The Solana Beach City Council voted Nov. 5 to approve an appropriation of $32,000 from the city\u2019s capital improvement project unreserved fund to the capital improvement program for the Fletcher Cove Beach Access Project, following a change to the construction budget.<\/p>\n
The council also voted to have the city manager follow through with change orders of up to $84,000, which is the revised amount of the construction contingency.<\/p>\n
The council initially approved a construction contract in July 2025 with A.B. Hashmi for $432,525 and a 12% contingency, equal to $52,000. With the additional $32,000 in contingency funds, the total contingency is now $84,000 with a total contract value of $516,525.<\/p>\n
\u201cAs work has progressed, unforeseen field conditions have required scope adjustments to maintain safety and structural integrity of the improvements,\u201d according to a council agenda report. \u201cStaff recommends increasing the construction contingency from approximately 12% to 19% to cover all of the anticipated costs to complete the project.\u201d<\/p>\n
Overall, the project includes the removal and reconstruction of the beach access ramp and dissipator gate, drainage improvements and upgrades to the public showers.<\/p>\n
So far, half of the existing beach access ramp has been removed, according to the agenda report. Construction of the sidewalk has also been completed, as well as half of the new concrete beach ramp and the water line and drainage system for the new showers at the base of the ramp.<\/p>\n
