{"id":371487,"date":"2025-11-11T12:11:13","date_gmt":"2025-11-11T12:11:13","guid":{"rendered":"https:\/\/www.europesays.com\/us\/371487\/"},"modified":"2025-11-11T12:11:13","modified_gmt":"2025-11-11T12:11:13","slug":"chicagos-high-sales-taxes-about-to-increase-to-no-1-in-nation","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/371487\/","title":{"rendered":"Chicago\u2019s high sales taxes about to increase to No. 1 in nation"},"content":{"rendered":"<p class=\"intro\">&#13;<br \/>\n\t\t\t\tChicago-area sales taxes were already No. 2 in the U.S., but new taxing authority handed to the Regional Transportation Authority will raise them to No. 1.&#13;\n\t\t\t<\/p>\n<p class=\"p1\">Chicago\u2019s 10.25% combined sales tax currently ranks second among major cities, behind only <a href=\"https:\/\/www.newsweek.com\/seattle-takes-top-tax-title-among-us-cities-1945520\" rel=\"nofollow noopener\" target=\"_blank\">Seattle\u2019s<\/a> 10.35%, but a 0.25-point hike for transit will make them the highest in America.<\/p>\n<p class=\"p1\">The new Regional Transportation Authority funding bill, which increases the Chicago metro area sales tax by <a href=\"https:\/\/www.illinoispolicy.org\/illinois-lawmakers-hike-toll-roads-and-sales-taxes-to-fund-chicago-area-transit\/#:~:text=%25E2%2597%258F%2520A%25200.25%2525%2520sales%2520tax%2520increase%2520in%2520the%2520Chicago%2520area\" rel=\"nofollow noopener\" target=\"_blank\">0.25 percentage points<\/a>, has passed both chambers of the Illinois General Assembly and now sits on Gov. J.B. Pritzker\u2019s desk. Once signed, it will give Chicago the highest sales-tax rate of any major city in the nation at 10.5%.<\/p>\n<\/p>\n<p class=\"p1\">Chicago\u2019s current sales tax is broken down into <a href=\"https:\/\/www.avalara.com\/taxrates\/en\/state-rates\/illinois\/cities\/chicago.html\" rel=\"nofollow noopener\" target=\"_blank\">four categories<\/a>:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\">6.25% statewide sales tax.<\/li>\n<li class=\"li1\">1.25% city sales tax.<\/li>\n<li class=\"li1\">1.75% county sales tax.<\/li>\n<li class=\"li1\">1% RTA tax.<\/li>\n<\/ul>\n<p class=\"p1\">Under the bill, the RTA portion of the tax will <a href=\"https:\/\/www.nprillinois.org\/government-politics\/2025-10-31\/lawmakers-approve-1-5b-transit-funding-package-without-statewide-tax-increases#:~:text=The%2520plan%2520calls%2520for%2520raising%2520the%2520existing%2520Regional%2520Transportation%2520Authority%2520sales%2520tax%2520by%25200.25%2520percentage%2520points%252C%2520to%25201%2525%2520in%2520Lake%252C%2520McHenry%252C%2520Kane%252C%2520DuPage%2520and%2520Will%2520counties%2520and%25201.25%2525%2520in%2520Cook%2520County.\" rel=\"nofollow noopener\" target=\"_blank\">rise<\/a> from 1% to1.25% in Cook County starting June 2026. In the collar counties it will increase from 0.75% to 1%.<\/p>\n<p class=\"p1\">Now that this bill has cleared the state legislature, Pritzker will have <a href=\"https:\/\/www.ipta.org\/general\/custom.asp?page=Billbecomeslaw&amp;utm_source=chatgpt.com#:~:text=Once%2520the%2520bill%2520has%2520passed%2520the%2520General%2520Assembly%252C%2520the%2520legislature%2520must%2520send%2520the%2520bill%2520to%2520the%2520Governor%2520within%252030%2520days.%25C2%25A0%2520Once%2520the%2520bill%2520reaches%2520the%2520Governor%2527s%2520desk%252C%2520three%2520things%2520can%2520happen.\" rel=\"nofollow noopener\" target=\"_blank\">60 days<\/a> to sign it into law.<\/p>\n<p class=\"p1\">Pritzker previously said he will veto any <a href=\"https:\/\/capitolnewsillinois.com\/news\/pritzker-threatens-to-veto-any-budget-containing-broad-based-tax-increase\/#:~:text=%25E2%2580%259CAnything%2520that%25E2%2580%2599s%2520broad%252Dbased%2520and%2520would%2520have%2520a%2520negative%2520impact%2520on%2520working%2520families%252C%2520I%2520would%2520veto%2520a%2520budget%2520like%2520that%252C%25E2%2580%259D%2520Pritzker%2520told%2520reporters.\" rel=\"nofollow noopener\" target=\"_blank\">broad-based<\/a> tax hikes impacting working families, but has signaled <a href=\"https:\/\/www.yahoo.com\/news\/articles\/illinois-quick-hits-pritzker-sign-201400215.html?fr=sycsrp_catchall#:~:text=Generate%2520Key%2520Takeaways-,Pritzker%2520to%2520sign%2520tax%252C%2520toll%2520increases%2520to%2520bail%2520out%2520transit,in%2520the%2520final%2520hours%2520of%2520the%2520fall%2520veto%2520session%2520early%2520Friday.,-The%2520bill%2520authorizes\" rel=\"nofollow noopener\" target=\"_blank\">support<\/a> for the transit sales tax increase. These areas are home to about two-thirds of the state\u2019s population.<\/p>\n<p class=\"p1\"><b>Economic consequences<\/b><\/p>\n<p class=\"p1\">Sales taxes tend to hit <a href=\"https:\/\/econ.sites.northeastern.edu\/wiki\/microeconomics\/elasticity\/sales-taxes-and-their-impact-on-low-income-households-an-economic-analysis\/\" rel=\"nofollow noopener\" target=\"_blank\">low-income households<\/a> the hardest, because a larger share of their incomes go towards basic necessities. Those will cost more under these rates.<\/p>\n<p class=\"p1\">High sales taxes relative to neighboring areas also lead to high rates of <a href=\"https:\/\/taxfoundation.org\/data\/all\/state\/sales-tax-rates\/#:~:text=State%2520and%2520local%2520governments%2520should%2520be%2520cautious%2520about%2520raising%2520rates%2520too%2520high%2520relative%2520to%2520their%2520neighbors%2520because%2520doing%2520so%2520will%2520yield%2520less%2520revenue%2520than%2520expected%2520or%252C%2520in%2520extreme%2520cases%252C%2520revenue%2520losses%2520despite%2520the%2520higher%2520tax%2520rate.\" rel=\"nofollow noopener\" target=\"_blank\">avoidance<\/a>: residents shopping across state or county lines to save on taxes. This practice tends to hurt local economies and businesses that lose out on customers. This problem is already <a href=\"https:\/\/taxfoundation.org\/data\/all\/state\/sales-tax-rates-by-city-2024\/#:~:text=For%2520example%252C%2520strong%2520evidence%2520exists%2520that%2520Chicago%252Darea%2520consumers%2520make%2520major%2520purchases%2520in%2520surrounding%2520suburbs%2520to%2520avoid%2520Chicago%25E2%2580%2599s%2520high%2520sales%2520tax%2520rates.%25C2%25A0\" rel=\"nofollow noopener\" target=\"_blank\">evident<\/a> in Chicago, where neighboring suburbs and states such as Indiana offer substantially lower rates.<\/p>\n<p class=\"p1\"><b>Public sentiment<\/b><\/p>\n<p class=\"p1\">Recent polls show high taxes are the <a href=\"https:\/\/www.illinoispolicy.org\/illinois-chicago-voters-rank-high-taxes-as-no-1-issue\/\" rel=\"nofollow noopener\" target=\"_blank\">No. 1<\/a> concern for Chicago and Illinois residents. Polled voters have repeatedly said taxes are already too high, and many have moved to lower-taxed states as a result. High taxes are one of the key drivers of Chicago\u2019s population decline and broader <a href=\"https:\/\/www.illinoispolicy.org\/illinois-ranks-48th-for-people-moving-out-loses-over-56k-residents\/#:~:text=High%2520taxes%2520were%2520the%2520No.%25201%2520reason,Insights%2520in%25202023%25C2%25A0substantiated%25C2%25A0those%2520sentiments.\" rel=\"nofollow noopener\" target=\"_blank\">outmigration<\/a> from Illinois.<\/p>\n<p class=\"p1\"><b>Conclusion<\/b><\/p>\n<p class=\"p1\">This plan would extract even more from some of the most heavily taxed residents in America, while <a href=\"https:\/\/www.illinoispolicy.org\/vallas-legislation-buys-cta-time-to-fix-itself-but-will-it\/\" rel=\"nofollow noopener\" target=\"_blank\">failing<\/a> to address the RTA\u2019s deeper issues.<\/p>\n<p class=\"p1\">The RTA\u2019s spending remains high, while ridership remains stagnant at just 70% of pre-pandemic levels. True fiscal stability requires reform, not just more revenue.<\/p>\n<p class=\"p1\">RTA\u00a0<a href=\"https:\/\/www.illinoispolicy.org\/chicago-area-transit-crisis-7-principles-to-guide-illinois-transportation-reform\/\" rel=\"nofollow noopener\" target=\"_blank\">must<\/a>\u00a0prioritize cost savings, modernize its fare policy and improve performance standards.
