{"id":370216,"date":"2025-11-10T23:10:13","date_gmt":"2025-11-10T23:10:13","guid":{"rendered":"https:\/\/www.europesays.com\/us\/370216\/"},"modified":"2025-11-10T23:10:13","modified_gmt":"2025-11-10T23:10:13","slug":"victoria-urged-to-ramp-up-train-tram-and-bus-services-and-make-off-peak-transport-cheaper-victoria","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/370216\/","title":{"rendered":"Victoria urged to ramp up train, tram and bus services \u2013 and make off-peak transport cheaper | Victoria"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The Victorian government should ramp up train services in Melbourne\u2019s north and west, extend eight tram routes and create six new express bus services within the next five years, the state\u2019s independent infrastructure adviser has recommended.<\/p>\n<p class=\"dcr-130mj7b\">Infrastructure Victoria\u2019s 30-year plan also calls for off-peak public transport to be made cheaper and for collaboration with the commonwealth to introduce a road user charge, after a previous state <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/oct\/18\/victoria-electric-vehicle-tax-high-court-ruling-could-impact-nsw-wa-western-australia\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">levy on electric vehicles was ruled unconstitutional<\/a> by the high court.<\/p>\n<p class=\"dcr-130mj7b\">The body says the 45 final recommendations, released on Tuesday, are needed to respond to climate change which threatens \u201cbuildings, roads and power lines\u201d as well as population growth.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Sign up: AU Breaking News email<\/a><\/p>\n<p class=\"dcr-130mj7b\">The government has set a target of <a href=\"https:\/\/www.theguardian.com\/australia-news\/2023\/sep\/20\/short-stay-levy-and-800000-homes-how-victoria-plans-to-ease-the-housing-crisis\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">800,000 new homes to be built in Victoria<\/a> by 2034, with 70% of new homes in established suburbs. The state\u2019s population \u2013 estimated at 6.9 million by the Australian Bureau of Statistics in 2024 \u2013 is forecast to increase by 4 million people in the next 30 years.<\/p>\n<p class=\"dcr-130mj7b\">The changes are also designed to make the most of <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/jul\/06\/station-to-station-first-look-at-the-metro-tunnel-set-to-revolutionise-melbourne-travel\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Melbourne\u2019s new Metro Tunnel<\/a> which is due to begin taking passengers in December.<\/p>\n<p>Infrastructure Victoria says without more northern train services, more residents in Coburg and Brunswick could soon be forced to drive to work. Illustration: Infrastructure Victoria<\/p>\n<p class=\"dcr-130mj7b\">Infrastructure Victoria chief executive, Dr Jonathan Spear, said the report, which calls for a $65bn spend over three decades, was predicated on \u201chow can we make best use of those investments that we\u2019ve made already\u201d, including existing infrastructure.<\/p>\n<p class=\"dcr-130mj7b\">Some of the recommendations, including <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/mar\/04\/victoria-infrastructure-plan-speed-limits-30-children\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">reducing speed limits to 30km\/h<\/a> in areas with children and the creation of separated bicycle corridors in Melbourne, Geelong, Ballarat, Bendigo and Wangaratta, were made public in a draft plan in March.<\/p>\n<p class=\"dcr-130mj7b\">But after feedback, a new recommendation has called for changes which would allow more train services to run in Melbourne\u2019s north, with modelling showing many residents of suburbs including Coburg and Brunswick could soon be forced to drive to work.<\/p>\n<p class=\"dcr-130mj7b\">The report says they already wait up to 20 minutes for trains during peak times, four to five times longer than stations in Melbourne\u2019s south-east located a similar distance from the CBD. Trams on Sydney Road are up to 27% slower than the network average due to mixed traffic and predicted to get 4% slower by 2041.<\/p>\n<p class=\"dcr-130mj7b\">Infrastructure <a href=\"https:\/\/www.theguardian.com\/australia-news\/victoria\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Victoria<\/a> says upgrades to power and signalling in the City Loop, where space has been freed up by the Metro Tunnel, and building an extra track on the Upfield line, would allow nine trains to run an hour rather than four.<\/p>\n<p class=\"dcr-130mj7b\">It has also modelled tram extensions that make the most of capacity changes created by the Metro Tunnel\u2019s new stations, calling for the expansion of eight routes over five years at a cost of up to $5.7bn, to encourage the construction of more new homes nearby.<\/p>\n<p>Infrastructure Victoria has recommended the extension of eight Melbourne tram routes by 2031, including long-promised connections to Chadstone and Fishermans Bend. Photograph: Infrastructure Victoria<\/p>\n<p class=\"dcr-130mj7b\">That includes linking routes 11 and 67 to Fishermans Bend, where the government plans for 80,000 people to live by 2050, and extending route 3 to Hughesdale via Chadstone. Photograph: Infrastructure Victoria<\/p>\n<p class=\"dcr-130mj7b\">Another recommendation is charging lower fares for off-peak travel, with Infrastructure Victoria\u2019s research showing bus passenger numbers can increase by up to 19% for every $1 fare discount. It also calls for the expansion of bus and coach routes and services in regional areas and cities.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhile some people get excited about the idea of passenger rail services to some of Victoria\u2019s smaller regional cities, our modelling and analysis shows they are probably not viable.
