O\u2019Hare<\/strong>, more than 2 hours at <strong>Ronald Reagan Washington National<\/strong>, and more than three hours at <strong>Newark International Airport.<\/strong>\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmho6nn4b00163b6rcugdjn0s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Air traffic control towers were short-staffed at <strong>Chicago\u2019s Midway<\/strong> and <strong>O\u2019Hare International, Dallas-Fort Worth International, Nashville International,<\/strong> <strong>Reagan National<\/strong>, and <strong>San Francisco International Airport.<\/strong>\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmho6nn4b00173b6rb2cifz8h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            TRACONS, which handle flights approaching or departing airports, did not have the normal complement of controllers at <strong>Boston, Chicago, Dallas, Detroit,<\/strong> <strong>Houston, Las Vegas<\/strong>, and <strong>Newark.<\/strong>\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmho6nn4b00183b6rp1lt6d9h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Centers, which control flights at high altitude, were short-staffed in <strong>Atlanta, Cleaveland, Kansas City, Indianapolis, New York, <\/strong>and<strong> Washington, DC.<\/strong>\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmho6nn4b00193b6rsmefcluj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Several facilities had multiple staffing shortages in divergent areas or at different times during the day.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmho6nn4b001a3b6r1zlizjky@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since the start of the shutdown there have been 450 staffing problems reported, more than four times the number seen on the
